Public Comments Resident – Mr. John McDonald asked questions regarding the Storm Water Utility and the flyer that he received. Council responded. 1 Borough of Greenville Council Minutes 05-09-16 Non-Resident – None Mr. Sam Bellich introduced the attending board members from the Agency on Aging and thanked Council for partnering in the remodeling and construction work in the building. Dr. Mary Jane Hirt spoke briefly and provided an introduction for Mr. Ed Fosnaught and Ms. Marita Kelley, DCED. 5. Presentation by Ms. Marita Kelley, DCED Ms. Marita Kelley spoke regarding the new regulations surrounding exiting Act 47 that limits the amount of time a municipality can remain in. Ms. Kelley also provided a brief status of the Borough’s current position and praised the leadership for the difficult decisions and great strides that have been made towards exiting. Ms. Kelley also discussed and explained the options that communities have after entering into Act 47 and the lack of operational grant opportunities available. Ms. Kelley stated that she thought Greenville is close to exiting. Dr. Mary Jane Hirt discussed what is meant by structural deficit and how Council has been worked to close that gap. Dr. Hirt also discussed properties dropping in assessed value and the instability of the Borough’s tax base. 6. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Hollowell that the April 11, 2016 regular session minutes be approved as written. Motion carried 6-0. 7. Approval of Budget Report Motion by Councilor Hollowell seconded by Councilor Bailey, to approve the monthly budget report. Motion carried 6-0. 8. Bills for Approval Payroll $126,507.89 Administration 25,894.67 Library pass through grant 333,333.34 Police 18,887.42 Fire 30,830.24 Code 3,403.82 Public Works 19,183.11 Airport 516.25 Parks 9,580.94 Sewer 69,814.36 Total $637,952.04 Motion by Councilor Hamill, seconded by Councilor Bailey to pay the bills as presented. Motion carried 6-0. 9. Approval of Department and Staff Reports A. Financials - April 2 Borough of Greenville Council Minutes 05-09-16 B. Code - April C. Fire – April Mr. Brian Mazzanti, Director of Public Safety provided Council with an update on what the Greenville/West Salem Police Department and also the Greenville Fire Department have been work on. The Greenville/West Salem Police Department have started publishing pictures of individuals that have warrants, on Facebook and that has shown signs of quick success. The department had the first individual in custody within 20 minutes of posting the pictures. Director Mazzanti also discussed the grants and donations he has received and what those funds were used for. Walmart awarded a grant of $2,000 which was used to strategically place cameras around the Station and also to purchase an I-pad to assist with Fire Inspections. Director Mazzanti was able to purchase cameras for around the Municipal building and also digital cameras for the cruisers with private donations from local business owners to the Greenville/West Salem Police Department. Director Mazzanti discussed a few of the larger incidents that have happened recently and commended the departments for their hard work to quickly resolve the issues. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 6-0. 10. Mayor Report Mayor Stephens reported that the Canal Museum will open after Memorial Day. The Library will be hosting the ribbon cutting on June 14th. Also, proposed something new for Heritage Days, Borough Awards. Nominations for award winners would be submitted to and selected by Council. 11. Council Committee Reports Councilor Hollowell announced that there is someone interested in the Junior Council position that will be starting in the fall. Also, the Railroad Park has been open for a couple weeks. Councilor Hamill announced that he has not attended any meetings with Strayhaven because he has not received an invitation to attend. Councilor Zuschlag announced that the Horizon Hospital System Authority will be meeting next month and that the Water Authority will be meeting on Wednesday. 12. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Hamill to adopt the 2016 Farmer’s Market Rules & Regulations. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to appoint Kris Derrick as the 2016 Farmer’s Market Manager. Motion carried 6-0. 13. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax Collector’s report of five (5) additions to the Per Capita roll and thirty-three (33) 3 Borough of Greenville Council Minutes 05-09-16 permanent exonerations in the amount of $165.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the 2015 audit by Stillwaggon & McGill. Motion carried 6-0. C. Motion by Councilor Hollowell, seconded by Councilor Hamill to advertise the following open board seats which will expire June 30, 2016: Greenville Sanitary Authority (Roberta Leonard) – 5 year term Horizon Hospital System Authority (Diana Miller & John Wilson) – 5 year term Shenango Valley Enterprise Zone (Amy Hollowell) – 4 year term Motion carried 6-0. D. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 29 Morgan Street. Motion carried 6-0. E. Motion by Councilor Hamill, seconded by Councilor Hollowell to accept the recommendation from Lawrence County Social Services Inc. to proceed with accessibility rehabilitation at 120 College Avenue. Motion carried 6-0. F. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the Street Light Agreement between the Borough of Greenville and Pennsylvania Power Company. Mr. Jasson Urey, Borough Manager, announced that the project should begin in late fall. Motion carried 6-0. G. Motion by Councilor Fox, seconded by Councilor Bailey to authorize the Borough Manager to make application for 2015 Municipal Recycling Program Performance Grant. Councilor Fox thanked Mr. Urey for all his work in obtaining this grant and for taking the time to meet with her and discuss other grant opportunities that she thought would be beneficial to the Borough. Motion carried 6-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to renew lease agreement with Joseph & Wendy Whitmore for 185 Hamburg Road for the sewer plant house from June 01, 2016 to May 31, 2017. Motion carried 6-0. I. Motion by Councilor Hamill, seconded by Councilor Zuschlag to accept the recommendation from Director of Public Services & Community Development to hire Derek Dudley for part-time summer help effective May 5, 2016. Motion carried 6-0. J. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the recommendation from Director of Public Services & Community Development to hire James Gill for part- time summer help effective May 5, 2016. Motion carried 6-0. K. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize payment requests to Scobell in the amount of $21,036.60, to Wm. T. Spaeder in the amount of $2,283.75, to McCurly Houston Electric in the amount of $24,201.10 and to Thomas Construction in the amount of $64,088.07 for the Library Rehabilitation Project. Mayor Stephens announced that this is all grant money and not Borough funds. Motion carried 6- 0. 4 Borough of Greenville Council Minutes 05-09-16 L. Motion by Councilor Fox, seconded by Councilor Hamill to accept the resignation of Donald B. Shaw as councilor effective May 9, 2016. Motion carried 6-0. M. Motion by Councilor Zuschlag, seconded by Councilor Hamill to advertise for open council seat with a term ending December 31, 2017. Motion carried 6-0. N. Motion by Councilor Hamill, seconded by Councilor Bailey to advertise Ordinance 1560, amending the peddling and soliciting ordinance. Council held discussions. Motion carried by roll call vote as follows: Hollowell – No; Hamill – Yes; Zuschlag – Yes; Fox – Yes; Bailey – Yes; Shipley – Yes. 14. Council Comments Councilor Hollowell thanked the Agency on Aging for allowing Council to hold their regular session at the facility. Councilor Hollowell also thanked Thiel, Courtney Gibson, Dan Wiegmann and Fred Kiser for their involvement in Spring into Action Day. Councilor Hollowell also discussed the Adopt a Garden Program and fundraising and creating a committee for the playground. Lastly, she thanked Mr. Shaw for his years of service. Councilor Hamill thanked the Agency on Aging for hosting the session and Director Mazzanti for all of his and the departments hard work. Councilor Zuschlag shared how nice the building looks and she is glad to see it open and being utilized. Councilor Fox announced and provided and description of an upcoming event hosted by the Mercer County Tourism Board and Chamber scheduled for May 14th. Councilor Bailey thanked Ms. Kelley for her presentation and also Mr. Shaw for his years of service. Lastly he thanked Mr. Bellich, the board and staff members for attending. 15. Mayor Comments Mayor Stephens copied all of the other comments and added a thank you to Carmella Ansinger and Kelly Lema for keeping the seniors informed and all of their hard work. 16. Council President Comments President Shipley discussed what a great value and his appreciation for having such a center in Greenville and thanked the members for attending. President Shipley thanked Councilor Hollowell for taking the initiative and working on the gardens throughout the Borough and thanked Councilor Hamill for all of his work on the Farmer’s Market. President Shipley thanked Ms. Kelley for making the trip from Harrisburg and thanked Mr. Fosnaught and Dr. Hirt for working with Greenville and helping Council work their way towards exiting Act47. Lastly, President Shipley acknowledged Mr. Shaw and expressed his appreciation for all of his work and service. 5 Borough of Greenville Council Minutes 05-09-16 17. Borough Manager Comments Mr. Urey announced that Race Street bridge contract has been awarded and the repairs are to be completed within a very tight timeframe. Work is scheduled to begin on July 5th and is slated to be completed in December. Mr. Urey also announced that the Library Project is fairly complete. The final walk-through is to be completed within the next couple of weeks. 18. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Hamill to adjourn to executive session to discuss litigation matters at 8:45pm. Motion carried 6-0. Motion by Councilor Fox, seconded by Councilor Bailey to adjourned from executive session at 9:28pm. Motion carried 6-0. 19.
