Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you please sign in at the door and turn off all cellular telephones. 2. Invocation: Father John Wise, St. Clements Church Flag Salute led by Mayor Paul Hamill 3. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil, Councilor Anne Butcher, Councilor Jean Carr, Councilor Sean Hall, Councilor - Absent Evan Hereford, Councilor Ashton Martin, Junior Councilor Jasson W. Public Comments (5-minute time limit) Residents: Mr. Joel Rinella clarified comments from an article in The Record-Argus. He also voiced concern for financial oversight of the proceeds from the sale of the Sewer and Water Authorities. He also questioned the usage of fire vehicles. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Beil, to approve the minutes from April 10, 2023, regular session meeting. Motion carried 6-0. 6. Approval of Budget Report & Bills Payroll $191,281.82 Administration 48,613.47 Police 28,491.34 Fire 25,271.31 Code 2,121.16 Public Works 27,849.72 Airport 793.13 Parks 19,561.25 Storm Water 11,099.14 Brownfield Grant 38,414.69 Capital Fund 200,372.00 Liquid Fuels 0.00 Sewer 121,956.01 Total $706,825.04 Motion by Councilor Butcher, seconded by Councilor Hereford, to accept the monthly budget report as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – April 2023 B. Code – April 2023 C. Fire – April 2023 D. Police – April 2023 Motion by Councilor Zuschlag, seconded by Councilor Butcher, to accept monthly reports as presented. Councilor Butcher questioned the smaller police and fire reports. Motion carried 6-0. 8. Unfinished Business None 9. New Business A. Motion by Councilor Beil, seconded by Councilor Butcher, to enter into an employment agreement with Carrie Marsteller for the position of Clerical Assistant. Motion carried 6-0. B. Motion by Councilor Hereford, seconded by Councilor Zuschlag, to appoint Sharp Collections as the agency for the collection of delinquent Per Capita Taxes from July 1, 2023, through June 30, 2024. Motion by Councilor Beil, seconded by Councilor Carr, to advertise for the following open board seats, which will expire on June 30, 2023: a. Horizon Hospital System Authority – 5-year term b. Greenville Sanitary Authority – 5-year term c. Shenango Valley Enterprise Zone – 4-year term Councilor Butcher asked if we still needed a Sanitary Authority Board member with the impending sale of the Sanitary System. Mr. Urey stated that the authority will still have the Stormwater System. Motion carried 6-0. D. Motion by Councilor Hereford, seconded by Councilor Zuschlag, to purchase a 2004 Seagrave fire truck for $145,000 to replace engine 96-2. Councilor Butcher questioned if the price changed. Councilor Beil reminded council we are trying to fill a gap. Town Manager Urey reminded council there are policies and procedures regarding the use of the fire vehicles and maintenance checks done weekly and daily to the entire fleet. He stated, "The department does not just drive fire trucks around Town for no reason at all,” as Mr. Rinella’s comments indicated. Motion carried 6-0. E. Motion by Councilor Hereford, seconded by Councilor Butcher, to enter into a sidewalk maintenance agreement with Penn DOT for sidewalks that are being replaced along their West Main Street & Clarksville Street project and College Avenue & Packard Avenue project. Motion carried 6-0. F. Motion by Councilor Hereford, seconded by Councilor Butcher, to authorize the Town Manager to enter a sales agreement with Thiel College for the old Memorial Pool property. Councilor Butcher noted this is just a motion to negotiate a sales agreement. Motion to amend the motion by Councilor Butcher, second by Councilor Beil to authorize the Town manager to negotiate a sales agreement with Thiel College for the old Memorial Pool property. Motion carried 6-0. G. Motion by Councilor Beil, seconded by Councilor Butcher, to install flashing warning devices at the beginning of the Thiel College property along College Avenue & Packard Avenue. Councilor Zuschlag questioned the payment for the installation and maintaining the lights. Mr. Urey stated that it would be included in the PennDOT project to install the devices. The maintenance will fall back on the Town, and the Town will enter into an agreement with Thiel. Motion carried 6-0. H. Motion by Councilor Carr, seconded by Councilor Butcher, to award the contract to Steel Nation Environmental for the low bid of $550,440 for the construction of a snow removal equipment building at the Greenville Municipal Airport contingent upon PENNDOT BOA concurrence. Motion carried 6-0. I. Motion by Councilor Butcher, seconded by Councilor Carr, to accept the PENNVEST offer of $899,298.00 in a low-interest loan for the relocation of the North Main Street Storm Sewer. Motion carried 6-0. J. Motion by Councilor Butcher, seconded by Councilor Beil, to adopt the Municipal Owned Parking Lot Evaluation conducted by KLH Engineers. Motion carried 6-0. Motion by Council Butcher, seconded by Councilor Zuschlag, to issue a request for proposals (RFP) for UCC inspection services with a start date of July 1, 2023. Motion carried 6-0. L. Motion by Councilor Hereford, seconded by Councilor Beil, to appoint Paul Hamill as a voting delegate to the 2023 PSAB Annual Conference. Motion carried 6-0. M. Motion by Councilor Butcher, seconded by Councilor Carr, to accept the recommendation from the Strategic Management committee for concurrence of the Preliminary Budget for Sale Proceeds for the Sanitary and Water Systems. Roll call vote: Councilor Butcher – Yes, Councilor Beil – No, Councilor Hereford – No, Councilor Zuschlag – Yes, Councilor Carr – Yes, Mayor Hamill – Yes. Motion carried 4-2. 10. Council Comments Councilor Butcher thanked Junior Councilor Martin for serving the town and encouraged him to pursue a council seat in the future. Councilor Hereford thanked Junior Councilor Martin. Councilor Zuschlag told Junior Councilor Martin he had been the most dedicated Junior councilor in many years. She also commented that Riverside looks great and the park was filled with people today. Councilor Carr thanked Junior Councilor Martin for serving Greenville. Councilor Beil explained she voted no for the preliminary budget issue due to some of the verbiage in the budget. She would like to see it departmentalized better. She also thanked Junior Councilor Martin for serving and presented him with a gift. 11. Junior Councilor Comments- Serving as a junior councilor for the last year and a half has been an honor. Mr. Martin stated he has learned so much more than what a classroom experience can teach and hopes to get involved in local government later in life. 12. Mayor Comments- Thanked Junior Councilor Martin and encouraged him to get involved in local government. 13. Town Manager Comments- Mr. Urey appreciated Junior Councilor Martin’s thoughtful input. He was engaged at all meetings and hopes he will participate in local government in the future. 14.
