Borough of Greenville Council Minutes 09-10-13 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, September 10, 2013 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Pastor William Kirker, St. Paul Homes Flag Salute led by Councilor Donald Shaw 3. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Theodore E. Jones, Council President Pro Tempore Anthony D’Alfonso, Councilor Kateri Linn, Councilor Alfred L. Peden, Councilor Donald B. Shaw, Councilor Joshua Stephens, Mayor Jasson W. Urey, Borough Manager James E. Douglas, J. Public Comments None. 5. Approval of Minutes 1 Borough of Greenville Council Minutes 09-10-13 Motion by Councilor Shaw, seconded by Councilor Jones, that the August 13, 2013 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Shaw, to approve the monthly budget report. Mr. Urey said that we are right on track for this time of year and that we are watching expenditures. Motion carried. 7. Bills for Approval Payroll $127,913.49 Administration 11,744.18 Police 30,972.27 Fire 10,903.49 Code 4,712.85 Public Works 13,700.37 Airport 3,886.37 Parks 2,790.70 Sewer 109,671.81 Total $316,295.53 Motion by Councilor Auchter, seconded by Councilor Shaw, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Code – August B. Financials – August C. Police – July D. Fire – August Motion by Councilor Linn, seconded by Councilor Auchter, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens reported that Greenville’s 175th Anniversary is wrapping up next month with the formal Gala at Thiel on October 19th and Oktoberfest on October 26th. 10. Council Committee reports Councilor Jones reported that the farm market is going well. He also reported that Strayhaven made a Facebook page to help with adopting animals. Councilor Shaw reported that the East Side Water project has all the pipes in the ground and connections have been made to houses. He added that they will be working on pouring sidewalks, fixing the streets, and doing landscaping for the next few weeks. Councilor Linn reported that the library adopted new mission and vision statements. 2 Borough of Greenville Council Minutes 09-10-13 11. Unfinished Business A. None. 12. New Business A. Motion by Councilor Jones, seconded by Councilor Linn, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and sixty eight (68) permanent exonerations in the amount of $340.00 from the Greenville tax office. Motion carried. B. Motion by Councilor Jones, seconded by Councilor Linn, to allow primitive camping in Riverside Park on September 13th for Pedal Paddle the Lakes. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor Shaw, to advertise Ordinance 1523 on Recycling. Motion carried. D. Motion by Councilor Linn, seconded by Councilor Peden, to authorize Borough Manager to submit an application for the ACT 101 Recycling Performance Grant program. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Shaw, to approve 2014 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried. F. Motion by Councilor Shaw, seconded by Councilor Auchter, to enact Resolution 2013-13 Sale of 1985 Hahn Pumper Truck. Motion carried. G. Motion by Councilor Jones, seconded by Councilor Linn, to hold a Special Meeting to be held at Thiel College Glen Johnson Center on Tuesday, October 1st at 6:00pm to discuss status of progress made toward recovery from distress status under the ACT 47 plan. Motion carried. H. Motion by Councilor Shaw, seconded by Councilor Peden, to authorize Borough Manager to proceed with the paving project at Hamburg Road. Motion carried. I. Motion by Councilor Jones, seconded by Councilor D’Alfonso, to set Greenville Trick or Treat house for 1pm – 3pm on October 26th with the Halloween Parade starting at 4pm. Motion carried. 13. Council Comments Councilor Jones welcomed Katrynna Amos and he hopes that she will have a good experience. Councilor Shaw welcomed Katrynna Amos. Councilor Auchter welcomed Katrynna Amos and that if she has any questions not to be afraid to ask. Councilor Linn welcomed Katrynna Amos and that she is looking forward to hearing Ms. Amos’ thoughts and ideas. Councilor Peden welcomed Katrynna Amos. 3 Borough of Greenville Council Minutes 09-10-13 Councilor D’Alfonso welcomed Katrynna Amos. 14. Mayor’s Comments Mayor Stephens welcomed Katrynna Amos and told her not to hold back and to speak up. 15. Junior Councilors Comments Junior Councilor Amos thanked Council for the opportunity and letting her have this experience. *Councilor Jones asked to have the Junior Councilors pictures put up on the website. 16. Council President Comments President Shipley said that he has formed an ad hoc committee to look into the Recreation in Greenville. The committee will report back at the end of this year. The committee includes: Councilor Auchter, Councilor Linn, Mayor Stephens, and President Shipley. 17. Borough Manager Comments Mr. Urey had no comments. 18. Adjournment Having no other business before council, motion by Councilor Auchter, seconded by Councilor Peden, to adjourn the meeting at 6:44pm. Motion carried. Respectfully submitted, Jasson W.
