Public Comments – (3-minute time limit) Residents: Mr. Patrick Eaton, 207 Clinton Street, asked about a tire on Clinton Street being thrown into an alley. He also asked about code violations on commercial property and high grass. He feels the town should charge for emergency services rendered. Mr. Joel Rinella, 424 South Main Street, regarding Councilor Carr’s comments on Right to Know Requests, feels it is a good idea to ask these questions, more answers should be added to the websites, and council meetings should be live-streamed. Mr. Vince Marini, 160 Clinton Street, asked about the grass at the Trinity property and brought attention to the groundhog problem there. He also agrees that council meetings should be live- streamed. Non-Residents: None Council Consideration 5. Approval of Minutes Motion by Councilor Carr, seconded by Councilor Zuschlag, to approve the minutes from the April 3, 2024, Work Session and the April 8, 2024, Regular Meeting. Motion carried 5-0. 6. Police – April 2024 Motion by Councilor Zuschlag, seconded by Councilor Carr, to accept April Financial, Code, Fire (and March), and Police reports as presented. Motion carried 5-0. 8. Unfinished Business A. Motion by Councilor Shipley, seconded by Councilor Carr, to adopt Ordinance 1643, amending Chapter 350, Parks and Recreation, to include feeling wildlife as a prohibited activity. Motion carried 5-0. 9. New Business A. Motion by Councilor Shipley, seconded by Councilor Carr, to adopt the 2023 Audited Financial Statements. Motion carried 5-0. B. Motion by Councilor Carr, seconded by Councilor Shipley, to accept the recommendation from the Planning Commission to award the contract for consulting services related to the zoning and subdivision land development ordinance and to enter into a professional services agreement with Mackin Engineers & Consultants. Motion carried 5-0. C. Motion by Councilor Zuschlag, seconded by Councilor Shipley, to accept the recommendation from the Street/Public Service Committee to enter into an engineering agreement with Rhea Engineers & Consultants Inc. to provide engineering services for resealing runway 15-33 at the Greenville Municipal Airport in the amount of $96,565.00. The additional grants received by the airport cover this at 100% reimbursement. Motion carried 5-0. D. Motion by Councilor Shipley, seconded by Councilor Carr, to accept the recommendation from the Budget and Finance Committee to cover $5,000.00 of the cost of installing a water line in Riverside Park for the Jaycee and Bandstand pavilions. Motion carried 5-0. E. Motion by Councilor Shipley, second by Councilor Zuschlag, to appoint Paul Hamill as a voting delegate to the 2024 PSBA Annual Conference. Roll Call Vote: Councilor Bromley – No, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr – Yes, Mayor Hamill – yes. Motion carried 4-1. F. Motion by Councilor Carr, seconded by Councilor Zuschlag, to appoint Chad Bromley as an alternate voting delegate to the 2024 PSBA Annual Conference. Motion carried 5-0. G. Motion by Councilor Shipley, seconded by Councilor Carr, to accept the recommendation from the Budget and Finance Committee to apply for a Municipal Fire Department Capital Grant of up to $100,000.00 for updates to the fire station. Motion carried 5-0. H. Motion by Councilor Carr, seconded by Councilor Shipley, to accept the recommendation from the Budget and Finance Committee to appoint Sharp Collections as the agency for the collection of delinquent Per Capita Taxes from July 1, 2024, through June 30, 2025. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to table the recommendation from the Budget and Finance Committee to accept the donation from Hillside Presbyterian Church in the amount of $5,610.00 and split the cost to pave N. Smoyer Way from Main Street to Brackin Alley for a total cost of $11,220.00. Motion Carried 5-0. J. Motion by Councilor Shipley, seconded by Councilor Carr, to accept the recommendation from the Budget and Finance Committee to purchase a small tractor with a mowing deck and loader for use in maintaining the outer parks and the Trinity North properties at a cost of $12,183.45. Funds are to be paid from the Capital Fund. Motion carried 5-0. K. Motion by Councilor Shipley, seconded by Councilor Carr, to accept the recommendation from the Strategic Management Committee to enter into a sale and transfer agreement with Trinity Industries to purchase the parcels listed in Exhibit A of the sales agreement for $1,000.00. Motion carried 5-0. L. Motion by Councilor Zuschlag, seconded by Councilor Carr, to advertise for the following open board seats, which will expire on June 30, 2024: • Horizon Hospital System Authority – 5-year term • Greenville Sanitary Authority – 5-year term • Shenango Valley Enterprise Zone – 3-year term Motion carried 5-0. M. Councilor Shipley motioned, seconded by Councilor Carr, to accept the request to support the Greenville Area Economic Development Corporation (GAEDC) in retaining a consultant to study traffic along the Main Street Corridor. The Town will commit $25,000.00 in funds for the study, and GAEDC will provide $25,000.00. Councilor Shipley noted the change to GAEDC from Penn-Northwest. Motion carried 5-0. N. Motion by Councilor Carr, seconded by Councilor Shipley, to advertise an RFP to assist with implementing the STMP grant initiative. Motion carried 5-0. O. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to retain Cohen Law Group to assist with the cable franchise renewal process at a cost of $7,900.00. Motion carried 5-0. P. Motion by Councilor Shipley, seconded by Councilor Carr, to approve the request by the Borough Engineer to authorize change orders 1 ($8,469.00) and 2R ($9,529.00) for the Lebanon Avenue Bridge repair submitted by Mar-Allen. Councilor Carr reminded council that this needs to be fixed; the only alternative is to close the bridge. Motion carried 5-0. Q. Motion by Councilor Shipley, seconded by Councilor Carr, to advertise Ordinance 1644, authorizing debt to be incurred by way of a General Obligation Note in the amount not to exceed $797,674.00 through PENNVEST for the N. Third Street Storm Sewer Project. Motion carried 5-0. 10. Council Comments Councilor Bromley thanked the audience for attending. Page 4 of 5 Town of Greenville Council Minutes 05/13/24 Councilor Shipley advised that the price for windows at 194 Main Street is just a quote; we have not entered into an agreement. We are trying to bring the building up to code. He also said the Finance Committee is working on allocating grant funding to upgrade the council chambers, which may include the capability to livestream meetings. Councilor Carr invited everyone to assist with spring clean-up and mulching at Central Park on Monday, May 20, 2024, at 10:00 a.m. 11. Mayor Comment – None 12. Town Manager Comments None 13.
