Chief Stephens presented Officer Hellman with a Medal of Valor.
4. Public Comments

Charlie McErlain, President of Greenville Area Soccer Association, spoke on the agreement that
the Borough has with little league and asked for a copy so GSA can present something similar to
Council.
Vivian LaCamera, spoke on matters concerning her request from last week on raising money for
Sharing and Caring for Persons in Need of Mercer County, Inc.
Jessica Allen, Lancaster Avenue, spoke on matters concerning the road work on Main Street and
how it is affecting her business.
5. Approval of Minutes
Motion by Councilor Jones, seconded by Councilor Shaw, that the May 14, 2013 minutes and the
be approved as written. Motion carried.
6. Approval of Budget Report
Motion by Councilor Auchter, seconded by Councilor D’Alfonso, to approve the monthly budget
report. Mr. Urey pointed out that year to date expenditures are at 39.2% and last year we were at
48%. This is due to refunding our bond; we usually make two bond payments every year. One in
June and one in December. Since we refunded the bond we only have to make one payment at the
end of December. Motion carried.

Motion by Councilor Shaw, seconded by Councilor Auchter, to pay the bills as presented.

Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the monthly reports as
presented. Motion carried.

Mayor Stephens reported that the Greenville 175th Anniversary Summer Concert Series kicked off
the past weekend, with a good turnout, and that it will continue every Saturday. He added that the
next big event will be the fireworks and Heritage Days.
10. Council Committee reports
Councilor Jones reported that the Farmer’s Market is going well. Strayhaven is working on
different fundraisers.
Councilor Shaw reported that the Water Authority is still working on the east side project and that
he has been out of town for a few months so he hasn’t been able to attend any meetings.
Councilor Auchter reported that Sanitary Authority didn’t meet last month and that their next
meeting is Thursday, June 13th at 6pm if anyone would like to attend.
Councilor Linn reported that the Planning Commission will be having a picnic in Greenville for
the first time and the Library meeting is next week.
Councilor D’Alfonso reported that the Canal Museum didn’t meet and the Railroad Museum is in
the process of painting Engine 604.
11. Unfinished Business
A. John Stillwaggon from Stillwaggon & McGill gave a presentation on the 2012 audit.
B. Motion by Councilor Jones, seconded by Councilor Auchter, to accept the 2012 audit
by Stillwaggon & McGill. Motion carried.
12. New Business
A. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the Tax
Collector’s report of one hundred and eight (108) additions to the Per Capita roll and
eight (8) permanent exonerations in the amount of $40.00 from the Greenville tax
office. Councilor Jones asked why the number of additions is so high. Mr.
Vanderslice said that it was like that two years ago. Mr. Urey added that the tenant
registrations help us with this. Motion carried.
B. Motion by Councilor Jones, seconded by Councilor D’Alfonso, to appoint Linda
Zuschlag to the Horizon Hospital System Authority for a five year term. Motion
carried.
C. Motion by Councilor Shaw, seconded by Councilor Auchter, to table the appointment
to the Water Authority Board for a term that expires on December 31, 2016. President
Shipley said that they received a letter of interest from Joe Santell. Councilor Linn
asked if it would be possible to get a resume from each applicant. Councilor Auchter
agreed that it was a good idea. A roll call vote was taken:

Motion carried, 4-2.
D. Motion by Councilor Shaw, seconded by Councilor Auchter, to appoint Todd
Heathcote to the Sanitary Authority Board for a five year term. Motion carried.
E. Motion by Councilor Auchter, seconded by Councilor Shaw, to appoint Jasson Urey to
the Shenango Valley Enterprise Zone Board for a four year term. Motion carried.
F. Motion by Councilor Jones, seconded by Councilor Shaw, to appoint Brian Shipley to
the Shenango Valley Enterprise Zone Board for a three year term. Motion carried 5-0
with President Shipley abstaining.
G. Motion by Councilor Shaw, seconded by Councilor D’Alfonso, to accept the $5,000
bequest from the Baughman Trust for Riverside Park. Motion carried.
H. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the
recommendation from the Airport Commission to advertise and award the low bidder
for the Greenville Airport Runway 15-33 Extension pending PennDot concurrence.
Motion carried.
I. Motion by Councilor Jones, seconded by Councilor Linn, to accept the
recommendation from Chief Stephens to hire Eric Allen as part-time police officer
effective June 11, 2013. Motion carried.
J. Motion by Councilor Jones, seconded by Councilor D’Alfonso, to accept the
recommendation from the Street Committee to accept Buchart Horn’s Road Priority
Program. Mayor Stephens asked what all the Borough was receiving for $10,000.
President Shipley said that the engineer will be evaluating every road/alley, giving
pictures, assessments, cost estimates, and traffic counts which they will use to come up
with a list to present to Council to use as a guide. He added that the cost estimates will
help us when applying for grants. Mr. Urey said that this will be something we can
use from year to year and update as costs of materials change. Councilor Jones asked
about an intern getting involved. President Shipley said the Street Committee weighed
the pros and cons and this was the decision they came up with. He also said that it will
take 45-60 days to receive the reports and that we can hopefully be able to start paving
roads before summer is over. Motion carried.
K. Motion by Councilor Shaw, seconded by Councilor Linn, to accept the resignation of
Mike Wilson from the Public Works Department, effective May 31, 2013. Motion
carried.
L. Motion by Councilor Shaw, seconded by Councilor Jones, to advertise for entry level
full time position in Public Works. Motion carried.
M. Motion by Councilor D’Alfonso, seconded by Councilor Linn, to grant request to
close Main Street from Water Street to College Avenue and allow open containers in a
designated and controlled area for the Fall Festival scheduled for October 26, 2013

from 5:30pm – midnight with final approval of plans to be approved by the Borough
Manager. Motion carried.
N. Motion by Councilor Jones, seconded by Councilor Auchter, to accept the
recommendation from the ACT 47 plan to send a letter of intent to DCED requesting
technical assistance to complete a police study at no cost to the borough. Motion
carried.
O. Motion by Councilor Shaw, seconded by Councilor D’Alfonso, to accept Resolution
2013-11 Sale of bobcat Planer. Motion carried.
13. Council Comments
Councilor Jones encouraged everyone to utilize the farmer’s market. He added that if you are a
senior citizen you can get a $20 voucher if you qualify. Councilor Jones said that everyone
should support Strayhaven fundraisers also.
Councilor Auchter expressed her appreciation to our police and fire department. She said they do
a great job and she thanked them.
Councilor D’Alfonso congratulated Officer Hellman on a job well done.
14. Mayor’s Comments
Mayor Stephens welcomed Eric Allen to the police department stating that he will be an asset.
He also congratulated Officer Hellman and Officer Brown from Pymatuning Township. Mayor
Stephens also thanked Linda Zuschlag and Todd Heathcote for stepping up to fill open board
seats.
15. Council President Comments
President Shipley congratulated Officer Hellman.
16. Borough Manager Comments
Mr. Urey said that he appreciates our police and fire departments and that they do an amazing job.
He added that the department heads are doing a great job as well.
17. Adjournment
Having no other business before council, motion by Councilor Shaw, seconded by Councilor
Auchter, to adjourn the meeting at 7:34. Motion carried.
