Public Comments Resident – 1 Borough of Greenville Council Minutes 08-12-14 None. Non-Resident – Lyn Weidner, Sugar Grove Township – Update on PennDot’s study at Penn Avenue and Main Street. Dave Shilling, Otter Creek Township – Spoke on behalf of Life Force Ambulance. Chris Loutzenhiser, Greenville – Spoke on behalf of Life Force Ambulance. 5. Approval of Minutes Motion by Councilor Shaw, seconded by Councilor Peden, that the July 08, 2014 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Auchter, to approve the monthly budget report. Mr. Urey stated that compared to last year we are on the right track. He added that last year we had the $150,000 airport grant that was in and out of our account. Motion carried. 7. Bills for Approval Payroll $155,979.33 Administration 15,884.76 Police 19,175.71 Fire 10,752.84 Code 3,439.61 Public Works 14,392.85 Airport 3,955.85 Parks 3,529.75 Sewer 56,690.53 Total $283,801.23 Motion by Councilor Peden, seconded by Councilor Shaw, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – July B. Code – July C. Fire – July D. Police – June Department Head Comments Code/Street Departments: Lyle Huffman  None. Police/Fire Departments: Jeff Crede 2 Borough of Greenville Council Minutes 08-12-14  None. Motion by Councilor Hollowell, seconded by Councilor Auchter, to accept the monthly reports as presented. Councilor Shaw asked why the police department is a month behind. Mr. Crede said that Linda was on vacation and that there was a delay in getting the information from 911. Motion carried. 9. Mayor report Mayor Stephens said that the Canal Museum completed the interior electrical work and that their hours are Saturday and Sunday from 1pm – 5pm. He also thanked T & J Electric for their hard work. Mayor Stephens said the library and Family Video have paired up for a book drive; newer books they receive will go into the library and older ones will be used for their book sale. He thanked Councilor Hollowell and Councilor Zuschlag for helping with National Night Out. 10. Council Committee reports Councilor Hollowell said that she is looking for one more Junior Councilor from the Greenville School District in grades 9-12. She said that Strayhaven is having their ice cream social this Saturday in Central Park. Councilor Hollowell said that the railroad park attendance was down compared to other years for Heritage Day. She added that the gift shop is doing extremely well this year. Councilor Shaw said that the Water Authority is looking for a new superintendent because of the passing of Bill Brady. Councilor Zuschlag said that the Farmer’s Market is in need of more vendors. Councilor Bailey said that the Planning Commission is working on updating the zoning ordinances and that they will bring their recommendations back to Council in September. He also said that the Chamber held a meeting with Jasson Urey and Council President Shipley with business owners in town. Councilor Bailey said that they talked about the discussion and recommendations at the Chamber meeting this morning. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to hire Brent Zane as a Part-Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Hollowell, to hire Michael Murphy as a Part-Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. C. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to accept the Elite EMS proposal to use Fire Station as a dispatch point for their ambulance service. Council deliberated on the issue. Motion did not pass. Motion by Councilor Hollowell, seconded by Councilor Auchter, to table the issue to a later date. President Shipley said that he will appoint a special committee to dig into the issues before coming back to Council. Motion carried. 3 Borough of Greenville Council Minutes 08-12-14 D. Motion by Councilor Auchter, seconded by Councilor Hollowell, to add Elite EMS to the current 911 dispatch list for ambulance service provider for the Borough of Greenville. Council deliberated on the issue. John Libonati from McGonagle Ambulance Service said that Life Force gets paged and if they are busy McGonagle stands by and moves an ambulance closer to the area. A roll call vote was taken: Councilor Hollowell: Yes Councilor Shaw: No Councilor Auchter: Yes Councilor Zuschlag: No Councilor Peden: No Councilor Bailey: No Council President Shipley: No Motion did not pass by a vote of 2 to 5. E. Motion by Councilor Shaw, seconded by Councilor Hollowell, to extend the YMCA agreement through August 31, 2014. Motion carried. 12. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and thirteen (13) permanent exonerations in the amount of $65.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Hollowell, seconded by Councilor Shaw, to request the Civil Service Commission to create an eligibility list for promotion of Part-Time Police Officer to Full-Time Police Officer. Motion carried. C. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, for a first and final reading of Ordinance 1538 for Code Codification. Motion carried. Mr. Urey read the ordinance aloud. D. Motion by Councilor Shaw, seconded by Councilor Hollowell, to enact Ordinance 1538 for Code Codification. Mr. Urey said that the new codified ordinances are accessible via the Borough web site and are now word searchable. This will make it a more usable document. He added that it will make it easier to make updates every year as well. Motion carried. E. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to forgive the Playground Committee of the $20,000 that was loaned to the project. Motion carried. F. Motion by Councilor Hollowell, seconded by Councilor Shaw, to renew the lease agreement with Norfolk Southern Corporation for the property that currently hosts the Railroad Park Museum. Motion by Councilor Shaw, seconded by Councilor Hollowell, to request a proposal from the Borough Engineer for a long-term option for storm water infrastructure repairs. Motion carried. H. Motion by Councilor Zuschlag, seconded by Councilor Bailey, to accept the 2014 budget preparation calendar. Motion carried. I. Motion by Councilor Bailey, seconded by Councilor Hollowell, to grant request to close Main Street from Water Street to College Avenue for the Fall Festival scheduled for September 13, 2014 from 8:00am – 6:00pm with final approval of plans to be approved by the Borough Manager. Council deliberated on the issue. Motion did not pass. Motion by Councilor Bailey, seconded by Councilor Hollowell, to grant request to close Main Street from Water Street to College Avenue for the Fall Festival scheduled for October 18, 2014 from 8:00am – 6:00pm with final approval of plans to be approved by the Borough Manager. A roll call vote was taken: Councilor Hollowell: Yes Councilor Shaw: Yes Councilor Auchter: Yes Councilor Zuschlag: Yes Councilor Peden: Yes Councilor Bailey: Yes Council President Shipley: Yes Motion carried by a vote of 7 to 0. J. Motion by Councilor Bailey, seconded by Councilor Auchter, to allow open containers in a designated and controlled area for the Fall Festival scheduled for October 18, 2014 from 8:00am – 6:00pm with final approval of plans to be approved by the Borough Manager. Council deliberated on the issue. A roll call vote was taken: Councilor Hollowell: No Councilor Shaw: No Councilor Auchter: Yes Councilor Zuschlag: No Councilor Peden: No Councilor Bailey: Yes Council President Shipley: No Motion did not pass by a vote of 2 to 5. K. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to appoint Katrynna Amos to the Junior Councilor Program with term to run from September 2014 to May 2015. Motion carried. 13. Council Comments Councilor Hollowell thanked Thiel College for bringing the event into our town and that she hopes to have more details and a better plan for next time. She also thanked Katrynna Amos for her willingness to serve again. 5 Borough of Greenville Council Minutes 08-12-14 Councilor Shaw said that Katrynna Amos did a fine job last year. Councilor Auchter welcomed Katrynna Amos back. She also said that having Elite here would help with Borough finances along with eliminating a lot of calls that the fire department currently runs which cause wear and tear on vehicles and all of that adds up. Councilor Aucther said that we need to take that into consideration; adding that we need to look at everything and not have tunnel vision. Councilor Zuschlag said that she is happy that Katyrnna Amos wants to come back and do it again and that she hopes she will feel more comfortable speaking. Councilor Peden welcomed Katrynna Amos back. He also said that Council did what they should’ve tonight. Councilor Bailey welcomed Katrynna Amos back. 14. Mayor’s Comments Mayor Stephens welcomed Katrynna Amos back and agreed with Councilor Auchter. 15. Council President Comments Council President Shipley welcomed Katrynna Amos back. He also said that Mr. McKinney needed to work on communication to build better things in the future. Council President Shipley said that the ambulance service is a complex issue and that he commended Council on tabling the issue to find out how everyone will be affected. 16. Borough Manager Comments Mr. Urey had no comments. 17.
