Borough of Greenville Council Minutes 09-09-19 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, September 09, 2019 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Dr. Rev. Sean Hall, Hillside Presbyterian Church Flag Salute led by Council President Paul Hamill 3. Roll Call: Paul Hamill, Council President Jonathan Bailey, Council Vice President Sean Hall, Council President Pro Tempore Anne Butcher Dane Mincer Evian Zukas-Oguz Linda Zuschlag Evan Hereford, Mayor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor Also present: Frank Vanderslice Bob Catalano Tracy Beil Terri Cunkle Dr. Mary Jane Hirt Jessica Grinnell Lisa Hamill Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None. Non-Resident – Mr. Bob Catalano spoke regarding the annual inspection process and asked why are the good landlords being penalized with annual inspections and it should go back to inspections every two years for the good landlords. Ms. Terri Cunkle was introduced to the board. She is Mr. Ed Fausnaught’s replacement since his retirement. 1 Borough of Greenville Council Minutes 09-09-19 5. Approval of Minutes Motion by Councilor Hall, seconded by Councilor Butcher that the August 12, 2019 regular session meeting and the September 4, 2019 Public Hearing minutes be approved as written. Motion carried 7-0. 6. Approval of Budget Report Motion by Councilor Mincer, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 7-0. 7. Bills for Approval Payroll $123,414.45 Administration $51,681.04 Police $23,580.82 Fire $14,605.86 Code $3,934.08 Public Works $11,655.03 Airport $1,102.63 Parks $6,425.02 Storm Water $2,085.26 Sewer $55,060.00 Total $294,729.94 Motion by Councilor Hall, seconded by Councilor Butcher to approve the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – August 2019 B. Code – August 2019 C. Police – July 2019 & August 2019 Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the monthly reports as presented. Motion carried 7-0. 9. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Hall for the first and final reading of Ordinance 1587 updating the Greenville Police Pension Plan. Motion carried 7-0. B. Motion by Councilor Mincer, seconded by Councilor Hall to adopt Ordinance 1587 to updated the Greenville Police Pension Plan. No changes are being made to the plan, just updating it to IRS standards. Motion carried 7-0. C. Motion by Councilor Mincer, seconded by Councilor Butcher for the first and final reading of Ordinance 1588 updating the Greenville Fire Pension Plan. Motion carried 7-0. 2 Borough of Greenville Council Minutes 09-09-19 D. Motion by Councilor Mincer, seconded by Councilor Hall to adopt Ordinance 1588 to update the Greenville Fire Pension Plan. No changes are being made to the plan, just updating it to IRS standards. Motion carried 7-0. E. Motion by Councilor Hall, seconded by Councilor Bailey to award the contract to Sharon Paving in the amount of $864,994.38 for the 2019 Paving Project. Council held discussions. Motion carried 7-0. F. Motion by Councilor Bailey, seconded by Councilor Mincer to award the contract to Groover Roofing * Siding in the amount of $122,885.00 for the Municipal Building Roof Replacement Project. Motion carried 7-0. G. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to accept the recommendation from the Strategic Management Committee to adopt a mission statement for the Borough of Greenville. Motion carried 7-0. 10. New Business A. Motion by Councilor Hall, seconded by Councilor Bailey to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Eighteen (18) permanent exonerations in the amount of $90.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Mincer, seconded by Councilor Hall to authorize the Council President to execute the Engineering Agreement with Thea Engineers & Consultants, Inc. dba RBS Consultants, Inc. for the Greenville Municipal Airport to Rehabilitate T-Hanger Taxiways and associated site work. Motion carried 7-0. C. Motion by Councilor Zuschlag, seconded by Councilor Bailey to recognize and appreciate 64 College Avenue, Frances Valentine as yard of the month. Motion carried 7-0. D. Motion by Councilor Hall, seconded by Councilor Butcher to recognize and appreciate Joseph Ribley as citizen of the month. Motion carried 7-0. E. Motion by Councilor Mincer, seconded by Councilor Bailey to approve the 2020 Minimum Municipal Obligations (MMO’s) for the pension plan. Motion carried 6-0. F. Motion by Councilor Mincer, seconded by Councilor Butcher to advertise for a Skilled Laborer in the Public Works Department. Motion carried 7-0. 11. Council Comments Councilor Hall spoke regarding the upcoming paving project and working towards showing pride in town. Councilor Zuschlag announced the program to recognize the first responders to be held at the Amphitheater on Wednesday, September 11 beginning at 5pm. 3 Borough of Greenville Council Minutes 09-09-19 12. Mayor Comments Mayor Hereford thanked Bill Sumners for all of his work in putting together the car show. Mayor Hereford heard lots of good feedback from the event. 13. Council President Comments Council President Hamill discussed Home Rule with the other members. Council President Hamill suggested that if all were in agreement that Home Rule is the direction we need to go then Council as a whole should be promoting that. Council President Hamill suggested sending out a flyer or hold public meetings/open sessions to inform the public on the benefits of adopting Home Rule. Council held discussions. Motion by Councilor Hall, seconded by Councilor Butcher to use the available grant funds to make up a flyer to send out with information about Home Rule in cooperation with the Home Rule Study Commission. Council held discussions and the motion was amended by Councilor Hall, seconded by Councilor Butcher to coordinate with the Home Rule Study Commission to educate the public on the Home Rule Charter. Motion amended motion was carried 7-0. 14. Borough Manager Comments Mr. Urey informed the board that the budgeting process has begun and any and all input is appreciated. Mr. Urey also discussed that paving is just the beginning and will be meeting with the Street Committee throughout the process. 15.
