Public Comments Resident – Ms. Kristy Fox spoke regarding the upcoming Jingle & Mingle Open House on Saturday, December 12th and events planned after. 1 Borough of Greenville Council Minutes 12-08-15 Ms. Karris Detullio spoke questioning the safety around the building at 150 Main Street and events leading up to the re-opening of Main Street. Responses where provided by President Shipley and the Borough Solicitor, James Douglas. Ms. Luanne McCarthy spoke questioning the safety of the building at 150 Main Street. Mr. Health DiSalvo spoke regarding the safety of the building at 150 Main Street. Mr. Mike Kelly spoke regarding the safety of the building at 150 Main Street. Non-Resident – None 5. Approval of Minutes Motion by Councilor Shaw, seconded by Councilor Hollowell that the November 10, 2015 regular session minutes and the November 23, 2015 special session minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Auchter, to approve the monthly budget report. Motion carried. 7. Bills for Approval Payroll $144,039.41 Administration 46,572.34 Police 9,292.03 Fire 9,827.85 Code 3,758.60 Public Works 15,537.86 Airport 514.72 Parks 17,481.87 Sewer 38,282.99 Total $285,307.67 Motion by Councilor Hollowell, seconded by Councilor Shaw, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – November B. Code – November C. Fire – November D. Police – October Motion by Councilor Bailey, seconded by Councilor Auchter, to accept the monthly reports as presented. Public Services Director Huffman reported that Bracken Alley is completed for the most part. It is done and paved, just a few minor things to finish. Public Safety Director Mazzanti reported that the new squad truck for the Fire Department is in service and that the Police Department is busy with lots of stuff going on. Mayor report Mayor Stephens reported that the Canal Museum is closed for the season and that the construction is ongoing at the Library. The Polar Express party and the Cookie Walk were very successful. Heritage Days fundraiser was successful and made a Proclamation that Saturday, December 12, 2015 will be known as Mingle & Jingle Day. 10. Council Committee reports Councilor Shaw reported that Water Authority has postponed the river crossing project until next spring. Councilor Zuschlag reported that COG will be meeting next week and that she was not in attendance for last month’s session. Councilor Bailey reported the Chamber of Commerce has hired their new Office Manager. Planning Commission met and recommended placing Young Lungs at Play signs at the playground and all the baseball and soccer fields. The signs will come from the Mercer County Behavioral Health Systems. Borough Manager Urey provided the previously adopted Ordinance information as it relates to the program and placement of the signage. 11. Unfinished Business A. Motion by Councilor Auchter, seconded by Councilor Hollowell for the first and final reading of Ordinance 1550, revising the Non-Owner Occupied Property Inspection and Licensing. Motion carried. Mr. Urey read the ordinance aloud. B. Motion by Councilor Auchter, seconded by Councilor Hollowell to adopt Ordinance 1550, revising the Non-Owner Occupied Property Inspection and Licensing. Motion carried. C. Motion by Councilor Hollowell, seconded by Councilor Shaw for the first and final reading of Ordinance 1551, revising the Fire Code Inspection and Licensing. Motion carried. Mr. Urey read the ordinance aloud. D. Motion by Councilor Zuschlag, seconded by Councilor Shaw to adopt Ordinance 1551, revising the Fire Code Inspection and Licensing. Motion Carried. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Auchter, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and thirty-four (34) permanent exonerations in the amount of $170.00 from the Greenville tax office. Motion carried. B. Motion by Councilor Auchter, seconded by Councilor Peden, to table and return to negotiations with ASFCME. Motion carried. 3 Borough of Greenville Council Minutes 12-08-15 C. Motion by Councilor Shaw seconded by Councilor Hollowell, to enact Resolution 2015-16, Borough Fee Schedule. Motion carried. D. Motion by Councilor Hollowell, seconded by Council Auchter, to authorize payment request to Scobell in the amount of $1,571.40, to Thomas Construction in the amount of $94,355.24 and to Wm. T. Spaeder in the amount of $9,675.00 for the Library Rehabilitation Project. Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Hollowell, to award the demolition of 19 S. High Street and 12 Orangeville Road to the low bidder, Atwell- Perrine Excavating, Inc. with a bid of $10,378.00. Motion carried. 13. Council Comments Councilor Bailey commented the Christmas parade was a success and thanked all that participated and attended. Councilor Peden thanked all on Council during his two terms in office. He reflected on his experience and provided advice to the two newly elected officials, Kristy Fox and Paul Hamill. Councilor Zuschlag thanked Councilor Peden and Councilor Auchter for their service and commented that they will be missed. Councilor Hollowell thanked Councilor Peden and Councilor Auchter for their service and was glad to hear they will be stopping in. She also thanked the residents that were in attendance and discussed the State’s budget issues effect locally and encouraged them to contact the State lawmakers. Councilor Auchter thanked the former and current Council members and managers. She also reflected on past experiences and provided advice to the two newly elected officials, Kristy Fox and Paul Hamill. 14. Mayor Comments Mayor Stephens reflected on Councilor Peden’s and Councilor Auchter’s advice that they provided him when newly elected. He also provided advice to the two newly elected officials, Kristy Fox and Paul Hamill. 15. Council President Comments President Shipley acknowledged and thanked the Chamber and individuals for their work on the Christmas parade and Paul and others that worked on the trees in Central Park. President Shipley announced that the Re-Organizational meeting will be held on Monday, January 4th and asked if all would be available to hold the Work Session immediately following so that can be advertised accordingly. He thanked Councilor Peden and Councilor Auchter for their service and shared reflection of the last eight years. He welcomed the newly elected members and is looking forward to working with them and sharing what they will bring to the table. He thanked the employees for their service. President Shipley also discussed the speculations, rumors and ill will that has surrounded the issues with 150 Main Street. He announced that an independent review of 4 Borough of Greenville Council Minutes 12-08-15 the entire process will be completed so the appropriate people can be held responsible. In closing, he wished all a Merry Christmas. 16. Borough Manager Comments Mr. Urey announced that the Street Department will be sweeping Main Street and has been working to replace the lights. Some lights will need to have parts ordered to be repaired and others will need an electrician to complete the work. Mr. Urey also thanked the two ladies from the Chamber that decorated all of the light poles up Main Street in time for the Christmas parade. Lastly he thanked Councilor Peden and Councilor Auchter for their service and is looking forward to working with Paul and Kristy. 17.
