Town of Greenville Council Minutes 10/24/2022 www.greenvilleborough.com MINUTES OF A SPECIAL MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, October 24, 2022 at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor 2. Invocation: Flag Salute led by Councilor Sean Hall 3. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor-Excused Tracy Beil, Councilor Jean Carr, Councilor Anne Butcher, Councilor Sean Hall, Councilor Evan Hereford , Councilor Ashton Martin, Junior Councilor-Excused Jasson W. Urey, Town Manager James E. Douglas, Solicitor Staff: Media: Billie Jo Rhoades, Administrative Assistant Caleb Stright, Record-Argus David Hetrick, Financial Assistant 4. Public Comments (5 minutes time limit) Resident – None Non-Resident – None. 5. New Business Town Manager Jasson Urey presented the proposed 2023 Budget for the General Fund, Fire Service Fund, Storm Water Fund, and Sewer Fund. During his presentation, Mr. Urey discussed the projected changes to the Rental Unit Inspection Fee, the changes made to administrative salary distributions for the four budgets to provide a better cost accounting base according to job duties, and discussed a .25% increase in resident EIT rates with a decrease in the Real Estate millage by 2 ½ mills. 6. Councilor Butcher- Thanked Jasson and Dave for the hard working going into preparing the budget. Informed Council of the passing of Thiel College Professor David Miller. Councilor Beil- Thanked Jasson for presenting the budget and explaining the details going into the proposed budget. Stated that the administration staff doesn’t get the credit that they deserve. Councilor Hereford- Expressed administration did a great job with the budget. Councilor Carr- Expressed that everyone did a good job on the budget. She also expressed sadness about the passing of Thiel College Professor David Miller. 8. Mayor Comments Mayor Paul Hamill thanked Jasson, Dave, Billie Jo and the rest of the administrative staff for all the hard work they did for the budget and for the town. 11. Town Manager Comments Town Manager Jasson Urey states the Budget Meeting is the most important meeting that the Council does all year. 12.
