OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, August 14, 2012 at 6:30 p.m.
1. Call to Order Council President Shipley called the meeting to order at 6:30 p.m.

4. Public Comments/Public Participation
Colleen Barwell, 35 Clarksville Street, questioned code expenses, a Clarksville Street property,
sale of old public works garage, borough owned property taxes and a traffic accident on Main
Street.
Gary Gearhart, 64 North Race Street, commented on a traffic accident on Main Street and the
North Race Street Bridge.

Dennis Cascio, Hempfield Township, commented on the Ohl Street Bridge.
5. Approval of Minutes
Motion by Councilor Shaw, seconded by Councilor Peden, that the July 5 & 10, 2012 minutes be
approved as written. Motion carried.
6. Budget Report
Motion by Councilor Peden, seconded by Councilor Jones, to approve the budget report. Mr.
Urey noted the financial reports have been modified, with more information to be better
understood. LST collections are lagging behind from last year, something he and Mr. Hetrick
will be investigating. Numbers budgeted for worker's compensation and unemployment line
items will be corrected in 2013. An audit revealed a shortfall of about $22,000 in worker's
compensation, which is another reason to conduct a recovery review. Mr. Urey called on Mr.
Hetrick, who said there was a $9,000 adjustment to unemployment expense and it was amended
after quarterly reports were completed. On a positive note, the borough received a one-time
refund of $26,000, as insurance claims did not meet projections. Motion carried.

Motion by Councilor Shaw, seconded by Councilor Auchter, that the bills be paid as presented.
Motion carried.

Motion by Councilor Peden, seconded by Councilor Shaw, to accept the monthly reports as
presented. Motion carried.

10. Reports from Council Committees
Councilor Jones reported he is looking for two candidates for junior councilor. Strayhaven is
having fundraisers. The Farm Market is doing well, with another positive comment from a local
resident received today. The Library had no meetings in July or August.
Councilor Shaw reported Greenville Water Authority East Side Project is underway, making good
progress and doing a great job.
Councilor Auchter reported the Code Committee met recently and invited the audience to the
August Sanitary Authority meeting on Thursday.
Councilor Peden reported one agenda item, the bid for the old public works garage.
Council President Shipley reported the proposed sidewalk between the Borough and Hempfield
Township along Hadley Road is still in the works. The decision to move ahead with the project
has been pushed back until the next MPO meeting, with a start date in 2013.
11. Unfinished Business
A. Motion by Councilor Jones, seconded by Councilor Shaw, for a first and final reading
of Ordinance 1516 on vacating a portion of Rose Alley. Motion carried. Mr. Urey
read the ordinance.
B. Motion by Councilor Shaw, seconded by Councilor Jones, to enact Ordinance 1516 on
vacating a portion of Rose Alley. Motion carried.
A. Motion by Councilor Jones, seconded by Councilor Peden, to accept the bid from
Greenville Ice for the old public works garage at 50 Achre Way. The solicitor is
preparing a sales agreement. Motion carried.
12. New Business
A. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the tax
collector's report of zero (0) additions to the Per Capita roll and eight (8) exonerations
in the amount of $40.00 from the Greenville Tax office. Motion carried.
B. A motion to allow primitive camping at Riverside Park during the Greenville Moose
Rider State Rally in September 2013 was made, withdrawn then tabled. Council
requested Mr. Urey complete details of the event including the closure of a portion of
Shenango Street and Hurlbert's parking lot for the Rally.
C. Motion by Councilor Jones, seconded by Councilor Peden, to enact Resolution 2012-
15 to dispose of old duplicate municipal records. Motion carried.
D. Motion by Councilor Jones, seconded by Councilor Peden, to authorize Leahy
Company Inc. to conduct a worker's compensation premium recovery review. Motion
carried.

E. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept
recommendation from RBS Consultants to award Greenville Municipal Airport project
to rehabilitate (replace) tie downs on apron bid of $168,666.00 to H. Wayne Erdice
Construction Inc. Motion carried.
F. Motion by Councilor Auchter, seconded by Councilor Peden, to approve
recommendation from Borough Manager to accept the resignation of parks seasonal
employee Zachary Woodson as of August 7, 2012. Motion carried.
13. Council Comments
Councilor Jones commented he would like to see a financial report on fundraising and restoration
plans for Greenville Memorial Swimming Pool. He also requested hand held microphones for
council chambers. Council President Shipley replied Mr. Urey has been looking into it.
Councilor Peden agreed with Councilor Jones on seeing a financial report from the swimming
pool fundraising committee.
Council President Shipley announced the Special Council Meeting on Monday, August 20, 2012
at Thiel College.
14. Borough Manager Comments
None.
15. Adjournment
Having no other business before council, motion by Councilor Shaw, seconded by Councilor
Peden, to adjourn the meeting at 7:21 p.m. Motion carried.
