Public Comments (5-minute time limit) Residents: Mr. Joel Rinella commented on the Strategic Management Team budget for the sale of water and sewer systems. Ms. Mary Reames thanked the council for their patience and help in securing the grants on the agenda. Ms. Roberta Leonard thanked Mr. Urey for his work assisting Thiel College with projects and the pool item on tonight’s agenda. Mr. Jim Tokar spoke about the maintenance of Riverside Park. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Hall, to approve the minutes from May 8, 2023, regular session meeting. Motion carried 7-0. 6. Approval of Budget Report & Bills Payroll $209,174.36 Administration 265,385.84 Admin – Pass-through 1,657,500.00 Police 11,995.49 Fire 16,491.17 Code 64,899.47 Public Works 14,746.35 Airport 1,210.95 Parks 12,756.15 Storm Water 4,517.63 Brownfield Grant 8,575.81 Capital Fund 0.00 Liquid Fuels 0.00 Sewer 87,038.82 Total $2,354,292.04 Motion by Councilor Hall, seconded by Councilor Zuschlag, to accept the monthly budget report as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – May 2023 B. Code –May 2023 C. Fire – May 2023 D. Police – May 2023 Motion by Councilor Butcher, seconded by Councilor Hereford, to accept monthly reports as presented. Motion carried 7-0. 8. Unfinished Business None 9. New Business Page 2 of 4 Town of Greenville Council Minutes 6/12/23 A. Presentation of the 2022 Audit by Bruce Lawrence with McGill, Power, Bell, and Associates. There were no questions from the council. B. Motion by Councilor Hall, seconded by Councilor Carr, to adopt the 2022 Audited Financial Statements. Motion carried 7-0. C. Motion by Councilor Carr, seconded by Councilor Beil, to appoint Linda Zuschlag to the Horizon Hospital Authority with a term expiring June 30, 2028. Motion Passed 7-0 D. Motion by Councilor Hereford, seconded by Councilor Beil, to award the contract to Advanced Contracting, Inc. for the low bid of $588,963.50 for the construction of the North Main Street Storm Sewer Project. Councilor Butcher questioned why this bid was so much lower than others. Mr. Urey said the bid has been verified by the contractor. Mayor Hamill asked if we have worked with this contractor in the past. Motion carried 7-0. E. Motion by Councilor Hall, seconded by Councilor Zuschlag, to award the low bid of $380,766.00 to J&T Paving for construction of a pickleball court and rehabbing the basketball court in Riverside Park pending DCNR concurrence. Councilor Hereford asked if DCNR would for sure be concurring. Motion carried 7-0. F. Motion by Councilor Beil, seconded by Councilor Butcher, to adopt Resolution 2023-10 to authorize the Mayor to sign the sidewalk maintenance agreement with PennDOT for sidewalks that are being replaced along their West Main Street & Clarksville Street project. Motion carried 7-0. G. Motion by Councilor Beil, seconded by Councilor Carr, to adopt Resolution 2023-11 to authorize the Mayor to sign the sidewalk maintenance agreement with PennDOT for sidewalks that are being replaced along their College Avenue and Packard Avenue project. Motion carried 7-0. H. Motion by Councilor Hereford, seconded by Councilor Zuschlag, to authorize the Town manager to purchase new police reporting software from In-Synch RMS at an estimated cost of $38,370.00 to be paid from the capital fund. Motion carried 7-0. I. Motion by Councilor Butcher, seconded by Councilor Carr, to promote Joshua Coppick from Part-Time Police Officer to Full-Time Police Officer from the Civil Service Commission List of Three. Motion carried 7-0. J. Motion by Council Hereford, seconded by Councilor Beil, to set the 2024 Budget Preparation Calendar. Motion carried 7-0. K. Motion by Councilor Hall, seconded by Councilor Hereford, to appoint bureau Veritas as the Town of Greenville Third Party UCC Inspector, effective July 1, 2023. Motion carried 7-0. L. Motion by Councilor Zuschlag, seconded by Councilor Butcher, to appoint Bureau Veritas as the Building Code Official (BCO) for the Town of Greenville, effective July 1, 2023. Motion carried 7-0. M. Motion by Councilor Carr to enter into a sales agreement with Thiel College for the former Memorial Pool property (55 501 002) for $51,597.25. Motion carried 7-0. Page 3 of 4 Town of Greenville Council Minutes 6/12/23 10. Council Comments Councilor Hereford commented on the upgrades at Riverside Park and the North Main Street Storm Water Project. Councilor Zuschlag thanked the Riverside Park group for their work over the last several years. Councilor Carr thanked the Riverside Park group and spoke on Heritage Days event. Councilor Butcher thanked the Riverside Park group; they are an amazing asset to the Redevelopment Authority and Planning Commission. She also said the clean audit report is great news and thanked Mr. Urey and Mr. Hetrick for their hard work. Councilor Beil thanked Mr. Urey and Mr. Hetrick for their work with the budget. Thanking the Riverside Park group, she stressed the importance of volunteerism in our community. 12. Mayor Comments- Thanked the Riverside Park group and told them he will work on a maintenance plan for the park. 13. Town Manager Comments- Thanked the Riverside Park group. He also stressed the importance of the quarterly budget reviews in relation to receiving a clean audit. 14.
