Borough of Greenville Council Minutes 02.09.10 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, February 9, 2010 at 6:30pm 1. Call to Order Council President Shipley called the meeting to order at 6:30pm. 2. Invocation: Pastor Glenn Sadler, St. Pauls Pledge of Allegiance 3. Roll Call: Brian W. Public Comments/Public Participation Becky McFadden, 206 Lynwood Drive, commented on Greenville’s Farm Market, currently held in Central Park. She suggests moving the market to Riverside Park to provide more room for vendors, customers and parking. Rebecca Candela, 33 Taylor Street, advocated a new borough building. The police department needs more room and a dry space to store evidence. The building has crumbling walls upstairs and Mrs. Candela requested council consider a solution. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor Auchter, that the minutes of the January 4, 2010 reorganization and January 12, 2010 regular meeting be approved as written. Motion by Councilor Auchter, seconded by Councilor Urey, to approve the budget report. Motion carried. 7. Bills for Approval Payroll $115,527.29 Administration/Buildings 4,351.07 Taxes 3,924.73 Douglas and Joseph 1,250.00 Police 21,898.82 Fire 15,533.49 Code, Zoning & COG Department 1,998.80 Streets/Public Works 25,329.84 Airport 724.00 Park 6,404.45 Insurance 1,078.00 Sewer System Operating Fund 21,667.06 Total $219,687.55 Motion by Councilor Auchter, seconded by Councilor May, that the bills be paid as presented. Motion carried. 8. Mayor’s items Mayor Candela announced a snow emergency effective immediately through 6:00p.m. Wednesday to allow Public Works personnel complete access to all borough streets. 9. Council reports A. Treasurer’s report for January 2010 B. Police report for January 2010 and year 2009 C. Fire report for January 2010 and year 2009 D. Public Works report for January 2010 E. Code Officer report for December 2009 & January 2010 F. GALSA agenda for February 8, 2010 meeting Motion by Councilor Urey, seconded by Councilor Jones, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees Councilor Jones, representative to the Library, Stray Haven and the Canal Museum reports Stray Haven and Canal Museum board meetings are scheduled on the same evening monthly at the same time. He also gave a brief report on the meetings he attended. Councilor Urey reported the Airport Commission is looking into funding runway obstruction removal and completing some repairs at the airport. 2 Borough of Greenville Council Minutes 02.09.10 11. Unfinished Business A. Motion by Councilor Urey, seconded by Councilor Auchter, to authorize the council president and solicitor to pursue a partnership agreement with the YMCA with said agreement to be submitted to council for approval. Councilor May asked about research feasibility. Council President Shipley replied before the solicitor begins work on an agreement he wanted to be assured of council’s collaboration. Councilor Jones stated he is in favor of the proposal and recommended that because this is a long term solution to providing recreation in Greenville that council take time to review the process. Motion carried. B. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation from the Greenville Sanitary Board to approve Policy# 2009-1 regarding requirements for contractors hired to perform remedial work on private sewer laterals. Motion carried. C. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation from the ACT 47 plan to send a letter of intent to DCED requesting technical assistance to complete a fire study at no cost to the borough. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor May, to appoint Rebecca Candela to the Zoning Hearing Board for a three (3) year term. Motion carried. Council President Shipley welcomed Mrs. Candela to the board. B. Motion by Councilor Urey, seconded by Councilor May, to accept the recommendation from the Airport Commission to appoint Rick Cianci to the board. Motion carried. C. Motion by Councilor Jones, seconded by Councilor Auchter, to accept the recommendation from Councilor Jones to re-appoint Kris Derrick as Farm Market Manager. Motion carried. D. Motion by Councilor Auchter, seconded by Councilor Urey, to modify the FY 2005 Borough of Greenville Community Development Block Grant by transferring $25,000.00 from the Sidewalks line item to the Housing Rehabilitation line item. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Urey, to revise the FY 2006 Borough of Greenville Community Development Block Grant by transferring $12,452.00 from the Sidewalks and Administration line items to the Housing Rehabilitation line item. Motion carried. F. Motion by Councilor Urey, seconded by Councilor May, to send a letter of support for ESG (Emergency Shelter Grant) on behalf of AWARE to offset Williams House operating and repair costs at no cost to the borough. Motion by Councilor Urey, seconded by Councilor Auchter, to authorize a change order on the public works garage project for ventilator fan and authorize the work, with HRG to pay for half of installation. Council President Shipley called on Public Services Director Scott Graubard, who noted the contractor agreed with the contract modification and the cost to the borough should be approximately $1250.00. HRG Engineers admitted their design error and Mr. Graubard said they showed integrity by agreeing to a mutually beneficial solution. Motion carried. H. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation from borough engineers HRG and Public Services Director Scott Graubard to approve payment to Weaver Steel Construction on the new public works garage for $23,511.25. Motion carried. I. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation from Public Services Director Scott Graubard to enter into a three (3) year contract with Penn Power for rental and maintenance of five (5) street lights in the Hurlbert parking lot. Motion carried. J. Motion by Councilor Urey, seconded by Councilor May, to accept the recommendation from the Airport Commission for approval of a change order for $2,423.00 on the new equipment storage building at the airport. Motion carried. 13. Council comments Councilor Jones reported good attendance at the Mercer County Borough’s Association Winter Meeting hosted by Greenville at Carini’s Restaurant. He encouraged council to attend these functions and would like to see council and the mayor in parades. Councilor May concurred. Councilor Auchter noted the recent death of local businessman Wayne McClelland, a veteran of World War II, a Prisoner of War in Germany and also the Korean Conflict. Mr. McClelland served on the local United Way board in the 60’s as well as the Greenville Businessmen’s Association, McDowell National Bank Board and was a past president of Greenville Rotary. Mayor Candela thanked Borough Secretary Nancy Little for her extraordinary effort in securing door prizes for the Borough’s Association Winter Meeting. Council President Shipley announced the Pennsylvania State Association of Boroughs scholarship for Greenville seniors. More information is available from Mrs. Vale. He also commended Mr. Graubard and the streets department to keep the roads passable. 14. Adjournment Having no other business before council, motion by Councilor Urey, seconded by Councilor Auchter, to adjourn the meeting at 7:03pm.
