Public Comments (5 minutes time limit) Resident –John O’Malley, 60 Chambers Avenue, spoke regarding the donation request submitted by the Salvation Army and thanked the members for the donation from the Borough. Mr. O’Malley also introduced Tracey Peabody and Peter Kratz. Tracy Beil spoke regarding the current name of Kughley Alley and that she could not find any results in her search. Ms. Beil also spoke in opposition of the Communications Committee reporting at the work session meeting that they are discussing the Borough providing IPad’s to each of the members. 1 Borough of Greenville Council Minutes 07-08-19 Non-Resident – None. 5. Presentation by Borough Manager on the second quarter financials. Mr. Urey presented the financial status year to date along with the projections through year end. The projections are showing to end the year with $17,000 to the positive, not replacing a street department employee that is no longer working. 6. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Bailey that the June 10, 2019 regular session meeting minutes and June 24, 2019 special session meeting meetings be approved as written. Motion carried 7-0. 7. Approval of Budget Report Motion by Councilor Hall, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 7-0. 8. Bills for Approval Payroll $128,949.01 Administration $10,698.05 Police $17,581.74 Fire $12,896.57 Code $4,446.17 Public Works $9,298.08 Airport $4,051.51 Parks $4,730.49 Storm Water $3,695.92 Brownfield Grant $10,281.66 Sewer $41,245.27 Total $247,874.47 Motion by Councilor Zuschlag, seconded by Councilor Hall to approve the bills as presented. Motion carried 7-0. 9. Approval of Department and Staff Reports A. Financials – June 2019 B. Code – June 2019 C. Fire – June 2019 Motion by Councilor Mincer, seconded by Councilor Butcher to accept the monthly reports as presented. Motion carried 7-0. 10. Mayor Report 2 Borough of Greenville Council Minutes 07-08-19 Mayor Hereford announced even with the poor weather conditions during the Heritage Days festivities, everything went well. Mayor Hereford also announced that the Railroad Museum had a good turnout. 11. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Butcher to appoint Casey Shilling to the Greenville Sanitary Authority Board with a term expiring on June 30, 2024. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Jim Lowry to the Shenango Valley Enterprise Zone with a term expiring on June 30, 2023. Motion carried 7-0. C. Motion by Councilor Hall, seconded by Councilor Mincer to appoint Ellen Pardee to the Shenango Valley Enterprise Zone with a term expiring on June 30, 2022. Motion carried 7-0. 12. New Business A. Motion by Councilor Mincer, seconded by Councilor Hall to accept the Tax Collector’s report of Twenty-Eight (28) additions to the Per Capita roll and Forty-Five (45) permanent exonerations in the amount of $225.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to award the contract to Bronder Technical Services in the amount of $216,335.94 for the Green-Light-Go project at the intersection of Main and College Avenue. Motion carried 7-0. C. Motion by Councilor Zuschlag, seconded by Councilor Butcher to re-name Kughley Alley to Salvation Army Way. Motion carried 7-0. D. Motion by Councilor Hall, seconded by Councilor Butcher to recognize and appreciate Casey Shilling as citizen of the month. Motion carried 7-0. E. Motion by Councilor Mincer, seconded by Councilor Butcher to recognize 229 Clinton Street, Sheila Dearment as yard of the month. Motion carried 7-0. F. Motion by Councilor Hall, seconded by Councilor Bailey to authorize the Borough Manager to make application for the 2018 Municipal Recycling Program Performance Grant. Motion carried 7-0. 13. Council Comments Councilor Hall announced he was excited Heritage Days and to see the Community come together during events like that. Councilor Zukas-Oguz announced it was nice to see lots of people downtown for Heritage Days. 3 Borough of Greenville Council Minutes 07-08-19 Councilor Butcher thanked all of the volunteers that helped make Heritage Days a success. Councilor Butcher also announced that there are lots of Arts events happing in the area like the children’s play coming up this weekend. There are several things to get the children involved in. Councilor Zuschlag spoke regarding the Relay for Life event that is coming up this weekend. Councilor Zuschlag discussed some of the activities that will be going on throughout the event and hopes the weather holds off and Riverside gets a chance to dry out from all of the recent rain. Councilor Mincer announced the past weekend was hot and humid, but was glad to see the Community come together. Council Mincer wished there were more events like that to promote the town. Councilor Bailey announce the same sediments as the other members concerning Heritage Days. 14. Mayor Comments Mayor Hereford thanked all the volunteers, officers and fireman for their time. 15. Council President Comments Council President Hammill announced the same as all the other members although he didn’t make it down to the festivities except for briefly during the car show. 16. Borough Manager Comments Mr. Urey spoke regarding the number of volunteers for Heritage Days and the groups that begin weeks before with cleaning sidewalks and gardens along Main Street. Mr. Urey thanked those volunteers and announced that it truly takes a Community effort to have an event like that and would love to see that effort continued throughout the year and not just for Heritage Days. Ms. Beil spoke regarding the community efforts with the recent flood and asked about the displaced family at the corner of High Street and Loutzenhiser Way. Councilor Hall responded along with Ms. Grinnell. 17. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Butcher to adjourn to executive session for the purpose of discussing legal matters at 7:15pm. Motion carried 7-0. Motion by Councilor Bailey, seconded by Councilor Hall to adjourn from executive session at 7:54pm. Motion carried 7-0. 18.
