Borough of Greenville Council Minutes 09-09-14 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, September 09, 2014 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Pastor Phil Beck, Central Community Church Flag Salute led by Councilor Linda Zuschlag 3. Roll Call: Brian W. Public Comments Resident – Kathryn Shaffer, N. Third Street Ext. – Spoke on Waste Management. Non-Resident – 1 Borough of Greenville Council Minutes 09-09-14 None. 5. Approval of Minutes Motion by Councilor Auchter, seconded by Councilor Bailey, that the August 12, 2014 and the August 19, 2014 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Bailey, to approve the monthly budget report. Mr. Urey stated that August ran a bigger deficit than normal due to it being a 3 pay month. Motion carried. 7. Bills for Approval Payroll $133,223.26 Administration 36,201.23 Police 17,574.92 Fire 10,547.92 Code 4,719.39 Public Works 30,971.78 Airport 2,506.83 Parks 3,289.29 Sewer 62,934.69 Total $301,414.53 Motion by Councilor Peden, seconded by Councilor Zuschlag, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – August B. Code – August C. Fire – August D. Police – July E. Police – August Department Head Comments Code/Street Departments: Lyle Huffman  None. Police/Fire Departments: Jeff Crede  None. Motion by Councilor Hollowell, seconded by Councilor Bailey, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens had nothing to report. 2 Borough of Greenville Council Minutes 09-09-14 10. Council Committee reports Councilor Hollowell said that she is still looking for one more Junior Councilor from the Greenville School District in grades 9-12. Councilor Auchter said that the Sanitary Authority meeting is on Thursday at 6pm in Council Chambers. She added that the Mercer County Planning Commission meets later this month. Councilor Zuschlag said that the Council of Governments meets in a few weeks. She also said that the Water Authority meeting is tomorrow night and that they have received applications for a new director. Councilor Peden said that they are still working on Bracken Alley. Councilor Bailey said that the Planning Commission didn’t meet last month and that they meet next month. He added that they will be bringing their recommendations back to Council in October. Councilor Bailey said that the Chamber of Commerce has some events coming up including the Pedal of the Lakes on Saturday, Halloween Parade on November 1st at 7pm, and the Business Expo on January 31st. 11. Unfinished Business A. Motion by Councilor Zuschlag, seconded by Councilor Peden, to enact Resolution 2014-17 on Storm Water Utility Study. President Shipley said that Council needed to pass a resolution so that we can get state funding for the study. Mr. Urey said that we are amending the current DCED contract, for our computer upgrades, to add the storm water study. Motion carried. B. Motion by Councilor Hollowell, seconded by Councilor Auchter, to hire Michael Weschler as a Part-Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor Hollowell, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and sixty two (62) permanent exonerations in the amount of $310.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Peden, seconded by Councilor Bailey, to approve 2015 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried. C. Motion by Councilor Hollowell, seconded by Councilor Bailey, to accept the resignation of Part-Time Police Officer Brent Zane from the Greenville/West Salem Police Department effective September 02, 2014. Motion carried. D. Motion by Councilor Hollowell, seconded by Councilor Peden, to lease Packard Baseball Field and the 3 Little League Fields situated at 41 Alan Avenue to the Greenville Little League Association for a 5 year term commencing on January 01, 2015 and ending December 31, 2019. Motion carried. 3 Borough of Greenville Council Minutes 09-09-14 E. Motion by Councilor Hollowell, seconded by Councilor Bailey, to authorize Borough Manager to submit the Keystone Recreation, Park and Conservation Fund Grant application for renovations to the Greenville Area Public Library. Mr. John Hauser said that the application needed to be done through the governing body and that the Borough does not need to pay any money towards the project. He added that the application is due by October 06, 2014. Mr. Hauser said that the renovation will be $1.2 million and that the grant will match up to $500,000. Motion carried. 13. Council Comments Councilor Hollowell thanked Officer Zane for his service and that she is sad to see him go. Councilor Auchter welcomed Katrynna Amos back. Councilor Zuschlag welcomed Katyrnna Amos back and that it is a good opportunity for young people. Councilor Peden welcomed Katrynna Amos back. He also said that he regrets losing people on our police force. Councilor Bailey welcomed Katrynna Amos back. 14. Mayor’s Comments Mayor Stephens welcomed Katrynna Amos back. He also welcomed Elite Ambulance Service since they are officially in the Borough now. 15. Council President Comments Council President Shipley welcomed Katrynna Amos back. He also said that he appreciates the hard work that people at the library did on raising money for their renovations. Council President Shipley said that we heard back from Brian Smith at PennDOT in regards to the intersection of Main Street and Penn Avenue. The letter stated that a review of the crash history indicated that there have been 2 crashed within the last 5 year period including the fatal accident on March 20, 2014 and that the other one was on February 22, 2011 and was related to ice patches on the road. Mr. Smith also said that the intersection had painted pedestrian crosswalks across all four legs of the intersection and that the Borough also placed “Yield to Pedestrian” warning devices at the crosswalks on Main Street. In conclusion, Mr. Smith that there were no issues found during their review to bring to the Borough’s attention. 16. Borough Manager Comments Mr. Urey had no comments. 17. Adjournment to Executive Session Motion by Councilor Auchter, seconded by Councilor Hollowell, to adjourn to executive session to discuss a personnel matter and a potential litigation matter at 6:57pm. Motion carried. 18. Adjournment from Executive Session 4 Borough of Greenville Council Minutes 09-09-14 Motion by Councilor Hollowell, seconded by Councilor Auchter, to adjourn from executive session at 7:20pm. Motion carried. 19. Adjournment Having no other business before council, motion by Councilor Zuschlag, seconded by Councilor Hollowell, to adjourn the meeting at 7:21pm. Motion carried.
