Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Bailey that the April 10, 2017 regular session minutes be approved as written. Motion carried 5-0. 6. Approval of Budget Report Motion by Councilor Hollowell, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 5-0. 7. Bills for Approval Payroll $140,571.00 Administration 24,003.91 Police 15,468.60 Fire 26,718.49 Code 2,631.02 Public Works 14,946.07 Airport 1,325.28 Parks 3,817.22 Storm Water 14,346.64 Sewer 48,948.04 Total $292,776.27 Motion by Councilor Zuschlag, seconded by Councilor Hollowell to pay the bills as presented. Motion carried 5-0. 8. Approval of Department and Staff Reports A. Financials – April 2017 B. Code – April 2017 C. Police – February & March 2017 Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 5-0. 9. Mayor Report No reports were given in Mayor Stephens’ absence. 10. Council Committee Reports Councilor Hollowell recognized Junior Councilor Amos and Junior Councilor Knauf for their participation in the program and announced that this would be their last meeting since they are both graduating. Councilor Hollowell also explained the program qualifications for new interested participants. Councilor Bailey reported that the Downtown Task Force Committee will be meeting on Wednesday and that the Chamber will be holding their meeting tomorrow. 11. Unfinished Business 2 Borough of Greenville Council Minutes 05-08-17 A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the recommendation from the Code Committee to deny Thomas Jones, 18 Chambers avenue, a special exemption for keeping egg laying chickens for medical reasons. Motion carried 5-0. 12. New Business A. Motion by Councilor Bailey, seconded by Councilor Hollowell to accept the Tax Collector’s report of fifteen (15) additions to the Per Capita roll and seventeen (17) permanent exonerations in the amount of $85.00 from the Greenville Tax Office. Motion carried 5-0. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2017- 07, selling 2014 Viking Trailer. Motion carried 5-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2017- 05, financing for Police Cruisers. Mr. Urey provided Council with an update on the status of the purchase. Motion carried 5-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2017- 06, Borough Fee Schedule. Councilor Hollowell announced misinformation has been posted to social media sites regarding the items on this Resolution and requested that the correct information be reported. Motion carried 5-0. E. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to execute the second extension of the lease with UPMC for 19 parking spaces at the Shenango Street lot (Lot Z). Motion carried 5-0. F. Motion by Councilor Bailey, seconded by Councilor Zuschlag to accept the recommendation by Borough Manager to make application for 2017 Municipal Recycling Program Performance Grant. Motion carried 5-0. G. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of Dr. Henry Mueller from the Horizon Hospital System Authority with a term expiring on June 30, 2020. Councilor Zuschlag thanked Dr. Mueller for all of his years of service on multiple boards. Motion carried 5-0. H. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for the Open Horizon Hospital System Authority board seat with a term expiring on June 30, 2020. Motion carried 5-0. I. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise the following open board seats which will expire June 30, 2017: Horizon Hospital System Authority – 5 year term Greenville Sanitary Authority – 5 year term Shenango Valley Enterprise Zone – 4 year term Motion was amended by Councilor Hollowell, seconded by Councilor Bailey to include advertising for the additional open board seats that had not been filled yet. This includes the one seat on the Airport Commission, one seat on the Code Appeals Board and one seat on the Zoning Hearing Board. The motion as amended carried 5-0. 3 Borough of Greenville Council Minutes 05-08-17 J. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the 2016 audit report from McGill, Power, Bell & Associates. Motion carried 5-0. K. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise the CDBG funded roof replacement project for the Senior Center. Motion carried 5-0. L. Motion by Councilor Hollowell, seconded by Councilor Bailey to appoint Sharp Collections as the agency for the collection of delinquent Per Capita taxes from July 1, 2017 through June 30, 2018. Motion carried 5-0. 13. Council Comments Councilor Hollowell thanked the Thiel students and volunteers that helped with Spring Into Action Day. There were 198 volunteers in total. Councilor Hollowell also announced that she is still looking for help for the gardens along Shenango Street and Clinton Street. 14. Council President Comments President Shipley congratulated Joel McDowell for receiving the Silver Beaver Award. 15. Borough Manager Comments Mr. Urey did not have any comments. 16. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Hollowell to adjourn to executive session to discuss possible litigation matters at 7:16pm. Motion carried 5-0. Motion by Councilor Hollowell, seconded by Councilor Bailey to adjourn from executive session at 7:28pm. Motion carried 5-0. 17.
