Public Comments Resident – None. Non-Resident – None. 5. Approval of Minutes 1 Borough of Greenville Council Minutes 3-11-14 Motion by Councilor Zuschlag, seconded by Councilor Shaw, that the February 11, 2014 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Peden, to approve the monthly budget report. Mr. Urey stated that our year to date deficit is $747.48 and that last years was $22,451.82. He says that it is because of the collection efforts of Burkheimer Collections for the wage taxes. Mr. Urey stated that Burkheimer is still collecting earned income tax from last quarter of 2013 and that we haven’t had collections on the lowered EIT rates yet. He said that he is very pleased with where we are. President Shipley added that we normally operate on our internal TAN until real estate taxes start coming in in April. Motion carried. 7. Bills for Approval Payroll $148,897.22 Administration 24,635.68 Police 25,837.75 Fire 19,515.74 Code 3,244.89 Public Works 28,545.41 Airport 2,403.82 Parks 3,609.33 Sewer 58,284.01 Total $314,973.85 Motion by Councilor Shaw, seconded by Councilor Hollowell, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – February B. Code – February C. Fire – February D. Police – February Department Head Comments Code/Street Departments: Lyle Huffman • Still working on 2013 rental inspections and some of which are going to court for not making application. • Street department has been out the last 2 days patching pot holes since it has been nice. Police/Fire Departments: Jeff Crede • Last Friday we were presented with new AD’s from UPMC and they have been placed in the trunks of the patrol cars. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the monthly reports as presented. Motion carried. 2 Borough of Greenville Council Minutes 3-11-14 9. Mayor report Mayor Stephens said he took last month off for surgery but added that the Library’s biggest fundraiser is a wine tasting event and tickets can be purchased at the Library. 10. Council Committee reports Councilor Hollowell said Strayhaven is looking for a Facility Manager and that they will be accepting applications until March 15th. She added that Junior Councilor Katrynna Amos and herself met with Mr. Huffman in regards to the playground. Councilor Auchter said that she attended the Mercer County Regional Planning Commission (MCRPC) meeting and that they are working on everything that we have already discussed; CDBG grants and the FEMA flood plain ordinance. Councilor Zuschlag said that the Mercer County Council of Governments (MCCOG) has an ariel bucket truck for rent and is $200/day if we ever need to use one. She said they talked about liquid fuels allocations being up, shuttle, rec services, and the financial report. Councilor Peden said that this coming Saturday the Civil Service Commission will be testing 6 candidates for firefighters. Councilor Bailey said the Planning Commission is working on the FEMA flood plain ordinance as well. The ordinance should be present to council at our April meeting. Junior Councilor Amos said that she met with Mr. Huffman on playground maintenance. 11. Unfinished Business A. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the recommendation from Borough Manager to renew agreement with PCI for 3rd party UCC inspections with the contact ending date of March 31, 2017. Motion carried. B. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to accept the bid from Team Office Technologies for copier leasing services. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and forty (40) permanent exonerations in the amount of $200.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Hollowell, to enact Resolution 2014-08 Disposal of three (3) Dodge Charger Police Cruisers. Motion carried. C. Motion by Councilor Hollowell, seconded by Councilor Shaw, to appoint Paul Hamill to the Zoning Hearing Board with the term ending December 31, 2014. Motion by Councilor Peden, seconded by Councilor Hollowell, to accept the recommendation from Public Safety Director to hire Brian Fulkman as part-time police officer effective March 11, 2014. Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Peden, to accept the recommendation from Public Safety Director to hire Joseph Gross as part-time police officer effective March 11, 2014. Motion carried. F. Motion by Councilor Peden, seconded by Councilor Hollowell, to accept the recommendation from Public Safety Director to hire Michael Murphy as part-time police officer effective March 11, 2014. Motion carried. G. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to execute a land use lease with Winding Brook Farm for property at the airport for agricultural purposes. Motion carried. H. Motion by Councilor Peden, seconded by Councilor Hollowell, to enter into discussions with Little League Board to update agreement. Motion carried. I. Motion by Councilor Shaw, seconded by Councilor Peden, to advertise Ordinance 1533 on Sewer Lateral Inspections. Motion carried. J. Motion by Councilor Peden, seconded by Councilor Auchter, to retain Bill Gable to update Police and Fire Civil Service Rules and Regulations. Motion carried. 13. Council President Comments President Shipley said that he assigned all of the committees. Borough Manager Comments • The current Borough website has not been updated yet this year. He said that we are working with Reeves trying to implement our new website which will hopefully be up and running by April. • The Borough was awarded the municipal intern grant and that he will be in Pittsburgh for the intern job fair on Friday March 21st. The scope of the project will be updating property tax collection, ideas for dealing with delinquent properties, and working with the County to make our system better. • The residents received a letter from Waste Management in regards to recycling. DEP recommended that we put out education on recycling every 6 months. Councilor Hollowell asked when they put the letter out. Mr. Urey said that it was the end of last week but that it might be staggered. Councilor Auchter said that the letter was very informative and clear to read. 18. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Shaw, to adjourn to executive session to discuss a personnel matter at 6:50pm. Motion carried. 19. Adjournment from Executive Session Motion by Councilor Hollowell, seconded by Councilor Auchter, to adjourn from executive session at 7:42pm. Motion carried. 20.
