Public Comments Bob Perotti, 70 Columbia Avenue, commented on rental inspection and licensing ordinance. Fred White, 16 West Drive, commented on rental inspection and licensing ordinance. Colleen Barwell, 35 Clarksville Street, commented on rental inspection and licensing ordinance, liens on neighboring property, commented on public comment portion of meetings should be later on the agenda. Brenda Cigis, 4 North Third Street, commented on rental inspection and licensing ordinance. Dan Reed, 997 Lynn Tyro Road, commented on rental inspection and licensing ordinance. Gary Beatty, 65 Donation Road, commented on rental inspection and licensing ordinance and liked that Council still does Invocation and Pledge of Allegiance. Ron Gerber, Greenville Landlord, commented on rental inspection and licensing ordinance. Nick Kusich, Greenville Landlord, commented on rental inspection and licensing ordinance. Gary Mueller, 701 Vernon Road, commented on rental inspection and licensing ordinance. Joe Scaries, 350 Larimer Rd, commented on rental inspection and licensing ordinance. Gary Gearhart, 64 N Race Street, commented on rental inspection and licensing ordinance, and questioned why nothing can be done about peeling paint on a storefront on main street. Dawna Walsh, 28 East Stewart Ave, commented on pest infestation problem. Dan Moore, Stateline Road, commented on rental inspection and licensing ordinance. Gail Fay, 46 Davis Street, commented on rental inspection and licensing ordinance. Suzette Kinetson, 20 N Main Street, commented on rental inspection and licensing ordinance. Duane Beilstein, 564 Methodist Road, commented on rental inspection and licensing ordinance. Kate Yasger, 193 Clinton Street, expressed her sympathy for the passing of the Council Presidents father. Asked if Councilor D’Alfonso had received his diploma yet. Councilor D’Alfonso answered in the affirmative. Councilor Shaw read a prepared statement about remembrance of 9/11 and flight 93 and gave some history of how the Borough got into ACT 47. Asked each applicant for the open Council seat 3 questions. 5. Approval of Minutes Motion by Councilor Auchter, seconded by Councilor Shaw, that the August 14 and 20, 2012 minutes be approved as written. Motion carried. 2 Borough of Greenville Council Minutes 09.11.12 6. Approval of Budget Report Motion by Councilor Peden, seconded by Councilor Auchter, to approve the monthly budget report. Mr. Urey reported that EIT collections are above projections for year to date. Noted that the EIT projections are high due to Berkheimer being a little more diligent at collections and remittance of collections than the previous collection agency. Mr. Urey also added that the collections fees that Berkheimer is charging are well below that of the previous collection agency. Motion carried. 7. Bills for Approval Payroll $127,240.82 Administration 16,921.78 Police 22,419.61 Fire 11,420.71 Code 2,033.00 Public Works 18,085.54 Airport 2,313.19 Park 3,885.76 Sewer 34,324.51 Total $238,644.92 Motion by Councilor Auchter, seconded by Councilor Jones, that the bills be paid as presented. Motion carried. 8. Approval of department and staff reports A. Financials B. Police C. Fire D. Code E. Secretary Motion by Councilor Peden, seconded by Councilor D’Alfonso, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens reported that the Greenville 175th Anniversary Committee is currently looking for volunteers. The cash mob organized by the GO Team, that visited Amy’s Book store last Saturday, was a big success. 10. Council Committee reports Councilor Jones reported that there was no Greenville Public Library meeting last month. Still looking for Junior Councilors and that the information has been posted on the Borough web site and flyers were sent to area schools. Farm Market is open and doing well and the Strayhaven is doing well with the fundraising events that they have held this summer. 3 Borough of Greenville Council Minutes 09.11.12 Councilor Shaw reported Greenville Water Authority East Side Project is well underway and moving right along. A schedule for the project can be found on the Water Authority web site. Over the Labor Day weekend a property own had reported that they had a sewer back up problem. It was discovered that the East Side Project contractor had drilled into a sewer lateral. The contractor was there, had it repaired, and the mess cleaned up in 12 hours on a holiday weekend. Councilor Auchter reported the Code Committee met and worked on the rental inspection and licensing ordinance, discussed disposition of certain condemned structures, and discussed the sidewalk ordinance. Councilor A D’Alfonso reported that the Canal Museum is closed for the year and the Rail Road Park is only open Saturdays and Sundays from 1-5. 11. Unfinished Business A. Motion by Councilor Shaw, seconded by Councilor Peden, to approve the sales agreement for old public works garage. Motion carried. B. Motion by Councilor Auchter, seconded by Councilor Peden, to accept resignation of Councilor Thomas D'Alfonso Jr. effective August 20, 2012. Councilor Shaw commented on a job well done by Councilor T D’Alfonso. Councilor Auchter wanted to publically thank Councilor T D’Alfonso for his service to the community. Motion carried. 12. New Business A. Motion by Councilor D’Alfonso, seconded by Councilor Auchter, to appoint Megan Heathcote to the open council seat which expires December 31, 2013. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor D’Alfonso, to enact Resolution 2012-17 appointing Megan Heathcote to open council seat. Motion carried. Mayor Stephens administered the oath of office and Councilor Heathcote took seat at Council table. C. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the Tax Collector's report of thirty-four (34) additions to the Per Capita roll and sixty-two (62) exonerations in the amount of $310.00 from the Greenville Tax office. Motion carried. D. Motion by Councilor Peden, seconded by Councilor D’Alfonso, to approve the retirement of Public Works Foreman Richard H. Smith, with over 41 years of service, effective September 5, 2012. Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Peden, to advertise entry level full time position in Public Works. Motion carried. F. Motion by Councilor Peden, seconded by Councilor Auchter, to set Greenville Trick or Treat hours for 4-6 on October 27th following the Halloween Parade. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to accept the recommendation from Borough Engineer to approve bid for ADA sidewalk improvement along Clinton Street between Canal & South Mercer Streets to Joe Lofaro Concrete in the amount of $37,705.00. Motion carried. H. Motion by Councilor Auchter, seconded by Councilor Shaw, to approve 2013 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried. I. Motion by Councilor Auchter, seconded by Councilor Peden, to advertise Greenville Borough Rental Inspection and Licensing Ordinance 1517. A roll call vote was taken with all voting in the affirmative. Motion carried. J. Motion by Councilor Jones, seconded by Councilor D’Alfonso, to set Council Special Meeting on Tuesday, September 25, 2012 at 6:00p at Thiel College Glen Johnson Center for presentation by Greenville Memorial Swimming Pool Committee. Motion carried. 13. Council Comments Councilor Jones wanted everyone to be respectful of each other’s opinions. Councilor Shaw welcomed Councilor Heathcote and reiterated about what he had talked about earlier about getting out of ACT 47. Councilor Auchter thanked Rick Smith for his 41 years of service to the Borough, welcomed Councilor Heathcote, and also commented on wanting to see the Borough get out of ACT 47. Councilor Heathcote looks forward to working with Council and the public. Councilor Peden welcomed Councilor Heathcote and encouraged all present landlords to call him if they wanted an explanation as to why he is in favor of the rental inspection and licensing ordinance. Councilor D’Alfonso welcomed Councilor Heathcote. 14. Council President Comments Council President Shipley welcomed Councilor Heathcote. Asked Council to consider helping with distributing the PILOT letters again this year. 15. Borough Manager Comments Mr. Urey welcomed Councilor Heathcote. He thanked Rick Smith for his years of service to the Borough. Mr. Urey gave an update that the 3C’s group is working with Thiel to possibly have a fall celebration in the park after the Halloween Parade and before Trick or Treat. He also informed Council that he is working with Fred Kiser and the Rails to Trails group to possibly connect Riverside Park with a trail that will run out to the Sport Complex. This would use the existing nature trail to do so. 16. Executive Session 5 Borough of Greenville Council Minutes 09.11.12 Motion by Councilor Jones, seconded by Councilor Peden, to adjourn to an executive session of Council to discuss a personnel matter at 8:38p.m. Motion carried. 17. Reconvene Motion by Councilor Auchter, seconded by Councilor Shaw, to reconvene regular Council meeting at 9:18p.m. Motion carried. 18. New Business A. Motion by Councilor D’Alfonso, seconded by Councilor Auchter, to terminate Secretary Nancy Little employment with the Borough effective immediately. A roll call vote was taken with all voting in the affirmative. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Auchter, to advertise the vacant secretary position. A roll call vote was taken with all voting in the affirmative. Motion carried. 16.
