OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, July 10, 2012 at 6:30 p.m.
1. Call to Order Council President Shipley called the meeting to order at 6:32 p.m.
Gary Gearhart videotaped the proceedings.

4. Public Comments/Public Participation
Amy Hollowell, 15 Ridgeway Avenue, asked the status of the Public Services/Community
Development Director search.

5. Approval of Minutes
Motion by Councilor Shaw, seconded by Councilor Jones, that the June 12, 2012 minutes be
approved as written. Motion carried.
6. Budget Report
Motion by Councilor Jones, seconded by Councilor Shaw, to approve the budget report. Motion
carried.
7. Bills for Approval

Motion by Councilor Auchter, seconded by Councilor Shaw, that the bills be paid as presented.

Motion by Councilor Peden, seconded by Councilor Auchter, to accept the monthly reports as
presented. Motion carried.
9. Mayor report
Mayor Stephens issued a “Community Improvement Day” proclamation to Fresh Grounds for
their first annual Art Auction, showcasing their building renovations. Saturday, July 14 a
proclamation will be issued for “Michael Marzano Day”. Mayor Stephens thanked Fred Kiser,
Jasson Urey and the on duty Greenville police officers who assisted in taking down vendor booths
and tents after a severe thunderstorm began just before the July 3rd fireworks (the fireworks were
cancelled and rescheduled for July 7th).
10. Reports from Council Committees

Councilor Jones reported he is accepting applications for junior councilor. The Farm Market is
going well and Strayhaven is planning an ice cream social about the same hours as the market.
The Library is planning a book discussion for adults and the Friends of the Library are continuing
their efforts with fundraising projects.
Councilor Shaw reported Greenville Water Authority East Side Project has received funding
approval from PennVest, but waiting for PennDOT final requirement listing. The Water
Authority is hoping to begin the project as soon as possible.
Councilor Auchter invited the audience to the July Sanitary Authority meeting on Thursday and
said the Code Committee meeting will meet in the next two weeks.
Councilor Peden reported one agenda item, bids for the old public works garage.
Councilor A D’Alfonso reported one agenda item, the gifting of the Canal Museum parking lot
and commented the June 14th visit of Model T’s to Greenville went well.
Council President Shipley reported an item of local interest; the sidewalk between the borough
and Hempfield Township along Hadley Road may receive funding through MPO, with
construction in 2013. More information will be provided next month.
11. Unfinished Business
A. Motion by Councilor Shaw, seconded by Councilor A D’Alfonso, to advertise
Ordinance 1516 vacating a portion of Rose Alley. Motion carried.
B. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept 2011 audit by
Stillwaggon & McGill. Motion carried.
C. Motion by Councilor Peden, seconded by Councilor Auchter, to appoint Henry
Mueller to Sanitary Authority Board for a 5 year term. Motion carried 4-1, with
Councilor A D’Alfonso voting no.
D. Motion by Councilor A D’Alfonso, seconded by Councilor Peden, to appoint Amy
Hollowell to Shenango Valley Enterprise Zone for a four year term. Motion carried.
E. Motion by Councilor A D’Alfonso, seconded by Councilor Auchter, to appoint David
Walsh to Code Appeals Board for a five year term. Motion carried.
F. Motion by Councilor Auchter, seconded by Councilor Shaw, for a first and final
reading of Ordinance 1180 on tenant occupancy. Motion carried. Council President
Shipley read the ordinance.
G. Motion by Councilor Peden, seconded by Councilor Shaw, to rescind Ordinance 1180
on tenant occupancy. Motion carried.
H. Motion by Councilor Auchter, seconded by Councilor Peden, for a first and final
reading of Ordinance 1514 on tenant registration. Motion carried. Council President
Shipley read the ordinance.

I. Motion by Councilor Peden, seconded by Councilor Shaw, to enact Ordinance 1514
on tenant registration. Motion carried.
J. Motion by Councilor Shaw, seconded by Councilor A D’Alfonso, for a first and final
reading of Ordinance 1515 prohibiting tobacco use in the vicinity of the new Riverside
Park playground. Motion carried. Council President Shipley read the ordinance.
K. Motion by Councilor Shaw, seconded by Councilor Auchter, to enact Ordinance 1515
prohibiting tobacco use in the vicinity of the new Riverside Park playground. Motion
carried.
L. Motion by Councilor A D’Alfonso, seconded by Councilor Peden, to authorize the
Borough Manager to solicit bids for the old public works garage at 50 Achre Way.
Motion carried.
12. New Business
A. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the Tax
Collector’s report of zero (0) additions to the Per Capita roll and four (4) exonerations
in the amount of $20.00 from the Greenville Tax office. Motion carried.
B. Motion by Councilor Jones, seconded by Councilor A D’Alfonso, to grant request to
close a portion of Canal Street for the 23rd Annual Pinewood Derby on August 19th
from noon until 5:00p. Motion carried.
C. Motion by Councilor Jones, seconded by Councilor Auchter, to grant request to use
Central Park for Strayhaven ice cream social on August 25th from 11:00a until 3:00p.
Motion carried.
D. Motion by Councilor Shaw, seconded by Councilor A D’Alfonso, to give the Borough
Manager authorization to sanction events taking place on borough property. Motion
carried.
E. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the
recommendation from Mayor Stephens to form a committee to celebrate Greenville’s
175th anniversary, consisting of: Al Boland, Rita Clemente, Megan Heathcote, Marie
Julian, Fred Kiser, Niki Knauf, Mike McKinney, Amber Poteet, Lori Sherman, Brian
Shipley, Josh Stephens, Tom Strahler and Jasson Urey. Council President Shipley
commented Mayor Stephens and Megan Heathcote will co-chair the committee.
Motion carried.
F. Motion by Councilor A D’Alfonso, seconded by Councilor Shaw, to grant request to
use Cooper Field for a circus fundraiser for Greenville Memorial Swimming Pool on
August 15, 2012. Motion carried.
G. Motion by Councilor Peden, seconded by Councilor Shaw, to accept donation from the
Greenville Canal Museum board of the newly paved and enlarged parking lot. Motion
carried.

H. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the
recommendation from Chief Thompson to approve Branden J. Williams as volunteer
fire fighter effective July 10, 2012. Motion carried.
I. Motion by Councilor Auchter, seconded by Councilor Peden, to authorize the borough
manager to enter into an agreement for gas leasing rights for borough properties.
Motion carried.
13. Council Comments
Councilor Jones commented he is pleased with Heritage Days success, adding Greenville is
fortunate to have so many volunteers willing to donate their time. All other councilors agreed.
14. Adjournment
Having no other business before council, motion by Councilor Shaw, seconded by Councilor A
D’Alfonso, to adjourn the meeting at 6:48 p.m. Motion carried.
