Town of Greenville Council Minutes 06-13-22 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, June 13, 2022, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor 2. Invocation: Rev. Sean Hall, Hillside Presbyterian Church Flag Salute led by Mayor Paul Hamill 3. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil Anne Butcher Jean Carr Sean Hall Evan Hereford – Excused Ashton Martin, Jr. Councilor Jasson W. Urey, Town Manager James E. Douglas, Solicitor – Excused Also present: Lisa Hamill Frank Vanderslice Billie Jo Rhoades Gary Johnson Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Hall that the May 9, 2022, regular session and the May 19, 2022 special session minutes be approved as presented. Motion carried 6-0. 1 Town of Greenville Council Minutes 06-13-22 6. Approval of Budget Report and Bills for Approval Payroll $222,800.05 Administration $268,869.82 Police $8,729.78 Fire $11,854.81 Code $510.88 Public Works $32,295.43 Airport $0.00 Parks $20,396.91 Storm Water $1,249.57 Brownfield Grant $33,195.75 Capital Fund $0.00 Liquid Fuels $0.00 Sewer $210,913.72 Total $810,816.72 Motion by Councilor Hall, seconded by Councilor Zuschlag to approve the monthly budget report and the bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – May 2022 B. Code – May 2022 C. Fire – May 2022 D. Police – May 2022 Motion by Councilor Hall, seconded by Councilor Carr to accept the monthly reports as presented. Motion carried 6-0. 8. Unfinished Business A. Motion by Councilor Butcher, seconded by Councilor Beil to appoint John O’Malley to the Horizon Hospital Authority with a term expiring June 30, 2027. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Beil to appoint Paul Hamill to the Greenville Sanitary Authority with a term expiring June 30, 2027. Motion carried 6-0. C. Motion by Councilor Butcher, seconded by Councilor Carr to appoint Ellen Pardee to the Shenango Valley Enterprise Zone with a term expiring June 30, 2026. Motion carried 6-0. 9. New Business A. Motion by Councilor Hall, seconded by Councilor Carr to retain KLH Engineers, Inc. to provide engineering services for the N. Third Street Storm Sewer Project. Motion carried 6-0. B. Motion by Councilor Butcher, seconded by Councilor Zuschlag to adopt the Job Description for the Director of Community Development. Motion carried 6-0. 2 Town of Greenville Council Minutes 06-13-22 C. Motion by Councilor Butcher, seconded by Councilor Carr to accept the recommendation from the Strategic Management Committee to enter into an employment agreement with Gary Johnson as Director of Community Development through January 2, 2026. Motion carried 6-0. D. Motion by Councilor Beil, seconded by Councilor Zuschlag to accept the recommendation from the Strategic Management Committee to enter into an employment agreement with Rosalynn Reagle as Assistant Town Manager through January 2, 2026. Motion carried 6- 0. E. Motion by Councilor Butcher, seconded by Councilor Hall to adopt the Job Description for the Administrative Assistant. Motion carried 6-0. F. Motion by Councilor Beil, seconded by Councilor Hall to accept the recommendation from the Strategic Management Committee to enter into an employment with Billie Jo Rhoades as Administrative Assistant through January 2, 2024. Motion carried 6-0 G. Motion by Councilor Beil, seconded by Councilor Butcher to accept the recommendation from the Strategic Management Committee to enter into an employment agreement with John Chlpka as Clerical Assistant through January 2, 2024. Motion carried 6-0. H. Motion by Councilor Hall, seconded by Councilor Beil to authorize reimbursement of expenses totaling $1,190.24 to Mayor Hamill for attendance of the Annual PSAB Conference in Hershey, PA. Mayor Hamill abstained from voting due conflict of interest. Motion carried by roll call vote as follows: Mayor Hamill – Abstained; Councilor Hall – Yes; Councilor Butcher – Yes; Councilor Beil – Yes; Councilor Zuschlag – Yes; Councilor Carr - Yes. 10. Council Comments Councilor Zuschlag welcomed the newly hired employees. Councilor Carr welcomed the newly hired employees and gave Council an update on the Central Park project. Councilor Butcher commented how nice it is to be able to hire new people and especially with their qualifications. Councilor Beil announced her excitement for the forward movement with the town through the redevelopment journey and hopeful for a smooth transition period with the newly hired employees. 11. Mayor Comments Mayor Hamill welcomed the newly hired employees and gave congratulations to the transition of the others. Mayor Hamill announced with this good team we will be able to move forward. 3 Town of Greenville Council Minutes 06-13-22 12. Town Manager Comments Mr. Urey welcomed and offered his congratulations while announcing how he is looking forward to working with all and moving forward. 13.
