Borough of Greenville Council Minutes 06.08.10 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, June 8, 2010 at 6:30pm 1. Call to Order Council President Shipley called the meeting to order at 6:30pm. 2. Invocation: Monsignor Andrew Karg, Saint Michael Church Flag Salute 3. Roll Call: Brian W. Public Comments/Public Participation Nancy Yauger, 144 Plum Street and member of the Women’s Action Group (WAG), reported Mr. Andrejchak attended their meeting this morning and they are pleased to announce the completion of the hanging basket project, begun three years ago. Students from Keystone Adolescent Center are watering the baskets. WAG is coordinating with Greenville Rotary Club who received a grant for plantings in Prairie Park, providing a watering system is in place. Streetscape landscaping adds beauty and we want the downtown to shine on Heritage Day. Joellen Chiodo Arenas, YMCA Chief Executive Officer, presented three flyers; a YMCA community needs assessment, YMCA program announcement and GALSA’s summer programming. On file. The community needs assessment will be used to interview council and community leaders individually. The 2010 Motorcycle Ride fundraiser will be held Saturday, July 31st. The rally includes stops at the YMCAs in Franklin, Oil City, Grove City, Shenango Valley and ends at Riverside Park. In addition, YMCA staff will attend Heritage Day to help and also man a booth. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor Peden, that the minutes of the May 11, 2010 regular meeting be approved as written. Motion carried. 6. Budget Report Mr. Andrejchak gave an overview of borough finances. He commented finances are about where they should be and the budgeting process for 2011 will begin in July or August. Code /Zoning report for May 2010 F. Borough Secretary report for May 2010 Motion by Councilor Auchter, seconded by Councilor May, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees Councilor Jones, representative to the Library, attended their May meeting. The Library is hiring two summer helpers and will offer two reading programs, one for children and one for teens. Strayhaven has two new managers and are installing an exercise area. Anthony D’Alfonso reported the Canal Museum is now open on Saturday and Sunday from 1-5, admission is free. Anthony also attended the Horizon Hospital System Authority meeting. Councilor D’Alfonso reported the next meeting of the Greenville Water Authority Board is tomorrow at 5:30p and the public always welcome. The Greenville Railroad Park meeting had 16-18 in attendance and continues to prepare for Heritage Day. Councilor Urey reported the Airport Commission has received a certificate of occupancy for the new snow removal equipment storage building. Electricity will be installed in the building soon. The contract to farm airport property will eliminate the need to brush hog several acres of land. 11. Unfinished Business A. Motion by Councilor Urey, seconded by Councilor Jones, to re-appoint Richard H. Miller to a four year term on Shenango Valley Enterprise Zone expiring June 30, 2014. Motion carried. B. Motion by Councilor Jones, seconded by Councilor Urey, to re-appoint Pamela S. Auchter to a five year term on the Greenville Sanitary Authority Board expiring June 30, 2015. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor Peden, to re-appoint Greg Landfried to a five year term on Horizon Hospital System Authority expiring May 17, 2015. Motion by Councilor Urey, seconded by Councilor Peden, to re-appoint Henry Mueller to a five year term on Horizon Hospital System Authority expiring May 17, 2015. Motion carried. E. Motion by Councilor Jones, seconded by Councilor Urey, for a first and final reading of Ordinance 1492 amending overtime parking fines. Motion carried. F. Motion by Councilor Urey, seconded by Councilor Auchter, to enact Ordinance 1492 amending overtime parking fines. New Business A. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the tax collector’s report of 57 Per Capita additions and 7 exonerations in the amount of $35.00 from the Greenville Tax office. Motion carried. B. Mr. Andrejchak advised council after review of all opinions on replacement of the Canal Museum roof, he recommends awarding the bid. Motion by Councilor Jones, seconded by Councilor Peden, to award the apparent low bid for the Canal Museum roof to White Construction of Greenville, PA for $9,175.00. Motion carried. C. Motion by Councilor Urey, seconded by Councilor May, to grant the request for use of Central Park to Greenville Area Chamber of Commerce for “Concerts in the Park” Thursday evenings in June and July 2010. Motion carried. D. Motion by Councilor Urey, seconded by Councilor Auchter, to approve contract for 25 Taylor Street for CDBG rehabilitation. Motion carried. E. Motion by Councilor Urey, seconded by Councilor Auchter, to approve contract for 19 North Third Street for CDBG rehabilitation. Motion carried. F. Motion by Councilor Urey, seconded by Councilor Auchter, to approve contract for 8 Taylor Street for CDBG rehabilitation. Motion carried. G. Motion by Councilor May, seconded by Councilor Auchter, to instruct the solicitor to amend Ordinance 1359 and advertise new Ordinance 1493 altering Prairie Street to “Frederick R Anderson Street” and Prairie Park to “Rodney K. Wentling Memorial Park”. Motion carried. H. There was discussion on prohibiting temporary signs in Prairie and Garden Parks. Council President Shipley read Section 501.3 of Ordinance 1416, “Signs, sign structures or sign frameworks shall not be permitted on public property...” There was general consensus to begin enforcement on the ordinance, with Councilor Jones dissenting. I. Mr. Patterson reviewed the changes to the sign ordinance as outlined by the Greenville Planning Commission. Mr. Kokoski asked about placing signs along the four corridors to Greenville. Councilor Auchter suggested he meet with Mr. Patterson to discuss options. Motion by Councilor Urey, seconded by Councilor Auchter, to instruct the solicitor to modify Ordinance 1416 and advertise as new Ordinance 1494 on sign amendments. Motion by Councilor Auchter, seconded by Councilor Urey, to accept recommendation from Chief Stephens to accept the resignation of Amanda J. Hauser as parking enforcement attendant. Motion carried. 13. Council Comments Councilor Jones reported positive comments on the idea to transform the former Trinity site into an open market. The pending sale of the former Werner Ladder/Signature Aluminum complex is more good news for Greenville. Council President Shipley announced Paparone, Stillwaggon & McGill will present the 2009 audit at July council meeting. Copies of the audit will be distributed to council before the meeting. Donations toward Debbie Clark’s retirement will be accepted this evening and a farewell gift will be presented on Friday, her last day. 14. Borough Manager Comments A. Mr. Andrejchak reports he has established residency in the borough. B. It was previously announced the south site of the former Trinity plant will be remediated. The borough has received notice of the intent to remediate the north site as well. C. Saturday, June 26th has been selected for Cleanup Day in Greenville. Volunteers are needed to prepare for Heritage Day. D. Water lines for the community gardens are still under negotiation. The Public Services Director is exploring private options on installation. E. Greenville Memorial Swimming Pool is not a dead issue or forgotten about. Financing and community involvement are being explored. F. Mr. Andrejchak concluded by thanking the staff of Greenville. We have world class public safety in our police and fire departments, an excellent public works department and the code officer is doing a great job. The professional staff includes Mrs. Little, who prepares all agendas, a daunting task done very well. 15.
