OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, June 10, 2024, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

4. Public Comments – (3-minute time limit)
Residents:
Mr. Joel Rinella, 424 South Main Street, objected to the meeting citing Sunshine Law 709 (c.1) (1)
(i), as the agenda for tonight’s meeting was not posted on the website. Attorney Douglas
recommended council proceed with the meeting as planned.
Mr. Ed Taczanowsky, 26 Eagle Street, speaking on behalf of the Redevelopment Authority, urged
council to concur with the consultant the board selected. Speaking as a resident, he thanked the
council for their leadership, adding they have been nothing but helpful to him over the last seven
years in Greenville.

Mayor Hamill asked for a recess with Mrs. Reagle, Councilor Carr, and Attorney Douglas.
Council Consideration
5. Approval of Minutes
Motion by Councilor Shipley, seconded by Councilor Butcher, to approve the minutes from the May 8,
2024, Work Session and the May 13, 2024, Regular Meeting. Motion carried 6-0.
6. Approval of Budget Report & Bills

Motion by Councilor Zuschlag, seconded by Councilor Butcher, to approve the monthly bills as
presented. Motion carried 6-0.
7. Approval of Department and Staff Reports

Motion by Councilor Shipley, seconded by Councilor Carr, to accept May Financial, Code, Fire, and
Police reports as presented. Motion carried 6-0.
8. Unfinished Business
A. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to adopt Ordinance 1644,
authorizing debt to be incurred by way of a General Obligation Note in the amount not to exceed
$797,674.00 through PENNVEST for the N. Third Street Storm Sewer Project. Motion carried
6-0.
9. New Business
A. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to appoint Mario Marini to the
Horizon Hospital System Authority with a term ending June 30, 2029. Motion carried 6-0.
B. Motion by Councilor Butcher, seconded by Councilor Carr, to appoint Robin Douglas to the
Greenville Sanitary Authority with a term expiring June 30, 2029. Motion carried 6-0.
C. Motion by Councilor Shipley, seconded by Councilor Butcher, to appoint Steve Lewis to the
Greenville Sanitary Authority with a term expiring June 30, 2028. Motion carried 6-0.
D. Motion by Councilor Carr, seconded by Councilor Shipley, to appoint Brent Ward to the
Shenango Valley Enterprise Zone with a term ending June 30, 2027. Motion carried 6-0.
E. Motion by Councilor Shipley, second by Councilor Zuschlag, accept the recommendation from
the Budget and Finance Committee to pay the invoice to Penn-Northwest Development
Corporation for the balance of the Main Street Landscaping Project, which is $13,406.00.
Motion carried 6-0.
F. Motion by Councilor Carr, seconded by Councilor Butcher, to accept the recommendation from
the Personnel Committee to hire Robert Baker as seasonal help with maintaining the Trinity
property at an hourly rate of $15.00/hour. Motion carried 6-0.
G. Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the recommendation
from the Personnel Committee to hire Hunter Baker as seasonal help with maintaining the
Trinity property at an hourly rate of $15.00/hour. Motion carried 6-0.
H. Motion by Councilor Shipley, seconded by Councilor Carr, to accept the recommendation from
the Strategic Management Committee to appoint Mary Jane Kuffner Hirt, PhD, as the lead
consultant to assist with implementing the STMP grant initiatives. Motion carried 6-0.
I. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to accept the request of the
Greenville Redevelopment Authority (RDA) that council concur with their selection to use
Stromberg, Garrigan, and Associates (SGA) as the consultant for the RDA planning services.
Motion Carried 6-0.
10. Council Comments
Councilor Shipley advised Dr. Hirt’s fee for consulting will be paid out of the STMP Grant.

Councilor Bromley thanked everyone for attending.
11. Mayor Comment
Mayor Hamill listed the classes he attended at the PSBA Conference.
12. Town Manager Comments
No comments were made in Mr. Urey’s absence.
13. Adjournment to Executive Session to discuss Litigation Strategy
Motion by Councilor Shipley, seconded by Councilor Butcher, to adjourn to Executive Session of Council
at 6:54 p.m. Motion carried 6-0.
14. Adjournment from Executive Session
Motion by Councilor Shipley, seconded by Councilor Butcher, to adjourn executive session and return to
the regular session of Council at 7:19 p.m. Motion carried 6-0.
15. Adjournment
Having no other business, Motion by Councilor Butcher, seconded by Councilor Carr, to adjourn this
session of Council at 7:20 p.m. Motion carried 6-0
