Public Comments (5 minutes time limit) Resident – Anne Butcher urged Council to adopt the Resolution on the agenda supporting the grant application for the Greenville Public Library. Ms. Butcher discussed how the grant will be used to upgrade the Library facility. Roberta Leonard urged Council to adopt the Resolution on the agenda supporting the grant application for Thiel College. Ms. Leonard discussed how the grant will be used to upgrade Thiel College. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Carr that the February 10, 2020 regular session meeting minutes and the March 4, 2020 CDBG Public Hearing minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report and Bills for Approval Payroll $125,014.58 Administration $24,188.67 Police $42,318.23 Fire $19,910.98 Code $1,534.82 Public Works $17,634.18 Liquid Fuels $0.00 Airport $705.79 Parks $19,342.83 Storm Water $6,448.71 Brownfield Grant $9,132.10 Sewer $55,687.83 Total $321.918.72 Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to approve the monthly budget report and the bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – February 2020 B. Code – February 2020 C. Fire – February 2020 D. Police – February 2020 Motion by Councilor Mincer, seconded by Councilor Carr to accept the monthly reports as presented. Motion carried 6-0. 8. New Business A. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to award the bid for demolition of 127 Clinton Street and 137 Clinton Street to Sereday’s in the amount f $15,100.00. Motion carried 6-0. B. Motion by Councilor Carr, seconded by Councilor Mincer to authorize the Town Manager to make application for the Surface Transportation-Urban (STU) funding for the traffic intersection at College Avenue and Packard Avenue with the Town committing a 5% match not to exceed $50,000.00. Motion carried 6-0. C. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to purchase a paint machine at the cost of $7.052.00. Motion carried 6-0. 2 Town of Greenville Council Minutes 3-9-20 D. Motion by Councilor Mincer, seconded by Councilor Carr to appoint KLH Engineers as the Town Engineer for any new projects. Buchart Horn Engineering will finish any projects they are currently working on. Motion carried 6-0. E. Motion by Councilor Hall, seconded by Councilor Mincer to modify the 2016 CDBG program funds by transferring $16,022.00 from the Demolition/Clearance activity to create the Housing Rehabilitation activity. The Demolition/Clearance activity will be eliminated. Motion carried 6-0. F. Motion by Councilor Zukas-Oguz, seconded by Councilor Carr to modify the 2017 CDBG program funds by transferring $35,000.00 from the Demotion/Clearance and housing Rehabilitation activities to create the Code Enforcement activity. Demolition/Clearance ($10,000.00) and Housing Rehabilitation ($37,512.00) will remain as funded activities. Motion carried 6-0. G. Motion by Councilor Mincer, seconded by Councilor Hall to modify the 2018 CDBG program funds by transferring $35,000.00 from the Demolition/Clearance and Housing Rehabilitation activities to create the Code Enforcement activity. Demotion/Clearance ($10,000.00) and Housing Rehabilitation ($36,936.00) will remain as funded activities. Motion carried 6-0. H. Motion by Councilor Beil, seconded by councilor Carr to authorize the Town Manager to sign the notice to proceed for CDBG housing rehabilitation work for the property located at 129 Plum Street in the amount of $44,840.00. Motion carried 6-0. I. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to create the position of Corporal in the Greenville Police Department and adopt the associated job description. Motion carried 6-0. J. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to execute the side agreement with the Teamsters Union for the addition of the Corporal position in the Greenville Police Department. Motion carried 6-0. K. Motion by Councilor Mincer, seconded by Councilor Carr to adopt Resolution 2020-08 amending the Civil Service Rules and Regulations for the Greenville Police Department to add language for adding a Corporal position and hiring. Motion carried 6-0. L. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to authorize the Greenville Civil Service Commission to create an eligibility list for promotion to the Corporal position in the Greenville Police Department. Motion carried 6-0. M. Motion by Councilor Mincer, seconded by Councilor Carr to accept the resignation of Officer Tyler Glenn from the Greenville Police Department. Motion carried 6-0. N. Motion by Councilor Mincer, seconded by Councilor Hall to promote Joshua Coppick from Part-Time Police Officer to Full-Time Police Officer with the Greenville Police Department from the Civil Service certified list. Motion by Councilor Hall, seconded by Councilor Mincer to promote Nicholas Sekerski from Part-Time Police Officer to Full-Time Police Officer with the Greenville Police Department from the Civil Service certified list. Motion carried 6-0. P. Motion by Councilor Hall, seconded by Councilor Mincer to adopt the job description for the Assistant Town Manager and assign Lyle Huffman to the position. Motion carried 6- 0. Q. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to adopt the job description for the Assistant Code Enforcement Officer. Motion carried 6-0. R. Motion by Councilor Hall, seconded by Councilor Mincer to hire Edward Reedy as Assistant Code Enforcement Officer. Motion carried 6-0. S. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to enter into an employment agreement with Edward Reedy as the Town Assistant Code Enforcement Officer through January 3, 2022. Motion carried 6-0. T. Motion by Councilor Beil, seconded by Councilor Carr to authorize the Town Manager to submit the Keystone Recreation, Park and Conservation Fund Grant application for renovations to the Greenville Area Public Library. Motion carried 6-0. U. Motion by Councilor Beil, seconded by Councilor Mincer to adopt Resolution 2020-09 authorizing the Town Manager and the Council President to sign the Keystone Grant Agreement (Greenville Public Library Grant). Motion carried 6-0. V. Motion by Councilor Hall, seconded by Councilor Carr to adopt Resolution 2020-10 authorizing the Town Manager to submit the Commonwealth of Pennsylvania Redevelopment Assistance Capital Project (RCAP) application for renovation work at Thiel College. Motion carried 6-0. 9. Mayor Comments Mayor Hereford congratulated Officer Coppick and Officer Sekerski for becoming Full-Time officers with the Greenville Police Department. Mayor Hereford also announced his pleasure with the community support displayed over the past weekend at the Benefit dinner for one of our Sewer Plant employees. 10. Council President Comments Council President Hamill congratulated Mr. Huffman for becoming the Assistant Town Manager and also Officer Coppick and Officer Sekerski for becoming Full-Time Officers with the Greenville Police Department. Council President Hamill also announced his pleasure with the turn out during the Benefit dinner. 11. Council Comments Councilor Beil also announced what an amazing turn out for the Benefit dinner and how well organized the event was. Councilor Beil also thanked the Administrate staff for getting the grant paperwork together for the Greenville Area Library in such short notice. 4 Town of Greenville Council Minutes 3-9-20 Councilor Hall announced that just because the meeting itself was very quick, there is a lot of behind the scenes work that is being done to make that happen. Councilor Hall congratulated the two officers for becoming full time and assured the attendees that Council is working towards making long term improvements for the Community. The addition of full time officers was part of that along with working with Theil and the library. Councilor Zukas-Oguz agreed with Councilor Beil’s and Councilor Hall’s statements and did not have anything further to add. Councilor Carr also agreed with the statements of Councilor Beil, Councilor Hall and with Councilor Zukas-Oguz. Councilor Carr added that Council is very committed to making everything better for the Community. Councilor Mincer congratulated the two officers in becoming full time and announced that he is a part of the Street Committee and is looking forward to the weather breaking so more streets can be done. 12. Town Manager Comments No comments were made in Mr. Urey’s absence. 13. Adjournment Motion by Councilor Mincer, seconded by Councilor Beil to adjourn this session of council at 6:50pm.
