Borough of Greenville Council Minutes 12.11.12 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, December 11, 2012 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Rev. Tom Ciccarella, New Beginnings Christian Chuch Flag Salute led by Councilor Alfred L. Peden 3. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Theodore E. Jones, Council President Pro Tempore Anthony D’Alfonso, Councilor Kateri Linn, Councilor Alfred L. Peden, Councilor Donald B. Shaw, Councilor Joshua Stephens, Mayor Jasson W. Urey, Borough Manager James E. Douglas, J. D., Esquire, Douglas, Joseph & Olson, Solicitor Also present: Staff: C. Public Comments None 5. Approval of Minutes Motion by Councilor Shaw, seconded by Councilor Peden, that the November 13 and 28, 2012 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Peden, seconded by Councilor D’Alfonso, to approve the monthly budget report. Mr. Urey pointed out that November was a 3 payroll month and the DCED loan payment 1 Borough of Greenville Council Minutes 12.11.12 was made in November so the November expenditures are higher than what they normally would be. Councilor Shaw asked what the end of year surplus is projected to be. Mr. Urey stated that he is projecting about $20,000 to $30,000 but that it depends on revenue coming in from Berkheimer. He also said that Berkheimer is behind due to Hurricane Sandy. Motion carried. 7. Bills for Approval Payroll $136,675.15 Administration 68,295.50 Police 24,317.35 Fire 7,851.22 Code 2,186.88 Public Works 4,198.61 Park 2,754.61 Sewer 72,345.62 Total $318,624.94 Motion by Councilor Auchter, seconded by Councilor Shaw, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials B. Fire Motion by Councilor D’Alfonso, seconded by Councilor Auchter, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens reported that the Greenville 175th Anniversary Committee will be having a meeting tomorrow, December 12th at the Chamber of Commerce at 7pm. He also said that the airport meeting was canceled this month. 10. Council Committee reports Councilor Jones reported that the library didn’t have a meeting last month and they moved this month’s meeting up and was unable to attend because it was the same night as the council meeting. There is no one interested in serving as Junior Councilor yet. Farmers market ended last month. Councilor Shaw reported Greenville Water Authority East Side Project is roughly 30-35% complete and added that they are starting to make connections to houses, starting with Columbia Avenue. Councilor Peden asked how the Borough is doing with the Time Warner Cable contract and if we are getting the community channel back. Mr. Urey said that it is coming along and that it is common to run over the expiration time. He is hoping to have something for January if not February at the latest. Mr. Urey said that 2 Borough of Greenville Council Minutes 12.11.12 he is hoping to get the community channel back along with some other options, ex: being able to have the high school and Thiel College be able to broadcast on it. Councilor D’Alfonso reported that both museums are in recess during winter months. He also asked if the Borough is seeking proposals from other cable companies. Mr. Urey said that it is not common to have other companies come in. It would be difficult to have another company bid on just the Borough when the surrounding areas all have Time Warner Cable. Mr. Urey also said that once the negotiations are finished he is going to have a representative from Cohen Law Group come and give a presentation on the process and the contract. Council President Shipley added that most cable companies won’t go on another company’s turf. 11. Unfinished Business None 12. New Business A. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the Tax Collector's report of one (1) exoneration to the Per Capita Tax roll in the amount of $5.00 from the Greenville Tax Office. Motion carried. B. Motion by Councilor D’Alfonso, seconded by Councilor Peden, to appoint Amy Hollowell to the Zoning Hearing Board for a 3 year term. Motion carried. C. Motion by Councilor Jones, seconded by Councilor Auchter, to reappoint Alfred Peden to the Civil Service Commission for a 6 year term. Motion carried with Councilor Peden abstaining. D. Motion by Councilor Linn, seconded by Councilor Peden, to accept the recommendation from the Borough Manager Jasson Urey to hire Rick Brest as part- time maintenance help at $11.74/hour effective December 11, 2012. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Jones, to transfer balance of any and all monies in the general fund checking account over $350,000 (Internal Tan) as of the end of December to the capital fund account. Motion carried. F. Motion by Councilor Shaw, seconded by Councilor Linn, to authorize the Borough Council President to sign the Stillwaggon & McGill 2012 audit agreements for Borough and Sanitary Authority. Motion carried. G. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to shut down Shenango Street from Mercer Street to Race Street along with the parking lot across from the Moose Family Center for State Moose Rider Rally from August 16-17, 2013. Motion Carried. H. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the recommendation from the Personnel Committee to adopt the job description for the Director of Public Services and Community Development position. Motion carried. 3 Borough of Greenville Council Minutes 12.11.12 I. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the recommendation from the Personnel Committee to hire Lyle Huffman as the Director of Public Services and Community Development effective January 1, 2013. Motion carried. a. Mr. Huffman said that he welcomes the opportunity and that he looks forward to working with everyone. J. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to set the 2013 Council meeting dates. Motion carried. 13. Council Comments Councilor Jones went to I  Thiel Day and had a great meal for $5. He also added that Councilor Linn won an award for her video submission. Councilor Shaw welcomed Mr. Huffman as the new Director of Public Services and Community Development. He added that he will have his hands full for awhile but that he will make it through. Councilor Auchter welcomed Mr. Huffman as the new Director of Public Services and Community Development. She said that it will be an interesting job change and that he will do a good job. Councilor Linn welcomed Mr. Huffman as the new Director of Public Services and Community Development. Councilor Peden welcomed Mr. Huffman as the new Director of Public Services and Community Development. He added that the street committee is looking at streets to fix and pave next year. Councilor D’Alfonso welcomed Mr. Huffman as the new Director of Public Services and Community Development. He commended the Chamber of Commerce and the Imagine the Possibilities (ITP) Team for the parade and the Christmas trees in Central Park. 14. Mayor’s Comments Mayor Stephens welcomed Mr. Huffman as the new Director of Public Services and Community Development. He added that the Imagine the Possibilities (ITP) Team did a great job with the Christmas trees in the park. 15. Council President Comments Council President Shipley welcomed Mr. Huffman as the new Director of Public Services and Community Development. He wished everyone a Merry Christmas. He also said that Council accomplished a lot this past year and that they should be proud of themselves. 16. Borough Manager Comments 4 Borough of Greenville Council Minutes 12.11.12 Mr. Urey welcomed Mr. Huffman as the new Director of Public Services and Community Development. He also said that we will be doing a close out audit on the former EIT collector (Keystone Collections). 17. . Executive Session Motion by Councilor Shaw, seconded by Councilor Auchter, to adjourn to an executive session of Council to discuss a legal matter at 6:53p.m. Motion carried. 18. Reconvene Motion by Councilor Peden, seconded by Councilor Auchter, to reconvene regular Council meeting at 7:08p.m. Motion carried. 19.
