5. Approval of Minutes
Motion by Councilor Carr, seconded by Councilor Beil that the November 9, 2020 regular session
& the November 23, 2020 special session meeting minutes be approved as written. Motion
carried 5-0.
6. Approval of Budget Report and Bills for Approval

Motion by Councilor Zuschlag, seconded by Councilor Carr to approve the monthly budget report
and the bills as presented. Motion carried 5-0.

Motion by Councilor Hall, seconded by Councilor Zuschlag to accept the monthly reports as
presented. Motion carried 5-0.
8. Unfinished Business
A. Motion by Councilor Hall, seconded by Councilor Carr to appoint Janet Earle to the
Greenville Planning Commission Board with term expiring on December 31, 2024.
Motion carried 5-0.
B. Motion by Councilor Beil, seconded by Councilor Carr to reappoint Frank Vanderslice to
the Greenville Vacancy Board with a term expiring on December 31, 2021. Motion
carried 5-0.
C. Motion by Councilor Hall to appoint Rev. Adam Stump, no second was made, motion
died on the floor. Motion by Councilor Zuschlag, seconded by Councilor Carr to appoint
Walter Sankey to the Greenville Water Authority Board with a term expiring on
December 31, 2025. Motion carried 5-0.
D. Motion by Councilor Beil, seconded by Councilor Zuschlag to appoint Anne Butcher to
the Zoning Hearing Board with a term expiring on December 31, 2023 (2 seats available).
Motion carried 5-0.
E. Motion by Councilor Hall, seconded by Councilor Beil to accept the bid of $2,551.00 for
the 1999 Bobcat Skid Loader. Motion carried 5-0.

9. New Business
A. Motion by Councilor Beil, seconded by Councilor Carr to accept the Tax Collector’s
report of Zero (0) additions to the Per Capita roll and Two (2) permanent exonerations in
the amount of $10.00 from the Greenville Tax Office. Motion carried 5-0.
B. Motion by Councilor Hall, seconded by Councilor Beil to replace Brian Shipley with Paul
R. Hamill as representative and retain Jasson Urey as alternate to the Metropolitan
Planning Organization (MPO). Motion carried 5-0.
C. Motion by Councilor Hall, seconded by Councilor Beil to accept the recommendation
from the Strategic Management Committee to not renew the lease for 137 Main Street
(Golden’s Pizza). Council held discussions. Motion carried 5-0.
D. Motion by Councilor Carr, seconded by Councilor Beil to accept the resignation of Amy
Hollowell from the Civil Service Commission with a term expiring on December 31,
2023. Motion carried 5-0.
E. Motion by Councilor Zuschlag, seconded by Councilor Beil to appoint Robin Douglas to
the Civil Service Commission with a term expiring on December 31, 2024. Motion
carried 5-0.
F. Motion by Councilor Carr, seconded by Councilor Beil to accept the resignation of Casey
Shilling from the Greenville Sanitary Authority with a term expiring on December 30,
2024. Motion carried 5-0.
G. Motion by Councilor Zuschlag, seconded by Councilor Beil to appoint Robin Douglas to
the Greenville Sanitary Authority with a term expiring on December 31, 2024. Motion
carried 5-0.
H. Motion by Councilor Hall, seconded by Councilor Carr to set the meeting schedule for
2021. Motion carried 5-0.
I. Motion by Councilor Hall, seconded by Councilor Carr to appoint the following effective
January 1, 2021:
Town Manager – Jasson W. Urey
Secretary/Treasurer – Jasson W. Urey
Emergency Management Coordinator (EMC) – Jasson W. Urey
Open Records Officer – Jasson W. Urey

J. Motion by Councilor Carr, seconded by Councilor Beil to adopt Resolution 2020-26,
establishing Restore Riverside Park Advisory Committee. Motion carried 5-0.
K. Motion by Councilor Carr, seconded by Councilor Zuschlag accept the recommendation
from the Brownfields Grant Coalition (Greenville, Hempfield, Pymatuning, and GAEDC)
to select KU Resources, Inc., as the consulting firm for the Brownfields Assessment
Grant. Motion carried 5-0.
L. Motion by Councilor Beil, seconded by Councilor Hall to adopt Resolution 2020-27,
establishing the Town Fee Schedule. Motion carried 5-0.
M. Motion by Councilor Carr, seconded by Councilor Beil to award the CDBG Demolition
Project Number 20-01, for 12 Gillespie Avenue, 145 South Mercer Street, 91 South
Second Street, and 89 South Mercer Street, to the low bidder, Sereday Trucking, Inc. with
a bid of $25,600. Motion carried 5-0.
10. Mayor Comments
Mayor Hereford discussed the release of the first vaccination for COVID-19 and the still
increasing COVID-19 case levels in Mercer County and around the country. Mayor Hereford
asked that all to keep wearing masks, washing hands and social distancing. Mayor Hereford then
wished all a Merry Christmas and a Happy New Year.
11. Council President Comments
Council President Hamill thanked everyone that stepped up to fill the board vacancies then
wished a Merry Christmas and a safe and blessed New Year.
12. Council Comments
Councilor Beil announced what a rough year 2020 has been, but to remind everyone that we had
been moving forward by paving and also getting housed torn down and are looking out for the
Community. Councilor Beil wished all a safe holiday.
Councilor Hall thanked Crysta Walsh for attending and being interested in a business in town.
Councilor Hall and others then held discussions regarding moving forward with an agreement for
the 137 Main Street occupancy.
Councilor Carr agreed with Councilor Beil and encouraged everyone to drive around and enjoy
the Christmas decorations throughout the 16125 zip code. Councilor Carr also wished everyone a
Merry Christmas.
13. Town Manager Comments
Mr. Urey had no comments.
14. Adjournment
Motion by Councilor Mincer, seconded by Councilor Hall to adjourn this session of council at
6:55 pm. Motion carried 5-0.
