1. Call to Order Council President Shipley called the meeting to order at 6:30 p.m.

4. Public Comments/Public Participation
Diane Steuart, 130 Plum Street, brought concerns about snow removal on Plum Street, between
First and Second Avenue. She suggested a parking ban between 5:00a and 5:00p. Council

President Shipley referred her to Street Committee chair Councilor Peden, who invited Mrs.
Steuart to discuss the situation immediately following the meeting.
5. Approval of Minutes
Motion by Councilor Longiotti, seconded by Councilor Urey, that the October 11, 2011 minutes
be approved as written. Motion carried.
6. Budget Report
Motion by Councilor Urey, seconded by Councilor Auchter, to approve the budget report.
Motion carried.

Motion by Councilor Longiotti, seconded by Councilor Auchter, that the bills be paid as
presented. Motion carried.
8. Mayor’s items
Council President Shipley presented a plaque and flowers to Police Secretary Linda Barger for
45 years of service.

Motion by Councilor Urey, seconded by Councilor Longiotti, to accept the monthly reports as
presented. Motion carried.

Councilor Jones reported attending both Greenville Area Public Library and Strayhaven
meetings. The Library has started a new bookshelf for children and young adults. Strayhaven
is still over capacity. Councilor Jones is accepting applications for the 2012-2013 Junior
Councilors and announced his contact information. The Farm Market’s final day is Saturday,
November 12th, with a vendor’s meeting/reception Monday in council chambers.
Councilor Longiotti attended the Canal Museum meeting, reporting their board has been
discussing responsibilities. Councilor Longiotti also attended the Chamber of Commerce
meeting and reports the new equipment for cable access channel 9 has been received and should
be installed by the end of the week. The chamber is planning a business expo on February 4th at
Thiel College Dome, and the local radio station is broadcasting sports.
Councilor Auchter reported the Sanitary Authority will meet tomorrow. The Code Committee
met with Greenville Landlords on October 27th. Both groups came away from the meeting with
an understanding of each other’s views. The Code Committee will meet to discuss further at a
later date.
Councilor D’Alfonso attended three meetings.
Councilor Urey reported the Planning Commission has an agenda item.
11. Unfinished Business
A. Motion by Councilor Jones, seconded by Councilor Urey, to advertise proposed
2012 budget and authorize the solicitor to schedule an EIT hearing with the courts.
Motion carried.
B. Motion by Councilor Longiotti, seconded by Councilor Peden, to schedule a Special
Meeting to adopt the proposed 2012 budget on Monday, November 21, 2011 at
6:00p. Motion carried.
C. Motion by Councilor Peden, seconded by Councilor Urey, to accept the Personnel
Committee recommendation to advertise for part time finance clerk position.
Motion carried.
D. Motion by Councilor Peden, seconded by Councilor Longiotti, to accept the
Personnel Committee recommendation to advertise for proposals for payroll
services. Motion carried.
E. Motion by Councilor Peden, seconded by Councilor Urey, to accept the Personnel
Committee recommendation to direct solicitor to prepare an ordinance authorizing
the simultaneous positions of borough manager/secretary/treasurer. Motion carried.
F. Motion by Councilor Longiotti, seconded by Councilor Auchter, to authorize the
sale of the 2008 Dodge Charger, 2007 Crown Victoria and 2001 code office Blazer.
Motion carried.
G. Motion by Councilor Urey, seconded by Councilor Longiotti, to enact Resolution
2011-15 on HOME Grant application. Motion carried.

H. Motion by Councilor Longiotti, seconded by Councilor Peden, to authorize Council
President to sign the Cooperation Agreement between the Borough of Greenville &
Hempfield Township for HOME Grant. Motion carried.
I. Motion by Councilor Urey, seconded by Councilor Auchter, to authorize Council
President to sign Statement of Assurances for HOME Grant. Motion carried.
J. Motion by Councilor Jones, seconded by Councilor Longiotti, to direct the solicitor
to prepare an ordinance dissolving the Greenville Shade Tree Commission. Motion
carried.
K. Motion by Councilor Urey, seconded by Councilor Peden, to accept the
recommendation from the Greenville Planning Commission to advertise for
suggestions to name West Main Hill gardens, deadline December 1st. Motion
carried.
12. New Business
A. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the Tax
Collector’s report of three (3) exonerations to the Per Capita roll in the amount of
$15.00 from the Greenville Tax office. Motion carried.
B. Motion by Councilor Longiotti, seconded by Councilor Peden, to renew Fox’s Pizza
lease for two years at the same rental. Motion carried.
13. Council Comments
Councilor Jones reflected on yesterday’s election, commenting he hopes the voters had the right
reasons for their choices. He told Junior Councilor Corey best wishes on the Greenville
Football playoff games.
Councilor Auchter thanked the voters of Greenville for their support at the election.
Councilor Peden agreed with Councilor Jones on the voter’s choices.
Councilor Urey thanked Mrs. Barger for her years of service to the borough. Councilor Urey
announced he has applied for the open Borough Manager position and has stepped down from
the Personnel Committee until a selection is made.
14. Adjournment
Having no other business before council, motion by Councilor Urey, seconded by Councilor
Longiotti, to adjourn the meeting at 6:47p.m. Motion carried.
