MINUTES OF A SPECIAL MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Wednesday, November 21, 2011 at 6:00 p.m.
1. Call to Order Council President Shipley called the meeting to order at 6:00 p.m.

3. Public Comments
Vince Marini, owner of New England Tavern, 160 Clinton, objected to the proposed
increase on pool table amusement device fee, as included in Resolution 2011-15. Mr.
Marini said he offers the pool table for free a couple of nights a week to generate business.
He suggested applying a fee to small games of chance and ‘rip off tickets’. Council
President Shipley replied the state regulates small games of chance. Councilor Peden
suggested removing the coin slot and offer the pool table free of charge all the time,
eliminating the need to pay the amusement device fee. Mr. Marini said the pool table is
maintained by the company that services it, something he wishes to continue. Councilor
D’Alfonso asked what other amusement device fees changed. Council President Shipley
responded no others, just on pool tables.

Council Consideration
4. Unfinished Business
A. Motion by Councilor Longiotti, seconded by Councilor Urey, to approve the job
description of the part time financial assistant. Council President Shipley reported
the job title was amended from clerk to assistant to lend a more professional
description to the position. Motion carried, with Mr. D’Alfonso voting no.
B. Motion by Councilor Urey, seconded by Councilor Auchter, to advertise Ordinance
1511 to establish Borough Secretary/Treasurer position. Motion carried.
C. Motion by Councilor Jones, seconded by Councilor Longiotti, to enact Resolution
2011-16 to appoint PNC Capital as bond underwriter in connection with proposed
refinancing of the borough’s general obligation bonds. Council President Shipley
said a better savings to the borough may be realized if PNC is given the opportunity
to provide their services. Motion carried.
5. New Business
A. Motion by Councilor Urey, seconded by Councilor Auchter, to adopt proposed
2012 budget. Motion carried.
B. Motion by Councilor Auchter, seconded by Councilor Urey, to advertise Ordinance
1508 establishing the 2012 General Purposes Tax Rate (21.5 mills). Motion
carried.
C. Motion by Councilor Longiotti, seconded by Councilor Urey, to advertise
Ordinance 1509 establishing the 2012 General Tax Rate for Indebtedness (9.6
mills, a reduction of .4). Councilor D’Alfonso asked how much the reduction will
be. Council President Shipley replied about $14,000 for the borough and the
calculation per homeowner depends on the assessed value of their property. He
added the borough is obliged to lower the indebtedness due to the savings realized
by bond negotiations. Council President Shipley called on Mr. Vanderslice, who
said the average amount in savings per homeowner is about $2.56, and may be as
low as $1.00 or as high as $5.00, depending on the assessed value of their property.
Motion carried.
D. Motion by Councilor Urey, seconded by Councilor Peden, to advertise Ordinance
1510 establishing the 2012 Earned Income Tax Rate (same as last year, 1.65% for
residents, 1.42% for non-residents). Council President Shipley noted these rates
have been the same since 2008. Motion carried.
E. A motion to enact Resolution 2011-15 on updating fee schedules was tabled.
Councilor Auchter recommends researching the issue and putting it on the
December council agenda. Council President Shipley said the 2012 budget was not
predicated on passing the resolution.

Council President Shipley announced the search for a new borough manager is progressing
and the Personnel Committee hopes to have a recommendation in the next few weeks.
6. Adjournment
Motion by Councilor Auchter, seconded by Councilor Urey, to adjourn the meeting at
6:16p.m. Motion carried.
