Town of Greenville Council Minutes 12-13-21 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, December 13, 2021, at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Rev. June Boutwell, Zion’s Reformed Church of Christ Flag Salute led by Councilor Tracy Beil 3. Roll Call: Paul Hamill, Council President Sean Hall, Council Vice President Linda Zuschlag, Council President Pro Tempore Tracy Beil Jean Carr Dane Mincer Evian Zukas-Oguz Evan Hereford, Mayor Jasson W. Urey, Town Manager James E. Douglas, Solicitor Also present: Gary Mueller Frank Vanderslice Linda Snyder Anne Butcher Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – Ms. Linda Snyder, 230 East Ave., spoke regarding the garbage service and her opposition to eliminating the option of unlimited service. Ms. Snyder stated that her only complaint is that garbage is not getting pick up. Ms. Snyder also discussed the recent articles in the Record Argus regarding the Storm Water Utility Fee increase and the Fire Service Fee and her opposition to those increases and asked where that money was going, if it was going to the raises listed in a separate article in the newspaper. Mr. Gary Mueller, 701 Vernon Rd., spoke regarding the garbage service and his opposition to eliminating the option of unlimited service. Mr. Mueller also asked if tax money was used to pay for the consultant used to help design the bid specs. Mr. Mueller also discussed his opposition to the raises that were listed in the Record Argus article. Non-Resident – None. 1 Town of Greenville Council Minutes 12-13-21 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Zuschlag that the November 8, 2021, regular meeting, the November 22, 2021 public hearing meeting and the November 22, 2021 special meeting minutes be approved as presented. Motion carried 7-0. 6. Approval of Budget Report and Bills for Approval Payroll $190,859.35 Administration $37,318.13 Police $12,927.79 Fire $9,131.29 Code $-6.76 Public Works $17,553.79 Airport $1,080.34 Parks $3,414.13 Storm Water $124,620.40 Brownfield Grant $45,150.36 Liquid Fuels $8,339.83 General Capital Fund $2,199.99 Sewer $206,802.69 Total $659.391.33 Motion by Councilor Hall, seconded by Councilor Beil to approve the monthly budget report and the bills as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – November 2021 B. Code – November 2021 C. Fire – November 2021 D. Police – November 2021 Motion by Councilor Beil, seconded by Councilor Carr to accept the monthly reports as presented. Motion carried 7-0. 8. Unfinished Business A. Motion by Councilor Beil, seconded by Councilor Zuschlag to approve the 2022 garbage bid specs for the garbage contract that expires on March 31, 2022. Motion carried 7-0. 9. New Business A. Motion by Councilor Mincer, seconded by Councilor Beil to accept the resignation of Anne Butcher on the Zoning Hearing Board with a term expiring on December 31, 2023. Motion carried 7-0. B. Motion by Councilor Mincer, Seconded by Councilor Zuschlag to adopt Resolution 2021- 13, fee resolution. Motion carried 7-0. 2 Town of Greenville Council Minutes 12-13-21 C. Motion by Councilor Hall, seconded by Councilor Mincer to adopt Resolution 2021-15, to assign new Tax Collection Committee (TCC) delegates. Motion carried 7-0 D. Motion by Councilor Mincer, seconded by Councilor Beil to adopt Resolution 2021-16, to support an amendment to the PA Land Bank Law to decrease or do away with the population limit. Motion carried 7-0. E. Motion by Councilor Beil, seconded by Councilor Carr to authorize the Town Manager to open a checking account titled “Fire Service Fee and a checking account titled “Depository Account” with First National Bank of Pennsylvania. Motion carried 7-0. F. Motion by Councilor Mincer, seconded by Councilor Beil to advertise Ordinance 1615, repealing Ordinance 1466 and making amendments to the collection and storage section (Article I) of the Town’s Solid Waste Code (Chapter 463). Council held discussions. Council President Hamill called for a roll call vote: Councilor Beil – Yes; Councilor Zukas-Oguz – No; Councilor Mincer – Yes; Councilor Hall – No; Councilor Zuschlag – Yes; Councilor Carr – Yes; Council President Hamill – Yes. Motion carried. G. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise Ordinance 1616, making amendments to the recycling section (Article II) of the Town’s Solid Waste Code (Chapter 463). Motion carried 7-0. H. Motion by Councilor Mincer, seconded by Councilor Hall to advertise Ordinance 1617, amending the Fire Code Property Inspection and Licensing Code section (Article VII) of the Town’s Construction Code (Chapter 222) to add the Fire Service Fee payment as a requirement for a license. Motion carried 7-0. I. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise Ordinance 1618, amending the Rental Inspection and Licensing section (Article I) of the Town’s Rental Property Code (Chapter 409) to add the Fire Service Fee payment as a requirement for a license. Motion carried 7-0. J. Motion by Councilor Mincer, seconded by Councilor Carr to adopt the job description for a Clerical Assistant for the Town of Greenville. Motion carried 7-0. K. Motion by Councilor Zuschlag, seconded by Councilor Carr to accept the letter from Paul R. Hamill vacating his current council sat on January 1, 2022. This council seat has a term that expires on December 31, 2023. Motion carried 6-0; Council President Hamill abstained from the vote due to it being for him. L. Motion by Councilor Mincer, seconded by Councilor Hall to advertise for the vacant council seat with a term expiring on December 31, 2023. Motion carried 7-0. 10. Council Comments Councilor Zuschlag wished everyone a good holiday and announced it has been a pleasure the past eight years and is looking forward to what is next. 3 Town of Greenville Council Minutes 12-13-21 Councilor Carr wished everyone a good holiday and wished that the people would allow them the time to explain and show how things are getting better and not worse as expressed during the public comment section. Councilor Beil thanked Councilor Zuschlag, Councilor Zukas-Oguz, Councilor Mincer and Mayor Hereford for their service and announced what an interesting two years it has been. Councilor Beil then congratulated Mayor Hereford for his new role as a Councilor and Councilor President Hamill for his new role as Mayor. Councilor Beil then reminded everyone in attendance that Council does live in the Town limits and have all the same services and pay all the same fees as the residents, so they do not take the decisions they make lightly. Councilor Zukas-Oguz announced that it has been a pleasure serving the past four years and then thanked the staff for all their hard work. Councilor Mincer announced how grateful he was for all that voted for him and he discussed that the Town is moving in the right direction to exit Act 47. Councilor Hall extended thanks to those that had been serving and their contributions and hard work. Councilor Hall then wished all a Merry Christmas. 11. Mayor Comments Mayor Hereford announced what a pleasure it has been serving the past four years as Mayor and is looking forward to the change to becoming a Councilor. Mayor Hereford thanked the Administration staff for their guidance and wished the leaving members all the best and all a Merry Christmas. 12. Council President Comments Council President Hamill thanked Councilor Zuschlag, Councilor Zukas-Oguz and Councilor Mincer for their service and welcomed Anne Butcher back to the Board. Councilor President Hamill then discussed that lots of residents do not have all the facts and information and they get very upset without finding out all the information. Council President Hamill then gave the advise of keep your chin up and get the facts out there to all of the Councilors. 13. Town Manager Comments Mr. Urey thanked all for the support and announced what a pleasure it was working with those that are leaving and welcomed Ms. Butcher. Mr. Urey wished all a Merry Christmas. 14. Adjournment Motion by Councilor Mincer, seconded by Councilor Carr to adjourn this session of Council at 7:03 pm. Motion carried 7-0.
