Public Comments (5 minutes time limit) Resident – Ms. Roberta Leonard thanked the Heritage Days Committee for all they have done for the kids and the community as a whole. Non-Resident – Judge Neil McEwen announced he is running for Mercer County Judgeship. He introduced himself and provided his background and credentials. 5. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Mincer that the March 8, 2021 regular session and the March 25, 2021 special session meeting minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report and Bills for Approval Payroll $126,121.31 1 Town of Greenville Council Minutes 04-12-21 Administration $20,925.99 Police $7,783.63 Fire $6,800.55 Code $833.60 Public Works $18,777.65 Liquid Fuels $0.00 Airport $806.37 Parks $2,993.90 Storm Water $1,933.08 Brownfield Grant $3,671.00 Senior Center Parking Lot $0.00 Sewer $43,677.95 Total $234,358.03 Motion by Councilor Beil, seconded by Councilor Carr to approve the monthly budget report and the bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – March 2021 B. Code – March 2021 C. Fire – March 2021 D. Police – March 2021 Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to accept the monthly reports as presented. Motion carried 6-0. 8. Unfinished Business A. Motion by Councilor Mincer, seconded by Councilor Zuschlag to adopt Ordinance 1604, Amending its Existing ACT 47 Exit Plan, by approving an eighteen-month extension to Greenville’s ACT 47 Plan. The eighteen-month extension will extend the exit date from April 9, 2022 to October 9, 2023. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Carr to adopt Ordinance 1605 in accordance with the Greenville Home Rule Charter authorizing indebtedness for the Sewer Plant upgrade project. Motion was carried by roll call vote as follows: Councilor Hall – Excused; Councilor Zuschlag – Yes; Councilor Beil – Yes; Councilor Carr – Yes; Councilor Mincer – Yes; Councilor Zukas-Oguz – Yes; Council President Hamill – Yes. 9. New Business A. Mr. Urey, Town Manager, presented the quarterly update on the financials of the Town. B. Motion by Councilor Mincer, seconded by Councilor Beil authorize the Chamber of Commerce to do upgrades to Central Park. Motion carried 6-0. C. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the recommendation from the Code Committee and the Greenville Planning Commission to 2 Town of Greenville Council Minutes 04-12-21 reject the conditional use application from the Community Recreation of Norther Mercer County as being incomplete. Motion carried 6-0. D. Motion by Councilor Beil, seconded by Councilor Carr to accept the recommendation from the Personnel Committee to concur with the adoption of the updated Police Policy Manual. Motion carried 6-0. E. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the proposal from General Code to update the Codified Ordinances to be consistent with the Home Rule Charter. Motion carried 6-0. F. Motion by Councilor Zukas-Oguz, seconded by Councilor Beil to accept the recommendation from the Personnel Committee to adopt the memorandum of understanding with the Greenville Fire Fighters Local 1976 to clarify FLSA overtime pay. Motion carried 6-0. G. Motion cy Councilor Mincer, seconded by Councilor Zuschlag to accept the recommendation from the Personnel Committee to adopt the job descriptions for the Public Works Employee, Forman, Plant Forman and Plant Operator. Motion carried 6-0. H. Motion by Councilor Beil, seconded by Councilor Carr to adopt Resolution 2021-07, authorizing the application for a DCNR Grant for rehabilitation work in Riverside Park. Local match will be met by the Restore Riverside Park Committee. Motion carried 6-0. I. Motion by Councilor Mincer, seconded by Councilor Beil to approve and award a $10,000 CARES CDBG Small Business Assistance Grant to Paxton’s Restaurant. Motion carried 6-0. J. Motion by Councilor Mincer, seconded by Councilor Beil to approve and award a $10,000 CARES VDBG Small Business Assistance Grant to Adam’s Hotel. Council held discussions regarding the program in general, the remain program funds available and the status of any outstanding applications. Motion carried 6-0. K. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the recommendation from the Greenville Planning Commission to held a public hearing to discuss the proposed amendment to the zoning ordinance to better define the reuse of abandoned school or other public buildings for a business use. Council held discussions and decided to have the public hearing advertised for 5:45pm on Wednesday, May 5, 2021 in the Council Chambers. Motion carried 6-0. 10. Council Comments No comments were made. 11. Mayor Comments Mayor Hereford provided an update on the COVID cased for Mercer County and asked that all stay diligent in stopping the continued spread of the virus. 12. Council President Comments 3 Town of Greenville Council Minutes 04-12-21 Council President Hamill thanked everyone for their thoughts, prayers, and condolences regarding the passing of his mother. 13. Town Manager Comments Mr. Urey advised all that the PennDOT permit for Heritage Day’s has been received. 14.
