Approval of Minutes Motion by Councilor Carr, seconded by Councilor Mincer that the October 12, 2020 regular session meeting minutes be approved as written. Motion carried 6-0. 6. Police – October 2020 Motion by Councilor Beil, seconded by Councilor Hall to accept the monthly reports as presented. Motion carried 6-0. 8. Unfinished Business 9. New Business A. Motion by Councilor Beil, seconded by Councilor Mincer to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Two (2) permanent exonerations in the amount of $10.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Mincer, seconded by Councilor Hall to adopt Resolution 2020-25 expanding the Enterprise Zone to include the corporate limits of the Town of Greenville. Council held discussions. Motion carried 6-0. C. Motion by Councilor Beil, seconded by Councilor Carr to adopt Resolution 2020-24 to sell the 1999 Bobcat Skid Loader. Motion carried 6-0. D. Motion by Councilor Mincer, seconded by Councilor Beil to approve a one (1) year extension of the Tri-County garbage contract. Motion carried 6-0. E. Motion by Councilor Hall, seconded by Councilor Beil to advertise for the following open board seats with will expire December 31, 2020:  Greenville Planning Commission – 4 year term.  Vacancy Board – 1 year term.  Greenville Water Authority – 5 year term.  Zoning Hearing Board (2 seats) – 3 year term. Motion by Councilor Mincer, seconded by Councilor Hall to appoint Stephanie Williams to the open seat on the Greenville Water Authority Board with a term expiration date of December 31, 2022. Motion carried 6-0. G. Motion by Councilor Beil, seconded by Councilor Hall to advertise for the following open board seats:  Civil Service Commission with a term expiring on December 31, 2023  Civil Service Commission with a term expiring on December 31, 2024  Greenville Sanitary Authority with a term expiring on June 30, 2023  Greenville Sanitary Authority with a term expiring on June 20, 2024. Motion carried 6-0. H. Motion by Councilor Mincer, seconded by Councilor Hall to advertise the 2021 proposed Airport, General, Sewer and Storm Water Utility Budgets. Motion carried 6-0. I. Motion by Councilor Hall, seconded by Councilor Carr to advertise Ordinance 1596, establishing the 2021 General Purposes Tax Rate (24.5 mills). Motion carried 6-0. J. Motion by Councilor Mincer, seconded by Councilor Carr to advertise Ordinance 1597, establishing the 2021 Special Purposes Fire Protection Services Tax Rate (3 mills). Motion carried 6-0. K. Motion by Councilor Beil, seconded by Councilor Mincer to advertise Ordinance 1598, establishing the 2021 General Tax Rate for Indebtedness (10.58 mills). Motion carried 6- 0. L. Motion by Councilor Hall, seconded by Councilor Carr to advertise Ordinance 1599, establishing the 2021 Earned Income Tax Rate (1.5% for residents and 1% for non- residents. This is a .5% increase for residents). Motion carried 6-0. M. Motion by Councilor Carr, seconded by Councilor Hall to advertise for Ordinance 1600, establishing the 2021 Per Capita Rate (decreasing and eliminating the Per Capita Rate). Motion carried 6-0. N. Motion by Councilor Mincer, seconded by Councilor Hall to advertise Ordinance 1601, establishing the 2021 Realty Transfer Tax Rate (1.5%. This is a .5% increase from the 2020 rate). Motion carried 6-0. O. Motion by Councilor Hall, seconded by Councilor Beil, to adopt the 2021 Capital Improvement Plan. Motion carried 6-0. P. Motion by Councilor Mincer, seconded by Councilor Carr to recognize and appreciate Barry & Linda Oman as citizen of the month. Motion carried 6-0. 10. Mayor Comments Mayor Hereford discussed the increasing COVID-19 case levels in Mercer County and around the country. Mayor Hereford asked that all stay diligent on stopping the spread by maintaining distance, disinfecting/sanitizing and washing hands. 3 Town of Greenville Council Minutes 11-9-20 11. Council President Comments Council President Hamill announced how important the votes were tonight and that Council is making good steps to move the Town forward and help the Town grow. 12. Council Comments Councilor Carr announced the Chamber’s upcoming meeting and the proposed changes to the Community Market. Councilor Mincer congratulated the Reynold’s Raiders on their sports achievements by heading to State’s. Councilor Beil expressed excitement for the Capital Improvement Plan and that there are documented goals for Council and to share with the residents. Councilor Hall discussed the turmoil over the National elections, but reminded people that it is at the local level where it all starts and has the most effect. Councilor Hall encouraged participation by volunteering time to service on the Boards being advertised with seats available. 13. Town Manager Comments Mr. Urey had no comments. 14.
