OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, April 12, 2018 at 7:00 p.m.

4. Public Comments
Resident – Rev. Sean Hall recommended a study be completed for the timing of the light on W.
Main Street. He discussed that traffic gets backed up on Sunday early afternoons.
Non-Resident – None.
5. Presentation from Borough Manager-quarterly update on financials of the Borough

Mr. Urey presented the financial status of the Borough year-to-date and also provided the
projections through the end of the year. The projections provided show a deficit of $56,742.42 at
year end.
6. Approval of Minutes
Motion by Councilor Bailey, seconded by Councilor Hamill that the March 12, 2018 regular
session minutes be approved as written. Motion carried 7-0.
7. Approval of Budget Report
Motion by Councilor Hamill, seconded by Councilor Bailey to approve the monthly budget
report. Motion carried 7-0.
8. Bills for Approval
Payroll $121,254.34
Administration $27,210.48
Police $21,610.77
Fire $17,751.52

Public Works $25,110.61
Airport $1,043.68
Parks $3,941.04

Motion by Councilor Zuschlag, seconded by Councilor Hamill to approve the bills as presented.
Motion carried 7-0.
9. Approval of Department and Staff Reports
A. Financials – March 2018
B. Code – March 2018
C. Public Works – March 2018
D. Police – March 2018
E. Fire – March 2018
Motion by Councilor Bailey, seconded by Councilor Walsh to accept the monthly reports as
presented. Council held brief discussions. Motion carried 7-0.
10. Mayor Report
Mayor Hereford announced the entire Council has been invited by the Greenville Veteran’s
Council to participate in this year’s Memorial Day parade on May 28th. Lineup will begin at
Godfrey’s at 8:15am and the parade will begin at 9am.

11. Council Committee Reports
Council President Beck presented that the Personnel Committee will be meeting in the next week
and the Finance Committee continues to meet.
12. Unfinished Business
A. Motion by Councilor Walsh, seconded by Councilor Bailey to execute a land use lease for
a term of seven (7) years with a term expiring in 2024 with Smith and Sone Farms for
property at the airport for agricultural purposes. Council held brief discussions. Motion
carried 7-0.
13. New Business
A. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the Tax Collector’s
report of Thirty-Fire (35) additions to the Per Capital roll and Eighty-Four (84) permanent
exonerations in the amount of $420.00 from the Greenville Tax Office. Motion carried 7-
0.
B. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the 2018 Farmer’s
Market Rules & Regulations. Motion carried 7-0.
C. Motion by Councilor Hamill, seconded by Councilor Walsh to accept the recommendation
from the Director of Public Services & Community Development to hire Kenneth Rimer
for part-time summer help. Motion carried 7-0.
D. Motion by Councilor Hamill, seconded by Councilor Bailey to execute the agreement for
Limited Professional Services to be performed by Buchart Horn, Inc. for the Green Light
Go Grant program project. Motion carried 7-0.
14. Borough Manager Comments
Mr. Urey provided Council with an update of the Brownfields Assessment.
15. Adjournment
Motion by Councilor Bailey, seconded by Councilor Hamill to adjourn this session of Council at
7:49pm.
