Borough of Greenville Council Minutes 02.20.10 MINUTES OF A SPECIAL MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Saturday, February 20, 2010 at 10:00 a.m. 1. Call to Order Council President Shipley called the meeting to order at 10:00 a.m. 2. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Thomas D’Alfonso Jr., Councilor Theodore Jones, Councilor Stephen May, Councilor Alfred L. Peden, Councilor Jasson W. Urey, Councilor Peter A. Candela, Mayor Tracey Vale, Treasurer/Interim Borough Secretary Also present: Scott Andrejchak Frank Vanderslice, Tax Collector Anthony D’Alfonso Don Patterson, Code/Zoning Pete Longiotti Nancy Little, Borough Secretary Naomi Martin Dave Rupert ACT 47 Team: Mary Jane Hurt Planning Commission: Donna Rupert Jonathan Bailey Charles Demarest Media: John Hauser Caleb Stright, Record-Argus Keith Martin Patrick Cooley, Herald 3. Public Comments/Public Participation None. 4. New Business A. Greenville Planning Commission Chairperson Jonathan Bailey reviewed amendments to the current sign ordinances governing changeable message signs. On file. There was general discussion on the wording of the proposed changes. Motion by Councilor Urey, seconded by Councilor May, to authorize the solicitor to draft a copy of the amended ordinance after the Planning Commission receives clarification from Pennsylvania Department of Transportation on the distance required from traffic lights and their regulations on changeable message signs. Motion carried. B. Greenville Planning Commission Chairperson Jonathan Bailey outlined their recommendations to increase penalties on sign ordinance violators. Increased fines may assist the code officer with enforcement and the commission asked council to consider reviewing the fee structure to provide more resources. After some discussion, motion by Councilor Urey, seconded by Councilor May, to refer the matter to the Code Committee. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor Peden, to authorize council president to sign a renewal rental lease with John R. & Susan E. McGirr for the house at 185 Hamburg Road fronting the Waste Water Treatment Plant through December 31, 2011. Motion carried. D. Dr. Hirt and Mrs. Rupert offered a power point presentation on the recovery plan update from the ACT 47 team. A handout is on file. An overview of the plan provisions and progress to date, as well as DCED status meetings were reviewed in depth. Tax revenues and collections were also discussed at length. Adjournment to executive session Having no other business before council, motion by Councilor Urey, seconded by Councilor May, to adjourn the meeting at 12:10 p.m. to executive session.
