MINUTES OF A REGULAR MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, October 10, 2022, at 6:30 p.m.

Residents: Tax Collector Frank Vanderslice stated his tax office is moving. Notices will be posted
in the paper and at the tax office.

Motion by Councilor Butcher, seconded by Council Carr to approve the minutes from the September 9,
2022, regular session meeting and the September 16, 2022, special session meeting. Motion carried 6-0

Motion by Councilor Hall, seconded by Councilor Butcher to accept monthly reports as presented.
Motion carried 6-0
8. Unfinished Business
A. Motion by Councilor Hall, seconded by Councilor Hereford to appoint Rick Zilla to the vacant
seat on the Zoning Hearing Board with a term expiring December 31, 2022. Motion carried
6-0.
9. New Business
A. Motion by Councilor Hall, seconded by Councilor Butcher to adopt Resolution 2022-06, Citizen
Participation and Language Access Plans. Motion carried 6-0.
B. Motion by Councilor Carr, and seconded by Councilor Beil to adopt Resolution 2022-07, to
make application for the 2022 CDBG Program. Motion carried 6-0.

C. Motion by Councilor Butcher, seconded by Councilor Hall to adopt Resolution 2022-08, to
expand the Shenango Valley Enterprise Zone Boundaries. Motion carried 6-0.
D. Motion by Councilor Butcher, seconded by Councilor Hall to renew the contract with Reeve’s
Information Technology, current contract expires October 31, 2022. Motion carried 6-0.
E. Motion by Councilor Hereford, seconded by Councilor Carr to adopt the 2021 audit report
from McGill, Power, Bell & Associates. Motion carried 6-0.
F. Motion by Councilor Beil, seconded by Councilor Hereford to authorize the Mayor to sign the
Letter of Intent (LOI) to purchase the Trinity Industries properties (13 in total) located in the
Town of Greenville for $1,000 plus closing costs. Motion carried 6-0.
G. Motion by Councilor Hall, seconded by Councilor Butcher to hire Nicholas Mascio as Code
Enforcement and Zoning Officer. Motion carried 6-0.
H. Motion by Councilor Beil, seconded by Councilor Carr to enter into an employment agreement
with Nicholas Mascio as Code Enforcement and Zoning Officer through January 2, 2024.
Motion carried 6-0.
I. Motion by Councilor Butcher, seconded by Councilor Hall to appoint Nicholas Mascio as Code
Enforcement Officer, Zoning Officer and Building Code Official (BCO) for the Town of
Greenville. Motion carried 6-0.
10. Council Comments
Councilor Hereford discussed buying the Trinity property will get rid of the blight as we continue work on
sprucing up the Town of Greenville.
Councilor Carr discussed Central Park fountain being vandalized and maybe a camera could be installed for
added protection from damage.
Councilor Butcher discussed a lot of things are on the right track regarding Trinity, Hudson and the hiring
of Nick Mascio.
Councilor Beil commented she is excited about the Trinity project and stated this is a true visual of what is
happening.
Councilor Hall commented about the number of people working on the Trinity project and everyone’s little
piece has added to building up the community for a brighter future.
11. Junior Councilor Comments – he feels another piece of the puzzle is falling together regarding the
Trinity property.
12. Mayor Comments - No comment were made in his absence.
13. Deputy Mayor Comments - Discussed she lived here her entire life and is excited about the changes
happening in the Town of Greenville.

Indebtedness (10.58 mills).

inspections from 2/1/23 through 1/31/24. This is the last extension of the contract.
T. Motion to authorize the Greenville Police Department to utilize the Pennsylvania State
Police force for coverage as directed by the Public Safety Director only on a temporary as
needed basis and not to replace a paid officer.
