Public Comments Resident – Mrs. Tracy Beil encouraged Council to re-advertise for the open Civil Service Commission position and not to just accept the letter of interest resubmitted from the only other person that had shown interest prior. Mrs. Beil spoke of the new found interest in the Community since the Home Rule discussions and thought that maybe more residents would express interest in serving if advertised again. Mrs. Beil also thanked everyone for their participation in the Home Rule meetings. 1 Borough of Greenville Council Minutes 05-14-18 Mr. Alfred Peden requested an update on the Ohl Street Bridge issue, which Mr. Urey provided a status update. Mr. Peden also expressed that he agreed with Mrs. Beil and also expressed that the seat needed to be filled as soon as possible. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Bailey that the April 9, 2018 CDBG Public Hearing and April 9, 2018 regular session minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Zuschlag to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $127,458.24 Administration $19,234.52 Police $12,056.15 Fire $27,547.66 Code $2,932.49 Public Works $12,307.84 Airport $500.00 Parks $3,376.21 Storm Water $36,536.52 Sewer $50,928.78 Total $292,878.41 Motion by Councilor Zuschlag, seconded by Councilor Bailey to approve the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials – April 2018 B. Code – April 2018 C. Public Works – April 2018 D. Police – March 2018 revised and April 2018 E. Fire – April 2018 Motion by Councilor Bailey, seconded by Councilor Hamill to accept the monthly reports as presented. Motion carried 6-0. 9. Mayor Report Mayor Hereford thanked Amy and Samantha for Spring into Action Day and also all of the volunteers that participated. Mayor Hereford announced that he had attended the grand opening for Busy Beaver and that it was very successful. 2 Borough of Greenville Council Minutes 05-14-18 10. Council Committee Reports Council President Beck presented that the Downtown Task Force will be meeting in the next week. Councilor Zuschlag presented that the Water Authority met last week and they finalized the Penn VEST funding and they also discussed bidding out selling more trees. Councilor Bailey presented that the Sanitary Authority had unanimously agreed to get more information on taking on the Storm Water Utility. 11. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Zuschlag to promote Michael Cadman to the Greenville Fire Department Captain position from the Civil Service Commission certified list. Motion carried 4-2 with Councilor Hamill and Councilor Mincer opposing. B. Motion by Councilor Bailey, seconded by Councilor Zuschlag to promote Paul Molton to the Greenville Police Department Lieutenant position from the Civil Service Commission certified list. Motion carried 4-2 with Councilor Hamill and Councilor Mincer opposing. 12. New Business A. Motion by Councilor Bailey, seconded by Councilor Mincer to accept the Tax Collector’s report of Forty-Four (44) additions to the Per Capital roll and Five (5) permanent exonerations in the amount of $25.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the 2017 audit report from McGill, Power, Bell & Associates. Motion carried 6-0. C. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Sharp Collection as the agency for the collection of delinquent Per Capita taxes from July 1, 2018 through June 30, 2019. Motion carried 6-0. D. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Brian Miller to the Greenville Volunteer Fire Company. Motion carried 6-0. E. Motion by Councilor Hamill, seconded by Councilor Mincer to appoint Mr. Richard Feydo to the open seat on the Airport Commission Board with a term expiring on December 31, 2018. Motion carried 6-0. F. Motion by Councilor Hamill, seconded by Councilor Bailey to advertise for one (1) vacant seat on the Code Appeals Board with a term expiring on December 31, 2021. Motion carried 6-0. G. Motion by Councilor Hamill, seconded by Councilor Bailey to advertise for one (1) vacant seat on the Shenango Valley Enterprise Zone Board with a term expiring on June 30, 2020. Motion carried 6-0. 3 Borough of Greenville Council Minutes 05-14-18 H. Motion by Councilor Hamill, seconded by Councilor Mincer to advertise for on (1) vacant seat on the Regional Planning Commission Board with a term expiring on December 31, 2018. Motion carried 6-0. I. Motion by Councilor Hamill, seconded by Councilor Bailey to advertise for the following open board seats which will expire on June 30, 2018: Horizon Hospital System Authority – 5 year term Greenville Sanitary Authority – 5 year term Shenango Valley Enterprise Zone – 4 year term. Motion carried 6-0. J. Motion by Councilor Hamill, seconded by Councilor Mincer to accept Anthony D’Alfonso’s letter of resignation from the Greenville civil Service Commission. Motion carried 6-0. K. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Amy Hollowell to the vacancy on the Greenville Civil Service Commission. Motion failed as follows: Councilor Zuschlag – Yes; Councilor Mincer – No; Councilor Bailey – Yes; Council President Beck – No; Councilor Hamill – No; Councilor Zukas-Oguz – No. L. Motion by Councilor Hamill, Seconded by Councilor Zukas-Oguz to advertise for one (1) vacant seat on the Civil Service Commission with a term expiring on December 31, 2023. Motion carried 6-0. M. Motion by Council Hamill, seconded by Councilor Bailey to support a Medical Marijuana grow facility in the Borough of Greenville. Motion carried 6-0. N. Motion by Councilor Mincer, seconded by Councilor Bailey to support a Medical Marijuana dispensary facility in the Borough of Greenville. Motion carried 6-0. O. Motion by Councilor Zukas-Oguz, seconded by Councilor Bailey to allow a Relay for Life event on June 8th from 5pm until 10pm in Riverside Park. Motion carried 6-0. P. Motion by Councilor Hamill, seconded by Councilor Mincer to accept Lyle Huffman’s letter of resignation as the Building Code Official (BCO) effective May 14, 2018. Motion carried 6-0. Q. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Tim Keller of Pennsylvania Construction Inspections as Building Code Official (BCO). Motion carried 6-0. R. Motion by Councilor Bailey, seconded by Councilor Mincer to amend the motion from February 12, 2018 for the purchase of a new F-550 utility truck to add an additional $1,557 to the $69,162. Motion carried 6-0. S. Motion by Councilor Hamill, seconded by Councilor Bailey to negotiate an agreement with Greenville Area School District to add a School Resource Officer. Motion carried 6- 0. 4 Borough of Greenville Council Minutes 05-14-18 T. Motion by Councilor Hamill, seconded by Councilor Mincer to appoint a voting delegate for the PSAB Annual Conference June 10th through June 13th in Hershey, PA. Motion was amended by Council President Beck, seconded by Mincer to name Councilor Paul Hamill as the voting delegate. Motion carried 6-0. U. Motion by Councilor Bailey, seconded by Councilor Zuschlag to accept the resignation of Tom Walsh as a member of Council. Motion carried 6-0. V. Motion by Councilor Hamill, seconded by Councilor Bailey to advertise for one (1) vacant seat on Council with a term expiring on December 31, 2019. Motion carried 6-0. 13. Council Comments Councilor Mincer announced that Senator Brooks’ office contacted him about the College Avenue Bridge renaming ceremony that will be on Friday at 1:30pm. Councilor Bailey announced that he was pleasantly surprised for the number of participates for the Study Commission. Councilor Zuschlag congratulated Lt. Molton and Cpt. Cadman on their new positions and thanked them for all of their hard work filling those positions in the meantime. 14. Mayor Comments Mayor Hereford presented that he looks forward to working with Mr. Molton and encouraged all to get out and vote in the primary. Mayor Hereford also announced that he would not be able to attend the bridge renaming ceremony due to work, but hoped that Council could attend. 15. Council President Comments Council President Beck announced that he is very excited for the primary election. 16. Borough Manager Comments Mr. Urey introduced Mr. Collin Yake, the summer intern. 17.
