Borough of Greenville Council Minutes 02-13-17 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, February 13, 2017 at 7:00 p.m. 1. Public Comments Resident – None Non-Resident – None 1 Borough of Greenville Council Minutes 02-13-17 5. Adjourned to Executive Session Motion by Councilor Hollowell, seconded by Councilor Bailey to adjourn to Executive Session at 7:06pm to discuss possible litigation matters that are on the agenda to be voted on. Motion carried 7-0. 6. Reconvene from Executive Session Motion by Councilor Hollowell, seconded by Councilor Bailey to reconvene from Executive Session at 7:15pm. Motion carried 7-0. 7. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Hollowell that the January 09, 2017 regular session minutes be approved as written. Motion carried 7-0. 8. Approval of Budget Report Motion by Councilor Bailey, seconded by Councilor Hollowell to approve the monthly budget report. Motion carried 7-0. 9. Bills for Approval Payroll $218,852.65 Administration 12,524.81 Police 17,196.46 Fire 17,073.21 Code 4,812.48 Public Works 17,909.20 Airport 459.95 Parks 3,448.66 Storm Water 3,766.48 Sewer 48,197.30 Total $338,241.20 Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented. Motion carried 7-0. 10. Approval of Department and Staff Reports A. Financials – January 2017 B. Code – January 2017 C. Fire – December 2016 and 2016 Annual and January 2017 D. Police – December 2016 and 2016 Annual and January 2017 Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 7-0. 11. Mayor Report 2 Borough of Greenville Council Minutes 02-13-17 Mayor Stephens reported the Canal Museum is still closed for the season but is due to start up again in April. As always, they are looking for membership. Also, the Heritage Days Committee is getting ready for the 10th annual celebration this year and the dates are July 1st & 2nd. 12. Council Committee Reports Councilor Zuschlag reported the Greenville Water Authority met last week and reviewed locations of breaks over the past five years and discussed putting a plan together to coincide with the Greenville Borough paving projects. The Water Authority has also hired a new Engineering firm. Councilor Bailey reported the Downtown Task Force Committee held a meeting last week which was good and productive. Also there has been discussion with Thiel students regarding upcoming branding projects for the community. 13. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to award a one year refuse collection contract to the apparent low bidder, Tri-County Industries. Motion carried 7-0. Mr. Bowser, Tri-County Industries, commented that he was glad to be providing service once again. 14. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and zero (0) permanent exonerations in the amount of $0.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to grant the request to close Main Street from Water Street to Mercer Street and allow open containers in a designated and controlled area for the 2nd Annual Greenville Community Festival scheduled for September 2, 2017. Motion carried 7-0. C. Motion by Councilor Bailey, seconded by Councilor Hollowell to accept the resignation of Charles Eaves from the Airport Commission with a term expiring on December 31, 2017. Motion carried 7-0. D. Motion by Councilor Bailey, seconded by Councilor Hollowell to advertise for the open Airport Commission seat with a term expiring on December 31, 2017. Motion carried 7-0. E. Motion by Councilor Hollowell, seconded by Councilor Bailey to appoint David Shilling to the open seat on the Zoning Hearing Board with a term expiring on December 31, 2019. Motion carried 7-0. F. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2017- 03, Disposal of Common Records. Motion carried 7-0. G. Motion by Councilor Bailey, seconded by Councilor Hollowell to advertise Ordinance 1571, Critical Incident Response Team Agreement. Motion carried 7-0. 3 Borough of Greenville Council Minutes 02-13-17 H. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize Greene Township’s request for membership into the Mercer County Regional Planning Commission. Motion carried 7-0. I. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to apply for an ACT47 grant to create a Borough of Greenville Comprehensive Plan. Motion carried 7-0. J. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to make application to the 2017 Municipal Intern Program for a GIS data collection project. The cost to the Borough will be no more than $2,234 for the intern. Motion carried 7-0. K. Motion by Councilor Hollowell, seconded by Councilor Bailey to execute a lease agreement with Shane Wareham for the building located at 137 Main Street for two (2) years. Motion carried 7-0. L. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to execute the Grant Program (FCVASGP) for making the loan payments on the Squad Vehicle for the fire department in the amount of $15,000.00. Motion carried 7-0. 15. Council Comments Councilor Hollowell recognized all of the volunteers for the 2nd Annual Night to Shine event. There were 121 registered guests, 230 volunteers and 360 Thiel students involved in the event. Ages ranged from 14 to 91 years of age. Councilor Hollowell also wanted to give a special “Thank You” to Denise Bell, Pastor Kent and the Volunteers. Councilor Bailey expressed he was saddened to hear of Mr. Don Shaw’s passing. 16. Mayor Comments Mayor Stephens had no additional comments. 17. Council President Comments President Shipley announced the Committee assignments Councilor Iliff. She will be serving on the Public Safety Committee, the Personnel Committee and the Downtown Task Force through the remainder of the year. 18. Borough Manager Comments Mr. Urey had no comments. Councilor Earle asked if President Shipley could explain the process one would need to go through to run for the open seats. President Shipley and Mayor Stephens both briefly discussed the process and where to pick up the necessary documents. 4 Borough of Greenville Council Minutes 02-13-17 19.
