OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, November 13, 2012 at 6:30 p.m.

4. Public Comments
None.
5. Approval of Minutes
Motion by Councilor Shaw, seconded by Councilor Peden, that the October 9 and 29, 2012
minutes be approved as written. Motion carried.
6. Approval of Budget Report

Motion by Councilor Peden, seconded by Councilor Auchter, to approve the monthly budget
report. Mr. Urey reported that we are where we should be for this time of year and that we are
watching spending. He also stated that he expects Berkheimer collections of the EIT taxes to be a
little more than what Keystone collections were at the end of the year. Motion carried.

Motion by Councilor Shaw, seconded by Councilor Auchter, to pay the bills as presented.
Motion carried.
8. Approval of department and staff reports

Motion by Councilor Jones, seconded by Councilor D’Alfonso, to accept the monthly reports as
presented. Motion carried.
9. Mayor report
Mayor Stephens reported that the Chamber of Commerce approved to switch firework companies
to Zambelli and also to move the fireworks to July 5th. He also reminded everyone that the
Chamber Breakfast is tomorrow, Wednesday, November 14th at the Glenn Johnson Center at 8am.
10. Council Committee reports
Councilor Jones gave a brief history on the Grenville Library and Strayhaven. The Farmer’s
Market closes tomorrow, Wednesday, November 14th. The Junior Councilor information on the
website will be updated.
Councilor Shaw reported Greenville Water Authority East Side Project is will be done along
Main Street within the next few weeks. Next week SET will make connections from Chambers
Avenue to the new water line without digging up the road. There will be new fire hydrants put in

since the old water line will be shut off. The cement to fix the sidewalks that need to be replaced
will be in in two weeks. Chambers and Columbia Avenues will be done first. Everything is
dependent on the weather.
11. Unfinished Business
None.
12. New Business
A. Motion by Councilor D’Alfonso, seconded by Councilor Jones, to appoint Kateri Linn
to the open council seat which expires December 31, 2013. Motion carried.
B. Motion by Councilor Auchter, seconded by Councilor Shaw, to enact Resolution
2012-18 appointing Kateri Linn to open council seat. Motion carried. Mayor Stephens
administered the oath of office and Councilor Linn took seat at Council table.
C. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the Tax
Collector's report of eight (8) exonerations to the Per Capita Tax roll in the amount of
$40.00 from the Greenville Tax Office. Motion carried with Councilor Linn
abstaining.
D. Motion by Councilor Jones, seconded by Councilor Peden, to accept Kate Yagur’s
resignation as the alternate from the Zoning Hearing Board with the term ending
December 31, 2014. Motion carried.
E. Motion by Councilor Auchter, seconded by Councilor Shaw, to reappoint William
Butler to the Code Appeals Board for a 5 year term. Motion carried.
F. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to reappoint Keith
Martin to the Planning Commission for a 4 year term. Motion carried.
G. Motion by Councilor Peden, seconded by Councilor Shaw, to accept the
recommendation from Chief Stephens to hire Sviatlana Stseshyk as back up Crossing
Guard at $7.25/hour effective November 9, 2012. Motion carried.
H. Motion by Councilor Auchter, seconded by Councilor Shaw, to solicit proposals for
Borough Engineer. Motion carried.
I. Motion by Councilor Shaw, seconded by Councilor D’Alfonso, to advertise for part-
time winter maintenance help. Motion carried.
J. Motion by Councilor Shaw, seconded by Councilor Auchter, to advertise Ordinance
1518 establishing the 2013 General Purposes Tax Rate (21.5 mills). Motion carried.

K. Motion by Councilor Peden, seconded by Councilor Shaw, to advertise Ordinance
1519 establishing the 2013 General Tax Rate for Indebtedness (9.6 mills). Motion
carried.
L. Motion by Councilor Auchter, seconded by Councilor D’Alfonso, to advertise
Ordinance 1520 establishing the 2013 Earned Income Tax Rate (Lowering rates to
1.56% for residents, 1.37% for non-residents. Current rates are 1.65% for residents
and1.42% for non-residents). Council President Shipley thanked Mr. Urey, the
Finance Committee, and Mr. Hetrick for their hard work and being able to lower taxes
because of the Earned Income Tax and labor contracts. Motion carried.
M. Motion by Councilor Shaw, seconded by Councilor Auchter, to advertise proposed
2013 budget and authorize the solicitor to schedule an EIT hearing with the courts.
Motion carried.
N. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to set Council Special
Meeting on Wednesday, November 28, 2012 at 6:00pm to adopt the 2013 budget.
Motion carried.
O. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to advertise the open
seat for alternate to the Zoning Hearing Board with the term ending December 31,
2014. Motion carried.
P. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the
recommendation to hire three (3) additional part-time fire fighters pending results from
Civil Service Commission. Motion carried.
13. Council Comments
Councilor Jones welcomed Councilor Linn and hopes that she will be in that seat for a long time.
He also hopes that Linda Zuschlag will be on council someday.
Councilor Shaw welcomed Councilor Linn. He also reminded us that the Water Authority
meetings occur on the second Wednesday each month at 5:30pm.
Councilor Auchter welcomed Councilor Linn. She also reminded us that the Sanitary Authority
meetings occur on the second Thursday each month at 6:00pm.
Councilor Peden welcomed Councilor Linn.
Councilor D’Alfonso welcomed Councilor Linn, adding that having someone from the college
will be a landmark in connecting the college with the community. He also encouraged anyone
from the public to apply for any of the open seats.
Mayor Stephens welcomed Councilor Linn. He was also speaking as a community member and
not the Mayor when saying Council did an amazing job at getting the taxes lowered.

Council President Shipley welcomed Councilor Linn. He said this is an exciting time to be on
Council with the lowering of taxes and making steps to get us out of Act 47. He stated that if
anyone is interested in wanting to switch committees to let him know. Also, we will be sending
out the evaluation form to do the Borough Manager’s evaluation like they have done in years past.
15. Borough Manager Comments
Mr. Urey welcomed Councilor Linn. He also thanked Linda Zuschlag for stepping up again to be
on Council. Mr. Urey thanked his staff in all departments for their hard work.
16. Adjournment
Having no other business before council, motion by Councilor Jones, seconded by Councilor
Shaw, to adjourn the meeting at 6:59p.m. Motion carried.
