Public Comments Resident – Mrs. Tracy Beil spoke regarding her concerns with not having a Home Rule Information meeting during the month of April. She stated she felt that was a huge mistake and there should be more than just one more meeting to get the word out before the May election. Non-Resident – Ms. Mary Buk thanked Council, the Greenville Fire Department and Greenville Police Department for all their responses to the recent fire along Main Street. Ms. Buk expressed 1 Borough of Greenville Council Minutes 03-12-18 her concern that she was not immediately notified during the fire, being the owner of the neighboring building. Ms. Buk will be seeking the appropriate Council members to speak with regarding that issue and also the issue of the exposed wall of her building once the neighboring building has been demolished. 5. Presentation of Certificate Mayor Hereford presented Patrolman Wesley Carson, Greenville Police Department, with a Certificate of Accommodation for going above and beyond the call of duty during a recent house fire. Mayor Hereford presented Lt. Steve Thompson, Greenville Fire Department, with a certificate for 25 years of service with the department. 6. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Hamill that the February 12, 2018 regular session minutes as amended and the February 15, 2018 special session minutes be approved as written. Motion carried 7-0. 7. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Mincer to approve the monthly budget report. Motion carried 7-0. 8. Bills for Approval Payroll $124,222.33 Administration $30,454.58 Police $24,640.73 Fire $19,602.16 Code $536.82 Public Works $24,728.04 Airport $4,651.18 Parks $2,678.93 Storm Water $4,050.23 Sewer $54,862.34 Total $290,427.34 Motion by Councilor Hamill, seconded by Councilor Zuschlag to approve the bills as presented. Motion carried 7-0. 9. Approval of Department and Staff Reports A. Financials – February 2018 B. Code – February 2018 C. Police – February 2018 D. Fire – February 2018 Motion by Councilor Hamill, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 7-0. 2 Borough of Greenville Council Minutes 03-12-18 10. Mayor Report Mayor Hereford announced he is putting a letter together to go out to all of the local Churches in regards to starting up community neighborhood nights beginning in mid to late summer for the community to get to know their Police Officers and Fire Department. 11. Council Committee Reports Councilor Hamill presented that the Code Committee has not held any meetings and that the Mercer County Council of Governments (COG) will not be meeting until April 20th. Councilor Bailey presented a reminder about the Business Expo and Job Fair that is scheduled for March 24th from 10am – 2pm at the Dome at Thiel College. 12. New Business A. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the Tax Collector’s report of Zero (0) additions to the Per Capital roll and Zero (0) permanent exonerations in the amount of $0.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hamill to adopt Resolution 2018- 05, Disposal of Common Records. Motion carried 7-0. C. Motion by Councilor Mincer, seconded by Councilor Walsh to adopt Resolution 2018-06, Sale of the 1998 Chevy ½ ton Truck. Motion carried 7-0. D. Motion by Councilor Walsh, seconded by Councilor Bailey to adopt Resolution 2018-07, Sale of the 1999 Ford F550 Dump Truck. Motion carried 7-0. E. Motion by Councilor Bailey, seconded by Councilor Hamill to adopt Resolution 2018-08, the Municipal Authority Articles of Incorporation. Motion carried 7-0. F. Motion by Councilor Hamill, seconded by Councilor Walsh to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Michael Curtician to the Greenville Volunteer Fire Company. Motion carried 7-0. G. Motion by Councilor Bailey, seconded by Councilor Hamill to set the second Home Rule Information Meeting on Tuesday, May 8, 2018 at 7pm at the Greenville High School Lecture Hall. Council held discussions. Motion carried 7-0. H. Motion by Councilor Bailey, seconded by Councilor Hamill to authorize the Borough Manager to apply for an ACT47 grant in the amount of $50,000 for the Home Rule Study Commission expenses. Motion carried 7-0. I. Motion by Councilor Bailey, seconded by Councilor Walsh to authorize the Borough Manager to approve the reservation request for Riverside Park on May 12, 2018 for the “Dog Day in the Park!” event. Ms. Hannah Hauk spoke regarding the event. Motion carried 7-0. 3 Borough of Greenville Council Minutes 03-12-18 J. Motion by Councilor Zuschlag, seconded by Councilor Bailey to authorize the Borough Manager to execute an agreement with Whitman, Requardt, & Associates (WRA) for the Borough Pedestrian Circulation Study that is being funded with a $50,000 grant from Penn Dot and would include a $5,000 match from the Borough. Motion carried 7-0. 13. Council Comments Councilor Hamill congratulated Patrolman Carson for a job well done and also Lt. Thompson for his years of service. Councilor Hamill also commented that the bows need to be removed from the artwork. Councilor Bailey congratulated Lt. Thompson for his years of service and thanked Mr. Huffman, Director of Public Services for his work in getting the light at Sheetz repaired as quickly and inexpensively as he could. 14. Borough Manager Comments Mr. Urey thanked Lt. Thompson for his years of service and for his leadership during the fire on Main Street. Mr. Urey commended Lt. Thompson, the Greenville Fire Department and the Greenville Police Department for doing a great job at the scene that night. Mr. Urey provided a brief budget update announcing that we are currently ahead of where we were last year at this time. Mr. Urey thank Ms. Hannah Hauck for putting together the event and also discussed getting a group together with the upcoming Sidewalk study. 15.
