Town of Greenville Council Minutes 01-11-21 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, January 11, 2021 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Rev. June Boutwell, Zion’s Reformed Church Flag Salute led by Council President Hamill 3. Roll Call: Paul Hamill, Council President Sean Hall, Council Vice President Linda Zuschlag, Council President Pro Tempore Tracy Beil – Excused Jean Carr Dane Mincer – Zoom Evian Zukas-Oguz Evan Hereford, Mayor – Excused Jasson W. Urey, Borough Manager James E. Douglas, Solicitor Also present: Lisa Hamill Frank Vanderslice Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None Non-Resident – None 5. Approval of Minutes Motion by Councilor Carr, seconded by Councilor Zuschlag that the December 14, 2020 regular session meeting minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report and Bills for Approval Payroll $208,344.45 Administration $13,361.48 Police $20,677.28 Fire $7,074.25 Code $1,391.35 Public Works $17,743.19 1 Town of Greenville Council Minutes 01-11-21 Liquid Fuels $56,700.44 Airport $412,863.63 Parks $2,222.88 Storm Water $982.50 Brownfield Grant $5,454.00 Senior Center Parking Lot $0.00 Sewer $239,919.73 Total $986,735.18 Motion by Councilor Hall, seconded by Councilor Carr to approve the monthly budget report and the bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – December 2020 B. Code – December 2020 C. Fire – December 2020 & 2020 Annual Report D. Police – December 2020 & 2020 Annual Report Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the monthly reports as presented. Motion carried 6-0. 8. New Business A. Motion by Councilor Zukas-Oguz, seconded by Councilor Zuschlag to accept the December 2020 Tax Collector’s report of Zero (0) additions to the Per Capita roll and One (1) permanent exonerations in the amount of $5.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Carr to adopt Resolution 2021-01 assigning the Tax Collection Committee (TCC) delegates. Motion carried 6-0. C. Motion by Councilor Hall, seconded by Councilor Mincer to advertise Ordinance 1602 to update the Greenville Town Police Pension Plan to waive the member contribution requirement for 2021. Motion carried 6-0. D. Motion by Councilor Hall, seconded by Councilor Carr to advertise Ordinance 1603 adopting the Administrative Code as required by the Town’s Home Rule Charter. Motion carried 6-0. E. Motion by Councilor Zuschlag, seconded by Councilor Hall to hire Sean Flanagan as Part- Time Officer with the Greenville Police Department from the Civil Service Commission certified list. Motion carried 6-0. F. Motion by Councilor Mincer, seconded by Councilor Hall to re-appoint the following members to the Airport Commission with a term expiring on December 31, 2021. • Richard Feydo • Dow Linholm • Fred Murrin • Robert Murrin 2 Town of Greenville Council Minutes 01-11-21 • Roderick Paul • Gordon Richards Motion carried 6-0. G. Motion by Councilor Zuschlag, seconded by Councilor Carr to authorize the Town Manager to make application to the 2021 Municipal Intern Program. Motion carried 6-0. H. Motion by Councilor Hall, seconded by Councilor Mincer to authorize the Town Manager to sign the notice to proceed for CDBG housing rehabilitation work for the property located at 14 Donation Road in the amount of $34,999.00 from the Greenville CDBG Program. Motion carried 6-0. 9. Council Comments Councilor Zukas-Oguz stated that she was glad to be able to be back in person. Councilor Mincer spoke regarding the political unrest across the nation and asked that everyone keep cooler heads and be mindful of what we do and say because we are all neighbors regardless of our political viewpoints. 10. Mayor Comments No comments were made in the Mayor’s absence. 11. Council President Comments Council President Hamill had no comments. 12. Town Manager Comments Mr. Urey had no comments. 14. Adjournment to Executive Session Motion by Councilor Zuschlag, seconded by Councilor Carr to adjourn to executive session to discuss potential legal matters at 6:36 pm. Motion carried 6-0. 15.
