Greenville Sanitary Authority 6-13-13 GREENVILLE SANITARY AUTHORITY GREENVILLE, PENNSYLVANIA REGULAR MEETING MINUTES Thursday, June 13, 2013 ~ 6:00p.m. CALL TO ORDER Dr. Mueller called the meeting to order at 6:00p.m. ROLL CALL: Henry M. Mueller, Chairperson Cindy Tonks, Vice Chairperson – absent Roberta Leonard, Secretary – excused Pamela Auchter Donald Shaw OTHERS PRESENT: Jasson W. Urey, Borough Manager Dan Wallace, Solicitor – absent Chad Hanley, KLH Engineers Also present: Media: Megan Heathcote, Borough Administrative Assistant Caleb Stright, Record-Argus Lyle Huffman, Director of Public Services Bill Jamison Todd Heathcote 1. INFORMATIONAL A. Garage Expansion Project – Mr. Huffman said they took the fence out and that they will be back on Tuesday to start construction. B. Sludge Lagoon Clean-Up – Mr. Huffman said they are about halfway done with this project. He added that the sewer department guys have been doing a good job cleaning it out whenever they have free time. C. Slip Lining Project – Mr. Hanley said that they started this project last week and that they didn’t work today due to the rain. He added that the project is about 30% complete. Mr. Huffman said there are 12 of 57 done. Mr. Shaw asked the lengths of the pipes. Mr. Hanley said they are mostly 5’ pipes but that there are a few 10’, 15’, and 20’ pipes. 2. PUBLIC COMMENTS None. 3. ACCEPTANCE OF MINUTES Motion by Ms. Auchter, seconded by Mr. Shaw, to accept the minutes of the March 14, 2013 regular meeting. Motion carried. 4. FINANCIAL REPORTS Page 1 of 3 Greenville Sanitary Authority 6-13-13 Motion by Mr. Shaw, seconded by Ms. Auchter, to accept the operating and cash balance reports for March, April, and May. Mr. Shaw said the SS Capital fund seems to have no depletion. Mr. Hanley said that the smoke testing was done and that money should’ve came out to pay for that project. Mr. Urey said he signed the check for the smoke testing and that we haven’t received a bill yet for the slip lining project. Mr. Hanley said that there would be bills coming in for the flow meter and heat exchanger. Mr. Shaw said that he is not seeing a lot of activity. Mr. Urey pointed out that everything is being paid under the capital outlay line item in sewer budget report. Mr. Hanley said that payment for the following projects will be coming up soon; garage expansion - $240,000, slip lining project - $67,000, and the manhole project set for this year. Dr. Mueller asked if we received the results yet for the smoke testing project. Mr. Hanley said that he received the report and that he will get it sent out within the next week or so. Mr. Huffman said that he is compiling a report of the smoke test results. He added that there were quite a few people who had smoke coming out of downspouts. Mr. Huffman said that he is working on a letter to send out to homeowners whose houses were at fault during the smoke testing. Motion carried. 5. ENGINEER’S REPORT Motion by Mr. Shaw, seconded by Ms. Auchter, to accept the April, May, and June’s Engineer’s reports. Mr. Hanley said that the Act 537 Plan is coming along good and that it will be finished in about 2 months. Motion carried. 6. WASTE WATER TREATMENT PLANT REPORT Motion by Ms. Auchter, seconded by Mr. Shaw, to accept the April, May, and June waste water treatment plant reports. • Mr. Huffman said that the heat exchanger is running but the digester is still sour. He also commented that the heat exchanger is now switching from gas to fuel oil automatically. Mr. Hanley said that an electrician is going to come out and take a look at it to see if he can figure out what’s wrong. • Mr. Shaw asked about the enzyme blocks at Brownies. Mr. Urey said that St. Paul’s flows to Brownies. Mr. Huffman said that he talked to Brian Oros at St. Paul’s and that they are putting in their budget next year for grease traps. • Mr. Shaw asked why we are responded to water authority calls. Mr. Huffman said SET hit a line so they had to come out and mark the sewer lines for the PA One call. • Mr. Shaw asked if we where billing SET for any of the water project calls that we receive. Mr. Huffman said that Bill Jamison sends him the bill and he sends it to the company along with calling Bill Brady at the Water Authority and letting him know that we sent it. • Motion carried. 7. UNFINISHED BUSINESS None. 8. NEW BUSINESS None. 9. AUTHORITY MEMBER’S COMMENTS Page 2 of 3 Greenville Sanitary Authority 6-13-13 Mr. Shaw assured the board that after the east side water project is completed that the water authority will be responsible for any damages caused by the project after the maintenance bond period has expired. 10. DIRECTOR OF PUBLIC SERVICES COMMENTS Mr. Huffman had no comments. 11. BOROUGH MANAGER COMMENTS Mr. Urey had no comments. 12. SOLICITOR’S COMMENTS Mr. Wallace had no comments. 13. NEXT MEETING The next meeting of Greenville Sanitary Authority is Thursday, July 11, 2013 at 6:00p in Council Chambers. 14.
