Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Hall that the January 14, 2019 regular session meeting minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report 1 Borough of Greenville Council Minutes 02-11-19 Motion by Councilor Hall, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $151,509.05 Administration $24,407.79 Police $12,182.10 Fire $14,365.45 Code $1,144.02 Public Works $19,697.75 Airport $2,634.03 Parks $2,301.59 Storm Water $9,074.06 Sewer $44,427.71 Total $281,473.55 Motion by Councilor Zuschlag, seconded by Councilor Zukas-Oguz to approve the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials – January 2019 B. Code – January 2019 C. Fire – January 2019 D. Police – December 2018, 2018 Annual Report & January 2019 Motion by Councilor Hall, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 6-0. 9. Mayor Report Mayor Hereford thanked the city workers and the Street Department for keeping the streets cleared during the recent snow storm. Mayor Hereford also thanked the public during the parking ban. 10. Council Committee Reports Councilor Bailey announced the Chamber will be hosting the Business Expo on March 23rd from 10am – 2pm and they are also looking for nominations for 40 under 40. The deadline for nominations is February 22nd and can be submitted through the Chamber’s website. 11. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Hall to accept the recommendation from the Personnel Committee to hire Gary Earle as a skilled laborer in the Street Department. Motion carried 6-0. 12. New Business 2 Borough of Greenville Council Minutes 02-11-19 A. Motion by Councilor Bailey, seconded by Councilor Zuschlag to authorize the Borough Manager make application to the 2019 Municipal Intern Program to assist with the comprehensive plan update. The cost to the Borough will be no more than $2,324.00 for the intern. Motion carried 6-0. B. Motion by Councilor Bailey, seconded by Councilor Butcher to advertise for bids for copier equipment leasing and services with the bids to be opened at 1pm on March 4, 2019 in the Council Chambers. Motion carried 6-0. C. Motion by Councilor Butcher, seconded by Councilor Bailey to recognize and appreciate Marty Johnson as citizen of the month. Motion carried 6-0. D. Motion by Councilor Zuschlag, seconded by Councilor Bailey to accept the recommendation from the Home Rule Study Commission to execute an agreement with Dr. Lawrence Keller for consulting service at a total cost of $9,000.00. Motion carried 6-0. E. Motion by Councilor Zuschlag, seconded by Councilor Bailey to adopt Resolution 2019- 05 updating the Procurement Policy for the CDBG program. Motion carried 6-0. F. Motion by Councilor Butcher, seconded by Councilor Zukas-Oguz to authorize the Borough Manager to execute the grant agreement with the Fire Company and Emergency Medical Service Grant Program (FCEMSGP) for making the loan payments on the Squad Vehicle for the fire department in the amount f $15,000.00. Motion carried 6-0. G. Motion by Councilor Hall, seconded by Councilor Bailey to authorize the Borough Manager to sign a change in life insurance, accidental death, short-term disability insurance from UNUM to The Standard. Motion carried 6-0. H. Motion by Councilor Butcher, seconded by Councilor Bailey to promote James Hellman to the Greenville Police Department Sergeant position from the Civil Service Commission certified list. Motion carried 6-0. I. Motion by Councilor Zuschlag, seconded by Councilor Butcher to promote Brian Albaugh to the Greenville Fire Department Lieutenant position from the Civil Service Commission certified list. Motion carried 6-0. J. Motion by Councilor Hall, seconded by Councilor Butcher to hire Ryan Polichena as a Part-time Police Officer with the Greenville Police Department from the Civil Service Commission eligibility list. Motion carried 6-0. K. Motion by Councilor Butcher, seconded by Councilor Bailey to hire Tyler Glenn as a Part- time Police Officer with the Greenville Police Department from the Civil Service Commission eligibility list. Motion carried 6-0. L. Motion by Councilor Butcher, seconded by Councilor Bailey to authorize the Borough Manager to execute an agreement with the Highway Safety Network for the Buckle UP PA Program. Motion carried 6-0. 3 Borough of Greenville Council Minutes 02-11-19 M. Motion by Councilor Zuschlag, seconded by Bailey to adopt Resolution 2019-06, Disposal of Common Records. Motion carried 6-0. N. Motion by Councilor Zuschlag, seconded by Councilor Bailey to authorize the Borough Manager to purchase a police cruiser for the SRO with a cost not to exceed $9,100.00. Motion carried 6-0. 13. Council Comments Councilor Hall gave a hats off to whomever found the deal for the SRO vehicle. Councilor Bailey congratulated all with the new positions. 14. Mayor Comments Mayor Hereford welcomed the two new officers and congratulated Sgt. Hellman. 15. Council President Comments Councilor President Hamill congratulated Sgt. Hellman and Lt. Albaugh and also welcomed the new hires. Council President Hamill also offered his condolences to the Hickory area from the tragedy on Sunday. 16. Adjournment to Executive Session (To discuss a Personnel issue) Motion by Councilor Bailey, seconded by Councilor Butcher to adjourn to Executive Session at 6:50pm. Motion carried 6-0. Motion by Councilor Bailey, seconded by Council President Hamill to adjourn from Executive Session at 7:28pm. Motion carried 6-0. 17.
