Greenville/West Salem Police Department.

5. Approval of Minutes
Motion by Councilor Zuschlag, seconded by Councilor Bailey that the December 8, 2015 regular
session minutes be approved as written. Motion carried 6-0.
Motion by Councilor Hollowell, seconded by Councilor Bailey that the January 4, 2016 re-
organizational session minutes be approved as written. Motion by Councilor Fox, seconded by
Councilor Hamill to amend the minutes to state that both Councilor Fox and Councilor Hamill
were present, but did not voted on item numbers 6, 7 and 9 A. through H. Amendment carried 6-
0. Motion carried 6-0.
6. Approval of Budget Report
Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to approve the monthly budget
report. Motion carried 6-0.
7. Bills for Approval

Motion by Councilor Hollowell, seconded by Councilor Zuschlag to pay the bills as presented.

Motion by Councilor Hamill, seconded by Councilor Bailey to accept the monthly reports as
presented. Motion carried 6-0.

Councilor Zuschlag announced that the Water Authority will be meeting on Wednesday and COG
will be meeting next week.

12. New Business
Mr. David Reeves of Reeves Information Technology spoke providing a summary of services to
Council. Dr. Mary Jane Hirt also provided comments.
A. Motion by Councilor Zuschlag, seconded by Councilor Bailey to accept the Tax
Collector’s report of zero (0) additions to the Per Capita roll and one (1) permanent
exoneration in the amount of $5.00 from the Greenville tax office. Motion carried 6-0.
B. Motion by Councilor Hollowell, seconded by Councilor Hamill to appoint the following
members to the Airport Commission (6 seats) – 1 year term:
1. Fred Murrin – Re-Appointment
2. George Long – Re-Appointment
3. J. Henry Barton – Re-Appointment
4. Charles Eaves – Re-Appointment
5. Gordon Richardson – Re-Appointment
6. Robert Murrin – Re-Appointment
Motion carried 6-0.
C. Motion by Councilor Zuschlag, seconded by Councilor Hamill to appoint the following
members to the Planning Commission (2 seats) – 4 year term:
1. Jonathan Bailey – Re-Appointment
2. Fred Palmiter – Re-Appointment
Motion carried 5-0, Councilor Bailey did not vote.
D. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint the following
member to the Water Authority Board (1 seat) – 5 year term:
1. Donald Shaw – Re-Appointment
Motion carried 6-0.
E. Motion by Councilor Bailey, seconded by Councilor Hollowell to appoint the following
member to the Zoning Hearing Board (3 seats) – 3 year term:
1. Thea Arai – Re-Appointment
Motion carried 6-0.
F. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to adopt the 2016
Liquid Fuels Budget. Motion carried 6-0.
G. Motion by Councilor Bailey, seconded by Councilor Hollowell to adopt the 2016 Capital
Fund Budget. Motion carried 6-0.

H. Motion by Councilor Bailey, seconded by Councilor Hollowell to adopt the 2016 Capital
Improvements Program. Dr. Mary Jane Hirt spoke regarding her review being
incomplete. Motion by Councilor Hamill, seconded by Councilor Hollowell to table the
motion to adopt the 2016 Capital Improvements Program. Motion carried 6-0.
I. Motion by Councilor Hollowell, seconded by Councilor Bailey to renew the contract with
Reeves Information Technology, current contract expires January 31, 2016. Motion
carried 6-0.
J. Motion by Councilor Hollowell, seconded by Councilor Bailey to enact Resolution 2016-
01 to assign new Tax Collection Committee (TCC) delegates. Motion carried 6-0.
K. Motion by Councilor Hollowell, seconded by Councilor Bailey to enact Resolution 2016-
02 on Police Pension Plan contributions. Motion carried 6-0.
L. Motion by Councilor Zuschlag, seconded by Councilor Bailey to advertise Ordinance
1556, vacating a portion of Burnett Alley. Motion carried 5-0, Councilor Hamill
abstained *reason provided: “For the record the reason I abstain from voting on the
Motion to advertise Ordinance 1556, vacating a portion of Burnett ally. On January 11,
2016 is due to conflict of interest since this Part of that Alley is behind my house at 226
East Ave. Greenville PA 16125.”
M. Motion by Councilor Bailey, seconded by Councilor Zuschlag to authorize change order
#2 in the amount of $4,385.42 for the Brackin Alley Storm Sewer Replacement Project.
Motion carried 6-0.
N. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize payment
request #3 to R&B Contracting in the amount of $254,011.63 for the Brackin Alley Storm
Sewer Replacement Project. Motion carried 6-0.
O. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize payment
requests to Thomas Construction in the amount of $155,952.70, to Wm. T. Spaeder in the
amount of $5,859.00 and to Scobell in the amount of $2,670.30 for the Library
Rehabilitation Project. Motion carried 6-0.
P. Motion was made, second was made to advertise RFP for Cleaning/Janitorial Services for
the Municipal Building and the Recreation/Senior Center. Motion carried 6-0.
