Town of Greenville Minutes 08/08/22 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, August 8, 2022, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you please sign in at the door and turn off all cellular telephones. 2. Invocation: Pastor Sean Hall, Hillside Presbyterian Church Flag Salute led by Deputy Mayor Linda Zuschlag 3. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil, Councilor Anne Butcher, Councilor Jean Carr, Councilor Sean Hall, Councilor Evan Hereford, Councilor Ashton Martin, Junior Councilor Jasson W. Approval of Minutes Motion by Councilor Hall, seconded by Councilor Butcher to approve the minutes from the July 11, 2022, regular session meeting and the August 3rd, CDBG public hearing. Motion carried 7-0 6. Approval of Budget Report & Bills Payroll $163,651.90 Administration $23271.09 Police $24,187.00 Fire $29,442.44 Code $9,980.35 Public Works $17,697.78 Airport $88,703.30 Parks $24,729.58 Storm Water $19,335.27 Brownfield Grant $57,238.50 Fire Escrow Fund $14,000.00 Liquid Fuels $42,539.10 Sewer $147,208.60 Total $661,984.91 Motion by Councilor Hall, seconded by Councilor Butcher to accept monthly budget report as presented. Motion carried 7-0 7. Approval of Department and Staff Reports A. Financials – July 2022 B. Code – July 2022 C. Fire- July 2022- Both July and August will be presented at next month’s meeting. D. Police – July 2022 Motion by Councilor Hereford, seconded by Councilor Zuschlag to accept monthly reports as presented. Motion carried 7-0 8. Unfinished Business A. Motion by Councilor Butcher, seconded by Councilor Beil to adopt Ordinance 1620, creating the Greenville Redevelopment Authority. Motion carried 7-0. 9. New Business A. Motion by Councilor Hall, seconded by Councilor Butcher to advertise Ordinance 1621, setting a non-use aquifer in a designated area of the Town of Greenville. Motion carried 7-0. B. Motion by Councilor Hereford, seconded by Councilor Hall to provisionally appoint David Harris as a Full-Time Police Officer until the Civil Service Commission can conduct a competitive test. Motion carried 7-0. C. Motion by Councilor Hall, seconded by Councilor Butcher to accept the recommendation from the Greenville Sanitary Authority to add a monthly Debt Service Sewer Rate for 2023 of $6.96 per EDU, replacing the 2022 rate $2.71 per EDU, for the debt service for Sewer Plant Upgrade Project. Motion carried 6-1. (Councilor Hereford was the nay) Page 2 of 3  D. Motion by Councilor Butcher, seconded by Councilor Carr to accept the recommendation from the Greenville Airport Commission to enter into an Engineering Agreement with Rhea Engineers & Consultants, Inc. for the construction of a Snow Removal Equipment Building. Motion carried 7-0. 10. Council Comments Councilor Hall spoke about the Redevelopment Authority, one more piece of the puzzle coming together for the community. Councilor Butcher is excited about the things coming down the road for the Redevelopment Authority Councilor Beil spoke about taking little steps in the redevelopment of town will mean so much in the end. Councilor Hereford spoke about doing upgrades to the sewer plant along the way instead of doing them all at once. Making it so that a big hike to the Debt Service Sewer Rate wouldn’t be necessary. Councilor Carr discussed that someone is vandalizing the new fountain at the park. Councilor Carr stated they are looking into getting locks for the fountain to stop the vandals from changing when the fountain turns off and on. 11. Junior Councilor Comments- 12. Mayor Comments- Mayor Hamill stated a lot of little pieces are coming to together for the redevelopment of the town. 13. Town Manager Comments 14.
