MINUTES OF A REGULAR MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, August 11, 2009 at 6:30pm
1. Call to Order Council President Longiotti called the meeting to order at
6:30pm.

Council President Longiotti noted a quorum was present.
4. Public Comments
Mr. Tom D’Alfonso inquired about the subcommittee appointed by Council President
Longiotti to research GALSA’s administrative structure. Councilor Shipley responded the
committee has met several times, including a meeting with the United Way. They are
currently slated to meet with GALSA’s board of directors and may have recommendations at
the September Council meeting. Council President Longiotti added the subcommittee is also
working with adjacent municipalities to discuss forming a regional recreation board.
Mr. Candela inquired about the abandoned house at 32 Taylor Street. Councilor Peden
responded no action can be taken without the owner’s consent and the borough has been
unable to locate the lawful title-holder of the property. Mr. Candela commented on the recent
patching of borough streets. Mr. Eggleston invited Mr. Candela to make an appointment with
himself and Code/Zoning Officer Don Patterson for a comprehensive discussion of these
issues.

Mr. Candela reported a street light outage on York Street. It will be reported to Penn Power
in the morning.
5. Approval of Minutes
Motion by Councilor Urey, seconded by Councilor Auchter, that the minutes of the July 14,
2009 meeting be approved. Motion carried.
6. Budget Report
Mr. Eggleston gave an overview of the budget report. Motion by Councilor Henderson,
seconded by Councilor Auchter, to approve the budget report. Motion carried.
7. Mayor’s items
Mayor Miller distributed information on health care reform. On file.

C. Fire report for July 2009
D. Public Works reports for July 2009
E. Code/Zoning Officer report for July 2009
F. GALSA agenda for August 10, 2009 meeting
Motion by Councilor Henderson, seconded by Councilor Shipley, to accept the monthly
reports as presented. Motion carried.
9. Unfinished Business
A. There was no motion to enact Resolution 2009-08 which supports the requirements
for the installation of residential sprinklers and opposes any attempt to block said
mandate in the Commonwealth of Pennsylvania. Councilor Peden stated he does
not favor more regulations in relation to new construction in the Borough. The
resolution was not enacted.
10. New Business
A. Motion by Councilor Shipley, seconded by Councilor Auchter, to accept the tax
collector’s report of 16 exonerations in the amount of $80.00 from the Greenville
Tax office. Motion carried.
B. Motion by Councilor Shipley, seconded by Councilor Urey, to accept the
recommendation from the Personnel Committee to authorize the solicitor to
proceed with the necessary legal paperwork to reduce the size of the Greenville
Water Authority Board from 7 to 5 members. Council President Longiotti noted it
is difficult to find qualified people to fill open seats on our boards. Motion carried.

C. Motion by Councilor Peden, seconded by Councilor Urey, approving the
engineering agreement with RBS Consultants pending approval from Penn Dot’s
Bureau of Aviation for engineering of the obstruction removal project at the
Greenville Airport. Motion carried.
D. Motion by Councilor Urey, seconded by Councilor Henderson, to set a public
hearing regarding Cherry Alley vacating request from the First Baptist Church,
tentatively scheduled for Thursday, September 3rd at 6 p.m. Mr. Eggleston will
confirm the date. Motion carried.
E. Motion by Councilor Henderson, seconded by Councilor Auchter, to grant
permission for GALSA fundraiser “Party in the Park” to be held October 10 from
noon until dusk that will include alcohol will be served by GALSA. Councilor
Peden stated he received comments that if alcohol is being served many folks will
not attend. The Greenville Volunteer Fire and Greenville Police Departments will
be assisting with the event. It was mandated security for the event be directed by
the police department. A roll call vote was taken:

Motion carried by a 5-1 vote.
Motion by Councilor Henderson, seconded by Councilor Urey, to approve three change
orders for the Borough Garage project in the amount of $11,025.00 as outlined by Jon Snyder
of HRG at Thursday’s work session. The orders include:
Extra 3" & 4" conduit run in electrical trench $ 1700.00
Lengthen building $ 1875.00
Add phone line inside building and
lengthen conduit extra 5' for moving building west $ 900.00
5' extra asphalt $ 1500.00
Excavating - removing extra dirt, importing
needed topsoil to cover larger seeded area,
reseeding more area on embankment, longer
conduit trench, re-grading embankment already
graded $ 5050.00
$11025.00
Motion carried.
11. Council Comments
Council President Longiotti invited the public to the Greenville Knights of Columbus 100th
Anniversary Celebration on August 22 beginning at 2:00p. There will be fireworks at dusk.
