Approval of Minutes Motion by Councilor Bailey, seconded by Councilor Hollowell that the May 9, 2016 regular session minutes be approved as written. Motion carried 5-0. 1 Borough of Greenville Council Minutes 06-13-16 6. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Hollowell to approve the monthly budget report. Motion carried 5-0. 7. Bills for Approval Payroll $128,283.60 Administration 266,396.81 Police 13,338.22 Fire 10,674.56 Code 6,733.89 Public Works 16,653.92 Airport 359.68 Parks 4,907.95 Sewer 50,695.40 Total $498,044.03 Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented. Motion carried 5-0. 8. Approval of Department and Staff Reports A. Financials - May B. Code – May C. Police - April D. Fire – May Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the monthly reports as presented. Motion carried 5-0. 9. Mayor Report Mayor Stephens reported that the Library will be hosting the ribbon cutting tomorrow (June 14th) and he has proclaimed that this week will be Library Appreciation Week. Mayor Stephens also reported that Heritage Days will be July 1st through July 3rd with fireworks being at 10pm on the 3rd. 10. Council Committee Reports Councilor Bailey announced that newly established Downtown Task Force recommended by Mr. Buchanan will be meeting Wednesday evening. Those members are Councilor Hollowell, Councilor Fox and Councilor Bailey along with some of the downtown business owners. Council had a brief discussion regarding the Farm Market and the lack of participation so far. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to appoint Janet Earle to the open council seat with a term expiring December 31, 2017. Motion carried by a roll 2 Borough of Greenville Council Minutes 06-13-16 call vote as follows: Hollowell – Yes; Hamill – Yes; Fox – Yes; Bailey – Yes; Shipley – Yes. B. Motion by Councilor Bailey, seconded by Councilor Hollowell to enact Resolution 2016- 06 appointing Janet Earle to the open seat. Motion carried 5-0. C. Motion by Councilor Hollowell, seconded by Councilor Hamill to appoint Jonathan Bailey to the Greenville Sanitary Authority board for a 5 year term expiring on June 20, 2021. Motion carried 5-0. D. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Amy Hollowell and Diana Miller to the Horizon Hospital System Authority board for a 5 year term expiring on June 30, 2021. Motion carried 5-0. E. Motion by Councilor Hollowell, seconded by Councilor Hamill to appoint Kristy Fox to the Shenango Valley Enterprise Zone board for a 4 year term expiring on June 30, 2020. Motion carried 5-0. F. Motion by Councilor Hollowell, seconded by Councilor Bailey for the first and final reading of Ordinance 1560, amending the peddling and soliciting ordinance. Motion carried 5-0. G. Motion by Councilor Hollowell, seconded by Councilor Hamill to adopt Ordinance 1560, amending the peddling and soliciting ordinance. Motion carried 5-0. H. Motion by Councilor Hamill, seconded by Councilor Hollowell to adopt the revised 2016 Farmer’s Market Rules & Regulations. Motion carried 5-0. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and thirty (30) permanent exonerations in the amount of $150.00 from the Greenville Tax Office. Motion carried 5- 0. B. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Sharp Collections as the agency for the collection of delinquent Per Capita taxes from July 1, 2015 through June 30, 2016. Motion carried 5-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Engineer to assist in creating a paving program. Motion carried 5-0. D. Motion by Councilor Hollowell, seconded by Councilor Hamill to advertise Ordinance 1561, amending the parking ordinance to eliminate parking on the west side of North Second Street from Parkview Avenue to the dead end of North Second. Motion carried 5- 0. E. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 120 College Avenue. Motion carried 5-0. 3 Borough of Greenville Council Minutes 06-13-16 F. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 15 Columbia Avenue. Motion carried 5-0. G. Motion by Councilor Hollowell, seconded by Councilor Bailey to add an ExMark 72’ zero turn mower to the 2016 capital plan. Motion carried 5-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt the 2016 Storm Water Utility budget. Motion carried 5-0. I. Motion by Councilor Hamill, seconded by Councilor Bailey to authorize payment requests to Scobell in the amount of $10,537.00, to Wm. T. Spaeder in the amount of $11,532.06, to McCurly Houston Electric in the amount of $5,462.50 and to Thomas Construction in the amount of $68,774.36 for the Library Rehabilitation Project. Mayor Stephens reminded all that this is grant money. Motion carried 5-0. J. Motion by Councilor Hollowell, seconded by Councilor Hamill to adopt the Return to Work Program policy. Motion carried 5-0. 13. Council Comments Councilor Hollowell thanked the four ladies that are helping with the gardens and announced that she is still looking for volunteers to help. Councilor Bailey thanked Mr. Huffman, Director of Public Services and Economic Development, and his staff for the outstanding job they are doing with maintaining the Parks. 14. Mayor Comments Mayor Stephens congratulated Ms. Janet Earle on her appointment and also thanked Mr. Dane Mincer for submitted a letter of interest. Mayor Stephens also thanked Mr. Huffman, Director of Public Services and Economic Development, and his staff for working with the volunteers at the Park. 15. Council President Comments President Shipley announced that he will be reappointing the committee assignments and asked that the members please let him know what committees that they would like to serve on. 16. Borough Manager Comments Mr. Urey introduced Nico Russo to the Council members. Mr. Russo is completing his summer internship and will be working with the staff until August. Mr. Urey also announced Hometown Missions is happening this week and that the group is planning on power washing the playground equipment tomorrow (6/14/16) in preparation for it to be stained. 4 Borough of Greenville Council Minutes 06-13-16 17.
