Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Zuschlag that the January 13, 2020 regular session meeting minutes be approved as written. Motion carried 7-0. 6. Approval of Budget Report and Bills for Approval Payroll $135,559.40 Administration $33,787.49 1 Town of Greenville Council Minutes 2-10-20 Police $18,044.74 Fire $11,978.07 Code $1,345.80 Public Works $11,906.75 Liquid Fuels $1,705.20 Airport $2,218.48 Parks $2,690.96 Storm Water $8,164.30 Brownfield Grant $4,139.36 Sewer $49,290.91 Total $280,831.46 Motion by Councilor Hall, seconded by Councilor Carr to approve the monthly budget report and the bills as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – January 2020 B. Code – January 2020 C. Fire – January 2020 D. Police – January 2020 Motion by Councilor Mincer, seconded by Councilor Hall to accept the monthly reports as presented. Motion carried 7-0. 8. Unfinished Business A. Motion by Councilor Carr, seconded by Councilor Zukas-Oguz to adopt Ordinance 1595 to update the Greenville Borough Non-Uniform Pension Plan. No changes are being made to the plan, just updating it to IRS standards. Motion carried 7-0. 9. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Beil to execute the Railroad Park land lease with Norfolk Southern. Council held discussions. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Councilor Mincer to award the bid from A. Graziani & Company Inc. in the amount of $43,000 for fuel system upgrades at the airport. Motion carried 7-0. C. Motion by Councilor Mincer, seconded by Councilor Zuschlag to authorize the Town Manager to execute the grant agreement with the Fire Company and Emergency Medical Service Grant Program (FCEMSGP) for making the loan payments on the Squad Vehicle for the fire department in the amount of $15,000.00. Motion carried 7-0. D. Motion by Councilor Carr, seconded by Councilor Zukas-Oguz to accept the donation from the Revamp the Amp Committee of a covering over the Amphitheater stage in Riverside Park. Motion carried 7-0. 2 Town of Greenville Council Minutes 2-10-20 E. Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the recommendation of the Greenville Sanitary Authority to authorize the Town Manager to replace the F350 truck at the treatment plan with a F550 truck with a work bed and crane. Motion carried 7-0. F. Motion by Councilor Hall, seconded by Councilor Mincer to adopt Resolution 2020-07 for sale of the 2008 F350 at the WWTP. Motion carried 7-0. 10.
