HELD IN COUNCIL CHAMBERS
Monday, December 9, 2019 at 6:30 p.m.

4. Public Comments (5 minutes time limit)
Resident – Frank Vanderslice informed Council that he has submitted the nomination for the yard
of the month. They have taken great care of that property for 30 years. Council President Hamill
asked Mr. Vanderslice to provide an explanation of the Per Capita collections. Mr. Vanderslice
provided a brief explanation as requested.

5. Approval of Minutes
Motion by Councilor Butcher, seconded by Councilor Mincer that the November 11, 2019 regular
session meeting and the November 25, 2019 special session minutes be approved as written.
Motion carried 4-0.

6. Approval of Budget Report
Motion by Councilor Butcher, seconded by Councilor Zuschlag to approve the monthly budget
report. Motion carried 4-0.

Motion by Councilor Zuschlag, seconded by Councilor Butcher to approve the bills as presented.
Motion carried 4-0.

Motion by Councilor Butcher, seconded by Councilor Mincer to accept the monthly reports as
presented. Motion carried 4-0.
9. Unfinished Business
10. New Business
A. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the Tax
Collector’s report of Zero (0) additions to the Per Capita roll and Three (3) permanent
exonerations in the amount of $15.00 from the Greenville Tax Office. Motion carried 4-0.
B. Motion by Councilor Mincer, seconded by Councilor Butcher to advertise the Council
Reorganizational meeting and work session meeting for Monday, January 6, 2020 at
6:30pm. Motion carried 4-0.
C. Motion by Councilor Butcher, seconded by Councilor Zuschlag to authorize the Council
President and Borough Manager to apply for a DCED grant for the parking area at the
Senior Center. No match is required. Motion carried 4-0.
D. Motion by Councilor Mincer, seconded by Councilor Butcher to recognize and appreciate
376 S. Main Street as yard of the month. Motion carried 4-0.

11. Council Comments
Councilor Zuschlag thanked Councilor Bailey and Councilor Butcher for their service and
encouraged them both to stay involved and wished everyone a Merry Christmas.
Councilor Mincer expressed what a pleasure it was to get to know both Councilor Butcher and
Councilor Bailey and wished everyone a Merry Christmas.
Councilor Butcher wished everyone a Merry Christmas and thanked everyone for allowing her the
opportunity to be a part of Council. Councilor Butcher expressed what she had learned while
serving and that she wished she could have stayed. Councilor Butcher also commented that she
has promoted more Community involvement and will continue to do so.
12. Mayor Comments
Mayor Hereford thanked Councilor Butcher for her service and that both Councilor Butcher and
Councilor Bailey will be missed. Mayor Hereford wished everyone a Merry Christmas and a
Happy New Year.
13. Council President Comments
Council President Hamill wished everyone a Merry Christmas and thanked Councilor Butcher for
her service and expressed what a pleasure it was working with her. Council President Hamill also
thanked Councilor Bailey for his service as well.
14. Borough Manager Comments
Mr. Urey wished everyone a Merry Christmas and thanked everyone that has served and that will
be serving in January.
15. Adjournment
Motion by Councilor Mincer, seconded by Councilor Butcher to adjourn this session of council at
6:38pm. Motion carried 4-0.
