Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you, please sign in at the door and turn off all cellular telephones. 2. Invocation: Rev. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil, Councilor Anne Butcher, Councilor Jean Carr, Councilor Sean Hall, Councilor Evan Hereford, Councilor Ashton Martin, Junior Councilor Jasson W. Public Comments (5-minute time limit) Residents: Mr. Ed Taczanowsky spoke in favor of appointing Benjamin Beck to the Greenville Redevelopment Authority. Mr. Matthew Morgan asked council to consider voting against the zoning change to CR-1, stating it is a slippery slope that opens doors to other zoning areas to seek similar changes. Approval of Minutes Motion by Councilor Carr, seconded by Councilor Beil, to approve the minutes from March 13, 2023, regular session meeting and April 5, 2023, public hearing. Motion carried 7-0. 6. Approval of Budget Report & Bills Payroll $152,181.42 Administration 33,642.88 Police 25,383.16 Fire 31,485.57 Code 6,769.29 Public Works 14,352.03 Airport 656.12 Parks 11,843.85 Storm Water 6,001.31 Brownfield Grant 3,024.00 Capital Fund 0.00 Liquid Fuels 0.00 Sewer 161,021.27 Total $446,360.90 Motion by Councilor Hereford, seconded by Councilor Butcher, to accept the monthly budget report as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – March 2023 B. Code – March 2023 C. Fire – February 2023 & March 2023 D. Police – March 2023 Motion by Councilor Zuschlag, seconded by Councilor Hall, to accept monthly reports as presented. Councilor Butcher questioned the smaller police and fire reports. Motion carried 7-0. 8. Unfinished Business None 9. New Business Page 2 of 4 Town of Greenville Council Minutes 4/10/23 A. Motion by Councilor Butcher, seconded by Councilor Hall, to retain KLH Engineers, Inc. to provide the engineering services for the Lebanon-Lancaster Avenue Storm Sewer Project for $64,700. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Councilor Hereford, to promote Ryan Braund from Part- Time Firefighter to Full-Time Firefighter from the Civil Service Commission Certified List of three, effective upon Lieutenant Thompson’s retirement. Motion carried 7-0. C. Motion by Councilor Zuschlag, seconded by Councilor Hall, to appoint Benjamin Beck to the Greenville Redevelopment Authority with a term expiring 12/31/2025. Motion carried 7-0. D. Motion by Councilor Butcher, seconded by Councilor Hereford, to adopt Resolution 2023-09, the Mercer County Hazard Mitigation Plan. Motion carried 7-0. E. Motion by Councilor Hall, seconded by Councilor Carr, to enter into a lease agreement with Elbow Street Aviation Services, Inc. for the Greenville Municipal Airport for a 15-year term beginning April 10, 2023. Motion carried 7-0. F. Motion by Councilor Beil, seconded by Councilor Hall, to advertise Ordinance 1630 amending the zoning in the CR-1 Zoning District to allow a Recreational Vehicle Park. Councilor Hall stated he has mixed feelings and many concerns and agreed it is a slippery slope. Councilor Butcher asked how beneficial this would be for this zoning district. Roll Call Vote: Councilor Hall - No, Councilor Butcher – No, Councilor Beil – Yes, Councilor Hereford – No, Councilor Zuschlan – No, Councilor Carr – No, Mayor Hamill – No. Motion failed 1-6. G. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to appoint Pennsylvania Construction Inspections as Building Code Official (BCO) of Greenville. Motion carried 7-0. H. Motion by Councilor Butcher, second by Councilor Carr, to appoint Rosalynn Reagle as Zoning Officer for the Town of Greenville. Motion carried 7-0. 10. Council Comments Councilor Hall is excited to see a full slate on the Redevelopment Authority and is ready to see how we can help the town thrive with a cohesive vision. Councilor Butcher said with all the ups and downs of April thus far; she has seen many examples of the community coming together to help each other out, especially with the power outage. Councilor Beil thanked Lt. Thompson for his service to Greenville. She also explained that she voted yes on the Zoning issue because even though council has heard much input, she wants to encourage more residents to bring their concerns and comments. Advertising the ordinance would have solicited more community input on the matter. Councilor Hereford thanked Lt. Thompson for his service to Greenville Councilor Zuschlag is excited to see the Redevelopment Authority get started. Page 3 of 4 Town of Greenville Council Minutes 4/10/23 Councilor Carr reminded everyone about the Heritage Days Committee’s Central Park clean-up day on April 22, 2023. She also encouraged everyone to do little things to improve the town; it will get us closer to the big things. Community togetherness has been wonderful, and we need to give the community more reasons to come together – not just in times of need. 11. Junior Councilor Comments- Commented on keeping the momentum going forward. 12. Mayor Comments- Echoed the comments on the community togetherness and reminded everyone of the April 15th spaghetti dinner to help the family of the recent fire. 13. Town Manager Comments- None 14.
