Borough of Greenville Council Minutes 07-11-16 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, July 11, 2016 at 7:00 p.m. 1. Public Comments Resident – Ms. Laurie Baker asked if the Council would consider not paving over the brick on N. Second Street beside the Historical Society. Also, Ms. Baker asked about the plaques that were 1 Borough of Greenville Council Minutes 07-11-16 on the Race Street Bridge. Mr. Urey informed her that the contractor would be removing them and they would be given to the Historical Society. Non-Resident – None PRESENTATION OF AWARD TO OFFICER CALDWELL Director of Public Safety, Brian Mazzanti presented an award to Officer Caldwell for his outstanding police work involving an incident that occurred in June 2016. Approval of Minutes Motion by Councilor Bailey, seconded by Councilor Hollowell that the June 13, 2016 regular session minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report Motion by Councilor Bailey, seconded by Councilor Zuschlag to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $134,482.61 Administration 15,772.80 Library pass through grant 166,666.66 Police 11,537.91 Fire 13,621.46 Code 9,768.81 Public Works 15,764.78 Airport 2,205.24 Parks 5,410.26 Sewer 57,999.24 Total $433,229.77 Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials - June B. Code – June C. Police – May & June D. Fire – June Motion by Councilor Zuschlag, seconded by Councilor Hollowell to accept the monthly reports as presented. Motion carried 6-0. 2 Borough of Greenville Council Minutes 07-11-16 9. Mayor Report Mayor Stephens reported a successful Heritage Days and thanked everyone involved for their participation. Planning is a yearlong process and meetings are every other Tuesday for anyone interested in helping. Next year will be the 10th anniversary and planning has begun. 10. Council Committee Reports Councilor Hollowell announced the openings for the Junior Councilor positions and gave some of the qualifications. Information is available on the Borough’s website and the deadline to submit letters of interest will be July 29, 2016. Councilor Zuschlag was unable to attend the Horizon Hospital Authority meeting in June and announced that the Water Authority will be meeting Wednesday. Also, the Water Authority had won 2nd place from Heritage Days. Councilor Bailey announced that the Downtown Task Force held their first meeting in June. It was a good first meeting with lots of support and attendees. The next meeting is scheduled for July 27th. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey for first and final reading of Ordinance 1561, amending the parking ordinance to eliminate parking on the west side of North Second street from Parkview Avenue to the dead end of North Second Street. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hamill to adopt ordinance 1561, amending the parking ordinance to eliminate parking on the west side of North Second Street from Parkview Avenue to the dead end of North Second Street. Motion carried 6-0. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Hamill to accept the Tax Collector’s report of twenty-six (26) additions to the Per Capita roll and three (3) permanent exonerations in the amount of $15.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Bailey, seconded by Councilor Hollowell to adopt Resolution 2016- 07, Act 537 Plan. Motion carried 6-0. C. Motion by Councilor Bailey, seconded by Councilor Hamill to authorize the Borough Manager to have Parking Lot E (behind old Bessemer Building) appraised and to advertise for bids for sale of the property. Motion carried 6-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the retirement of Tim Keck from the Greenville Public Works Department effective July 15, 2016. Motion carried 6-0. 3 Borough of Greenville Council Minutes 07-11-16 E. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for entry level full time position in the Public Works Department. Motion carried 6-0. F. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to authorize the Borough Manager to put together bid specs for the garbage contract that is set to expire March 31, 2017. Motion carried 6-0. G. Motion by Councilor Bailey, seconded by Councilor Hollowell to accept the 2017 budget preparation calendar. Motion carried 6-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize payment requests to Scobell in the amount of $5,948.90, to Wm. T. Spaeder in the amount of $1,521.09 and to Thomas Construction in the amount of $5,000.00 for the Library Rehabilitation Project. Motion carried 6-0. I. Motion by Councilor Bailey, seconded by Councilor Hamill to execute agreement with American Scholar Group to authorize the addition of an ADA ramp on the North side of their building located at 10 Penn Avenue in the Borough right-of-way. Motion carried 6- 0. 13. Council Comments Councilor Hollowell thanked the Officers for doing what they do to protect us every day. She thanked Tim Keck for his years of service. She also thanked the volunteers that worked to make Heritage Days a success and welcomed Councilor Earle to Council. Councilor Earle thanked everyone for the warm welcome she has received and also Mr. Urey for taking the time to meet with her and answering her questions and is looking forward to working with everyone. Councilor Hamill thanked the Officers. Councilor Zuschlag thanked the Officers and thanked the Borough for their cooperation with the Relay for Life event over the past weekend. The event raised $5,000 over their goal of $125,000. Councilor Bailey welcomed Councilor Earle to the Board and also echoed the other members as to thanking the Officers and what the department has done. 14. Mayor Comments Mayor Stephens thanked Mr. Urey, Director Huffman and the Street Department for all of their work during Heritage Days and how great it is to see of Officers out in the Community. 15. Council President Comments President Shipley announced that Heritage Days had another fantastic year. He also commented that the Parks were being kept very nice and it is being noticed. He commended Mayor Stephens on the Borough Awards being instituted and also welcomed Councilor Earle to the Board. 16. Borough Manager Comments 4 Borough of Greenville Council Minutes 07-11-16 Mr. Urey had nothing additional. 17.
