Borough of Greenville Council Minutes 10-10-16 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, October 10, 2016 at 7:00 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Councilor Linda Zuschlag Flag Salute led by Councilor Paul Hamill 3. Roll Call: Brian W. Shipley, Council President Amy Hollowell, Council Vice President Jonathan Bailey, Council President Pro Tempore Janet Earle Kristy Fox - Absent Paul Hamill Linda Zuschlag Joshua Stephens, Mayor Katrynna Amos, Junior Councilor – Excused Braydon Knauf, Junior Councilor - Excused Jasson W. Urey, Borough Manager James E. Douglas, Solicitor Also present: Lisa Hamill Mike McLaughlin Frank Vanderslice Edith Reddington Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus Dave Hetrick, Financial Assistant Melissa Klaric, The Herald 4. Public Comments Resident – Ms. Edith Reddington asked if anything had developed with her property. Non-Resident – None 5. Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Bailey that the September 12, 2016 regular session minutes be approved as written. Motion carried 6-0. 1 Borough of Greenville Council Minutes 10-10-16 6. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Bailey to approve the monthly budget report. Mr. Urey commented on current month along with the year-to-date totals. Motion carried 6-0. 7. Bills for Approval Payroll $133,184.18 Administration 20,567.72 Police 19,098.59 Fire 14,227.87 Code 38,307.08 Public Works 16,108.11 Airport 370.66 Parks 4,167.11 Sewer 70,023.61 Total $316,054.93 Motion by Councilor Hollowell, seconded by Councilor Zuschlag to pay the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials - September B. Code – September C. Police – September D. Fire – September Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 6-0. 9. Mayor Report – Mayor Stephens had nothing to report. 10. Council Committee Reports Councilor Earle announced that she had attended the Mercer County Regional Planning Commission meeting and updated Council on that meeting. Councilor Earle also announced that she had attending a Finance Committee meeting. Councilor Zuschlag announced the Water Authority met last month and are moving ahead with contracts associated with the hotel construction in Hempfield Township and that the next meeting will be Wednesday. Councilor Zuschlag also announced that the Horizon Hospital Authority Board will be meeting tomorrow. Councilor Bailey announced the Chamber is having the annual dinner on Thursday. Councilor Bailey also announced that the Downtown Business Task Force is continuing to meet and moving forward with the Open House scheduled for November 19th. Lastly, Councilor Bailey announced that the Planning Commission did not hold a meeting this month. 2 Borough of Greenville Council Minutes 10-10-16 President Shipley announced that the Finance Committee has been meeting and will be ready to present a draft of the 2017 budget to Council next week. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Earle to appoint John O’Malley to the open seat on the Zoning Hearing Board with a term expiring on December 31, 2018. Motion carried 6-0. B. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint Benjamin Beck to the open seat on the Greenville Planning Commission board with a term expiring on December 31, 2018. Motion carried 6-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to appoint Benjamin Beck to the open seat on the Mercer County Regional Planning Commission board with a term expiring on December 31, 2019. Motion carried 6–0. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and six (6) permanent exonerations in the amount of $30.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to appoint Frank Vanderslice to the open seat on the Vacancy Board with a term expiring December 31, 2016. Motion carried 6-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the bid of $38,445.20 submitted by Robinson Pipe Cleaning Company for the 2017 CCTV scope of work for the storm sewers for the 2017 Paving Program. Motion carried 6-0. D. Motion by Councilor Hollowell, seconded by Councilor Earle to authorize the Borough Manager to apply for the EPA Brownfields Assessment Grant. Motion carried 6-0. E. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of J. Henry Barton from the Greenville Airport Commission. Motion carried 6-0. F. Motion by Councilor Hollowell, seconded by Councilor Earle to advertise for the open seat on the Greenville Airport commission with a term expiring on December 31, 2016. Motion carried 6-0. G. Motion by Councilor Zuschlag, seconded by Councilor Bailey to authorize the Borough Solicitor to enforce the agreement with Elite Ambulance by initiating efforts to collect the past due rents by any means necessary, including filing a civil suit. Motion carried 6-0. H. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the resignation of Kristy Fox as councilor effective October 8, 2016. Motion carried 6-0. I. Motion by Councilor Hollowell, seconded by Councilor Bailey advertise for the open council seat with a term ending December 31, 2017. Motion carried 6-0. 3 Borough of Greenville Council Minutes 10-10-16 13. Council Comments Councilor Hollowell thanked the Fire Department for all of their work during Fire Safety Week. Also organizers for Paddlefest and the Fall Festival in the Park. 14. Mayor Comments Mayor Stephens thanked Kristy Fox for making the best decision for the residents of the Borough. 15. Council President Comments President Shipley had no comments. 16. Borough Manager Comments Mr. Urey had no comments. 17. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Hollowell to adjourn to executive session to discuss possible litigation matters at 7:20pm. Motion carried 6-0. Motion by Councilor Earle, seconded by Councilor Zuschlag to adjourn from executive session at 7:39pm. Motion carried 6-0. 18.
