Town of Greenville Council Minutes 8-10-20 town OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, August 10, 2020 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Councilor Sean Hall Flag Salute led by Councilor Zukas-Oguz 3. Roll Call: Paul Hamill, Council President Sean Hall, Council Vice President Linda Zuschlag, Council President Pro Tempore Tracy Beil Jean Carr Dane Mincer Evian Zukas-Oguz Evan Hereford, Mayor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor - Excused Also present: Michael McLaughlin Staff: Media: Rosalynn Reagle, Administrative Assistant Tyler Wainfeld, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None Non-Resident – None 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Hall that the July 13, 2020 regular session meeting minutes be approved as written. Motion carried 7-0. 6. Approval of Budget Report and Bills for Approval Payroll $121,649.99 Administration $18,610.75 Police $47,111.43 1 Town of Greenville Council Minutes 8-10-20 Fire $10,295.41 Code $23,735.57 Public Works $15,665.12 Liquid Fuels $0.00 Airport $123,258.09 Parks $2,737.66 Storm Water $3,128.90 Brownfield Grant $2,538.38 Senior Center Parking Lot $8,781.75 Sewer $79,246.65 Total $456,759.70 Motion by Councilor Zuschlag, seconded by Councilor Carr to approve the monthly budget report and the bills as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – July 2020 B. Code – July 2020 C. Fire – July 2020 D. Police – July 2020 Motion by Councilor Hall, seconded by Councilor Mincer to accept the monthly reports as presented. Motion carried 7-0. 8. Unfinished Business 9. New Business A. Motion by Councilor Zukas-Oguz, seconded by Councilor Beil to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Ten (10) permanent exonerations in the amount of $50.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Carr to award the bid to Lindy Paving in the amount of $385,254.00 for Rehabilitation of the T-Hanger Taxiway Project at the Greenville Municipal Airport upon concurrence of the PA Bureau of Aviation. Motion carried 7-0. C. Motion by Councilor Mincer, seconded by Councilor Carr accept the resignation of Joshua Stephens from the Greenville Sanitary Authority Board. Motion carried 7-0. D. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to appoint Paul Hamill to the vacant seat on the Greenville Sanitary Board with a term expiring on June 30, 2022. Motion carried 7-0. E. Motion by Councilor Zuschlag, seconded by Councilor Mincer to adopt Resolution 2020- 19 to sell the 2016 Ford Explorer Police Interceptor on Municibid. Motion carried 7-0. F. Motion by Councilor Mincer, seconded by Councilor Beil to authorize the Town Manager to apply for and execute the grant agreement with the Fire Company and Emergency 2 Town of Greenville Council Minutes 8-10-20 Medical Service Grant Program (FCEMSGP) for reimbursement of overtime costs during the COVID-19 Emergency. Motion carried 7-0. 10. Mayor Comments Mayor Hereford discussed how the COVID-19 cases are rapidly rising in Mercer County and asked that everyone to please follow the guidelines and stay safe. Mayor Hereford also expressed his appreciation for the all the staff and what they are doing throughout this time. 11. Council President Comments Council President Hamill had no comments. 12. Council Comments Councilor Hall commented on the Airport project and that it has been in the works for a long time and that it was nice to see that it is moving forward. Councilor Zuschlag announced that Congressman Mike Kelly will be in the area in the morning to tour with the Water Authority at the sites of their recent projects. 13. Town Manager Comments Mr. Urey had no comments. 14. Adjournment Motion by Councilor Hall, seconded by Councilor Mincer to adjourn this session of council at 6:38pm. Motion carried 7-0.
