MINUTES OF A REGULAR MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, September 8, 2009 at 6:30pm
1. Call to Order Council President Longiotti called the meeting to order at
6:30pm.

Council President Longiotti noted a quorum was present.
4. Public Comments
Monsignor Karg praised council for the Streetscape project, an invaluable attraction to
Greenville.
5. Approval of Minutes
Motion by Councilor Henderson, seconded by Councilor Peden, that the minutes of the
August 11, 2009 meeting be approved. Motion carried.
6. Budget Report

Mr. Eggleston gave an overview of the budget report. Motion by Councilor Shipley,
seconded by Councilor Mueller, to approve the budget report. Motion carried.
7. Mayor’s items
Mayor Miller presented Streets Department employee Cliff Brant with a certificate of
appreciation for ten years of service to the borough signed by the mayor and all council
members. Council President Longiotti led a round of applause.

D. Code/Zoning Officer report for August 2009
Motion by Councilor Mueller, seconded by Councilor Henderson, to accept the monthly
reports as presented. Motion carried.
9. Unfinished Business
A roll call vote was taken to allow special exemption to Borough of Greenville Code 302 for
the keeping of prohibited animals for medical benefit for the Huff family living at 38 Plum
Street.

The exemption was defeated 5-1.
10. New Business
A. Motion by Councilor Shipley, seconded by Councilor Henderson, to accept the tax
collector’s report of 44 additions to the Per Capita roll and 106 exonerations in the
amount of $530.00 from the Greenville Tax office. Motion carried.
B. Motion by Councilor Peden, seconded by Councilor Auchter, to approve the
Minimum Municipal Obligations for 2010 to the pension plans as presented in the
memos submitted by Borough Treasurer Tracey Vale. Motion carried.
C. Motion by Councilor Mueller, seconded by Councilor Peden, to accept the
recommendation from Chief Stephens to hire Andrew Sherman as an alternate
crossing guard to fill in as needed. Motion carried.
D. Motion by Councilor Henderson, seconded by Councilor Auchter, to accept the
recommendation from Chief Thompson to appoint Adam Harvey, Thiel College
student, as a new volunteer fire fighter. Motion carried.
E. Motion by Councilor Shipley, seconded by Councilor Mueller, to accept the
recommendation from the Street Committee regarding the proposed Change Order

for Summer Paving, specifically adding approximately 700 lineal feet of curb
replacement and one catch basin. Motion carried.
F. Motion by Councilor Shipley, seconded by Councilor Auchter, to instruct the
Borough Manager to negotiate extending the Waste Management existing garbage
contract, which expires March 31, 2010, for one year. Mr. Eggleston stated if
successful the only contract component that may change is pricing and he will
keep council apprised of discussions. Motion carried.
G. Motion by Councilor Shipley, seconded by Councilor Peden, to set a public
meeting to discuss 2010 budget draft for Wednesday, October 28, 2009 at 6:30p in
council chambers. Motion carried.
H. Motion by Councilor Henderson, seconded by Councilor Auchter, to authorize the
borough manager to set a special council meeting to pass the 2010 budget in
November in council chambers. Motion carried.
11. Council Comments
Based on the monthly budget report and the 2010 MMO request, Councilor Mueller cautioned
the Personnel and Finance Committees on hiring a Public Service Director at this time. The
obligations of the pension plan may not be supplemented by state funding in the future.
12. Borough Manager’s Comments
Mr. Eggleston announced the paperwork is near completion and proposed Thursday, October
8 at 5:30p for a public zoning hearing regarding parking lots and the overlay district. Lisa
Holm-Schrader from Greenville Planning Commission will be in attendance for review and
questions. The council was in consensus.

14. Adjournment
Having no other business before council, motion by Councilor Henderson, seconded by
Councilor Shipley, to adjourn at 6:44pm. Motion carried.
